2013-08-05 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES August 5, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, August 5, 2013 at 10:00 a.m. Commissioners Schulte and Edna J. Fund were in attendance. Commissioner F. Lee Grose was absent. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July 29, 2013. Chairman Schulte seconded the motion. Motion Carried 3-0 PROCLAMATION Commissioner Fund made a motion to approve Proclamation Agenda item one. Chairman Schulte seconded the motion. Commissioner Fund read the Proclamation into the record. 1. Proclamation: Honoring the 2013 Southwest Washington Fair “Little Miss Friendly Program”. The BOCC congratulated the five finalists, the current Little Miss Friendly, and the Little Miss Friendly Program. Current 2012 Little Miss Friendly, Madison Mencke Finalists: Cami Aldrich, Chehalis, Laney Barker, Chehalis, Makayla Mencke, Chehalis, Cameron Sheets, Chehalis, Emily Mills, Winlock. Motion Carried 3-0 NOTICE Commissioner Fund made a motion to approve Notice Agenda item one. Chairman Schulte seconded the motion. 2. Call for Bids: Regarding the County Road Safety Project, Phase II. Bids are due to the Clerk of the Board before 11:00 am, on Tuesday, August 27th, 2013. Resolution No. 13-430 Rod Lakey, Public Works, stated Lewis County previously applied for and was awarded $1,525,000 for safety improvements to major collector and minor arterial roadways countywide. This grant is 100% federally funded through FHWA's Surface Transportation Program. This project is made up of two phases. The first Phase is complete and the construction included flexible guide post installation by contract along with regulatory, guidance, warning signs, and pavement marking materials installed with Agency forces. This phased project was authorized by Resolution 11-081 on March 14, 2011. This Call for Bids is for Phase II of this project and provides for the improvement 2 of transportation safety by installing guardrail at various locations in Lewis County, building guardrail landings by placing crushed surfacing top course, traffic control and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. Sealed bids for the County Road Safety Project, Phase II, CRP No. 2162B shall be submitted to the Clerk of The Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 11:00 A.M. on Tuesday, August 27, 2013 and will be opened on or after 11:30 A.M. on August 27, 2013. Bids submitted after 11:00 AM will not be considered for this project. This contract will be available for viewing on Lewis County's Web Site after the successful execution of the Bid Call. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items two through seven. Chairman Schulte seconded the motion. 3. Resolution No.13-431 Approval of warrants for payment. Chairman Schulte stated this Resolution approve 246 regular warrants for a total payment against the County in the amount of $1,215,981.39 4. Resolution No. 13-432 Approving medical rates paid by Lewis County for non- represented employees not covered by WCIF Insurance effective July 1, 2013. Archie Smith, Human Resources, stated this is a follow-up to Resolution No. 13-407. This makes inclusive all non-represented employee, even those not covered under the Washington Counties Insurance Fund. 5. Resolution No. 13-433 Approving a contract with the Washington State Military Department and Lewis County Communications for E911 Professional Development Funding Assistance. Michael Strozyk, stated normally we receive one contract from the Washington State Department of Military which houses the 911 office. This contract is for professional development and operational assistance. Due to changes they have broken out the contract into two. Today contract is for a professional development contract and is for 911 staff. This contract is in the amount of $47,000 and is on a cost reimbursement basis and will cover such things as travel, training, conferences, and those types of items for the communications officers to keep their skills sets up. 6. Resolution No. 13-434 Approving a master inter-local agreement with Wahkiakum County. Rod Lakey, Public Works, stated this Resolution will allow Wahkiakum County and Lewis County to enter into a Master Inter-local Agreement. This Agreement will govern reimbursable work performed by Public Works forces for which the municipalities do not 3 have the capability to do themselves. The term of the Agreement will be for a period of 5 years and will expire on December 31, 2018. It appears to be in the best public interest to authorize the execution of said Master Inter-local Agreements in order to streamline the administrative process and allow use of reimbursable work orders for routine work done by County crews for Wahkiakum County. 