2013-07-29 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES July 2 9, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, July 22, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July 22, 2013. Commissioner Grose seconded the motion. Motion Carried 3-0 NOTICE Commissioner Grose made a motion to approve Notice Agenda item one. Commissioner Fund seconded the motion. 1. Notice: Approving the temporary closure of Godfrey Road to all through traffic from August 12, 2013 through September 27, 2013. Resolution No. 13-423 Rod Lakey, Public Works, stated this Resolution will close Godrey Rd. between the Mossyrock City Limits and Swigert Road to through traffic during the period of work. The closure will be from August 12, 2013 to September 27, 2013 to facilitate the replace of a culvert by Lewis County. Replacement of a culvert is located at mile post 0.28 on Godfrey Road. The road will be open from either side up to the point of closure and there are alternate routes around the area of closure. The Public Works Department will post the required advisory signs on both sides of the closure, and will notify 911 Communications and the local fire department of the closure. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items two through seven. Commissioner Grose seconded the motion. 2. Resolution No. 13-424 Approval of warrants for payment. Commissioner Grose stated this Resolution approves 117 regular warrants for a total payment against the County in the amount of $602,385.05. 3. Resolution No. 13-425 Re-appointing a member to the Board of Directors for the Public Facilities District. Chairman Schulte stated this Resolution is for the reappointing Todd Chaput as a member of the Public Facilities District for a three year term. 4. Resolution No. 13-426 Approving a contract between the Lewis County Coroner and Cattermole Funeral Home for removal services. 2 Warren McLeod, Coroner, stated this Resolution in question regards a Public Service Agreement (PSA) between the Lewis County Coroner’s Office and Cattermole Funeral Home. This agreement is for the removal of decedents within Lewis County. The Lewis County Coroner’s Office does not provide removal services for decedents and have always relied on a rotating mortuary system to perform these services. In the past the cost for the removals using a rotating system was $150.00 and calls past Mossyrock resulted in an additional charge of $25.00 per hour. Under this PSA with Cattermole Funeral Home the removals of decedents will be made for an annual cost of $14,200 irrespective of how many removals are made. With the number of cases handled by the Lewis County Coroner’s Office increasing every year this PSA is a way to effectively control an otherwise unpredictable cost for the county. 5. Resolution No. 13-427 Approving a contract between Lewis County Coroner’s Office and Northwest Forensic Pathologist, P. S. for autopsy services. Warren McLeod, Coroner, stated this Resolution in question regards a PSA between Lewis County Coroner’s Office and Pacific Northwest Forensic Pathologiest, P.S. This agreement is for autopsy services within Lewis County. The Lewis County Coroner’s Office does not provide pathological services and has always relied upon contract services within outside pathologists. In the past the cost for each autopsy has been $1400.00 and each external examination $600.00. On average there are 50 autopsies per year but this number is not something that my office has any control over. Under this PSA with Pacific Northwest Forensic Pathologists, P.S. they will be paid a contract fee of $70,000.00 per year payable in monthly increments of $5,833.33. For this contract fee they will perform 70 autopsies, with two external examinations counting as one autopsy and unlimited consultations. After 70 autopsies the price per autopsy would be $1,000.00 per case. The LCCO does get reimbursed for 40% of the cost of each autopsy, with 100% reimbursement for child/infant autopsies at the price of $1,000.00 per autopsy. 6. Resolution No. 13-428 proposed establishment of a new road crossing the Chehalis River and changing the terminus of Hatchery Road. Rod Lakey, Public Works, stated Construction of a new Leudinghaus bridge is planned to replace the bridge washed out in the 2007 flood. The new bridge project will require additional right of way and the attached proposed resolution directs the County Engineer to examine, survey, acquire all necessary right of way and report his finding to the Board of County Commissioners. If this resolution is signed, The Public Works Department would commence the right of way acquisition process as per Resolution 09- 381 and RCW 36.81. Once right of way acquisition is complete, up to but not including a recommendation for condemnation as to any unacquired necessary right of way, an Engineer’s report would be filed with the Board, which would include the status of right of way acquisition at that time. A resolution would accompany the report accepting same, and setting a date for hearing. An order of establishment would be proposed for execution by the Board at the hearing. 7. Resolution No. 13-429 Approving a contract with the Lewis County Shelter Program for the Transitional Housing Program. 3 Danette York, Director of Health and Social Services, stated this Resolution approves a contract between Lewis County and the Lewis County Shelter Program for the Transitional Housing Program in the amount of $106,329.00. The Lewis County Shelter Program has provided transitional housing to homeless families since May 1, 2002. HUD contracts with Lewis County to sub-contract with Lewis County Shelter Program to provide a transitional housing program for those who are homeless. This contract extends the current McKinney program for the fiscal year May 1, 2013 to April 30, 2014. Nine families will be placed in scattered site leased single-family houses and apartments. Grant funds will be used to lease properties, operate the housing, and pay the salary of one full-time equivalent position providing outreach and case management services Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:13 a.m. on July 29, 2013.