7. Resolution No. 13-435 Bid award for the Ceres Hill Road Bridge No. 102 East Pier Protection Project. Rod Lakey, Public Works, stated Ceres Hill Bridge No. 102 is a scour critical structure crossing the Chehalis River west of Adna. The east pier and shallow support pilings are currently exposed. Scour litigation design is complete and environmental permits have been approved for construction repair. This contract will allow Lewis County to improve Ceres Hill Road Bridge No. 102 by providing pier protection, channel excavation, silt fence, construction geotextile, quarry spalls, riprap, and installation of BMP's, in accordance with the Contract Plans, Contract Provisions and the Standard Specifications. A Call for bids was made on July 15, 2013 by sending an email to all contractors listed on our Small Works Roster in the Excavating, Grading & Road Construction and Rip Rap Placement categories and was also posted on Lewis County's website. Public Works received two responsive bids for this project on July 30, 2013. Rognlin's, Inc. of Aberdeen, WA provided the lowest responsive bid of $158,645.00. The Engineer's Estimate for this project was $145,867.00. The lowest responsive bid is 8.8% above the Engineer's Estimate and Public Works recommends approval to begin repair as soon as possible. 8. Resolution No. 13-436 Approving an inter-local agreement K 1308 with the State of Washington Office of Financial Management. Lee Napier, Director of Community Development, stated this Resolution approves an Inter-local Agreement No. K1308 between the State of Washington Office of Financial Management and Lewis County. Approval Inter-local agreement No. K1308 (ILA) between the State of Washington Office of Financial Management and Lewis County, acting as the fiscal agent for the Chehalis River Basin Flood Authority. The purpose of the agreement is to release funds authorized by the Legislature in Senate Bill 5035 designated for study, analysis and implementation of flood control projects in the Chehalis River Basin. The Chehalis River Basin Flood Authority reviewed the proposed statement of work and compensation for the ILA between the State of Washington Office of Financial Management (OFM) and Lewis County, acting as the fiscal agent for the Chehalis River Basin Flood Authority, and requested the agreement be executed. This resolution will authorize the Director of Community Development to sign the ILA on behalf of the County, acting as the fiscal agency for the Flood Authority. The ILA will become effective July 1, 2013 and will expire on June 30, 2015 9. Resolution No. 13-437 Approving the 1st supplement to the personal service agreement with Kramer Consulting. 4 Lee Napier, Director of Community Development, stated the Flood Authority reviewed the proposed scope of work and compensation for a supplement to personal services agreement with Kramer Consulting and requested that a contract be prepared. This resolution will approve a supplement to the personal services agreement with Kramer Consulting, modifying the scope of work and adding $72,000 to the total compensation, and authorize the Director of Community Development to sign the contract on behalf of the County, acting as the fiscal agency for the Flood Authority. The period of performance will be extended to June 30, 2015. Approve the resolution and authorize the Director of Community Development to sign the supplement to personal services agreement with Kramer Consulting. 10. Resolution No. 13-438 Approving the 3rd supplement to the personal service agreement with SBGH Partners LLC. Lee Napier, Director of Community Development, stated contracts on behalf of the Flood Authority, must be approved by the Board of County Commissioners, acting as the fiscal agent to the Chehalis River Basin Flood Authority. The Board of County Commissioners should also consider authorizing the Director of Community Development to sign the same on behalf of the County. The Flood Authority reviewed the proposed scope of work and compensation for a supplement to personal services agreement with SBGH-Partners, LLC (SBGH) and requested that a contract be prepared. This resolution will approve a 3rd supplement to the personal services agreement with SBGH that includes modifying the scope of work and adding $168,000 to the total compensation, and authorizing the Director of Community Development to sign the contract on behalf of the County, acting as the fiscal agency for the Flood Authority. The period of performance will also be extended to June 30, 2015. 11. Resolution No. 13-439 Approving a grant by the Federal Aviation Administration (FAA) and Washington State Department of Transportation Aviation Division for the Packwood Airport Runway Improvement Project. Lee Napier, Director of Community Development, stated this Resolution is for the approval of grant offers by the Federal Aviation Administration and Washington State Department of Transportation Aviation Division for the Packwood Airport Runway Improvement Description Working with a consultant, and FAA and WSDOT Aviation Division, the department proposes to reconstruct the full length of Runway 19 from a current 38 feet wide to a standard 60 foot wide. The project will also include providing standard Runway Safety Area for Runway 1-19 based on FAA Group 1 requirements. The project is proposed to be a multi-phased project. Phase I will include completing FAA mandated alternatives analysis to evaluate all feasible alternatives to achieve safety area requirements. Design will occur between July 2013 and June 2014. This resolution will approve acceptance of the grant offer by the Board of County Commissioners and authorize the Director to execute the grant offers and sign on behalf of the County. Motion Carried 3-0 5 There being no further business, the Commissioners’ public meeting adjourned at 10:25 a.m. on August 5, 2013.
