2013-08-19 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES August 19, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, August 19, 2013 at 10:00 a.m. Commissioners Schulte, Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, August 12, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 NOTICE Commissioner Fund made a motion to approve Notice Agenda item one. Commissioner Grose seconded the motion. 1. Notice: Regarding the temporary closure of Wildwood Road to through traffic from August 26, 2013 to October 11, 2013. Resolution No. 13-449 Tim Elsea, Director of Public Works, stated replacement of a culvert located at mile post 2.98 on Wildwood Road will necessitate closing the road between the Pe Ell McDonald Road and State Highway 506 to through traffic during the period of work. The closure will be from August 26, 2013 to October 11, 2013, starting at 7:00 A.M. on the first day of closure and ending 5:00 P.M. on the last day of the closure. Motion Carried 3-0 CONSENT Commissioner Grose made a motion to approve Notice Agenda items two through five. Commissioner Fund seconded the motion. 2. Resolution No.13-450 Approval of warrants for payment. Commissioner Grose stated this Resolution approves 208 regular warrants for a total payment against the County in the amount of $471,925.87. 3. Resolution No. 13-451 Approving a grant agreement with the Department of Social and Health Services for the WorkFirst Program. Danette York, Director of Public Health and Social Services, stated DSHS will send a referral to LCPHSS. A Public Health Nurse (PHN) then contacts the parent to arrange an appointment to assess the impact of a child’s special needs. The PHN will refer parents to community resources and conduct follow-up evaluations when requested and approved by the DSHS staff. DSHS shall compensate Lewis County $325.00 for each child for whom an evaluation was completed and returned to DSHS staff and $225.00 2 for each child whom a DSHS authorized, follow-up evaluation was completed and returned to DSHS staff. 4. Resolution No. 13-452 Approving the cumulative contract changes over $40,000 for the Koontz Road Widening Project. Tim Elsea, Director of Public Works, stated we are closing out the Koontz Road Widening Project. The final contract will go from $2.9 million to $3.4 million. This is a 17 to 18 percent increase in the cost. The biggest portion of the cost is due to unsuitable subgrade removal. This is a ratification of the change orders to bring the project into compliance with the State Auditor’s Office requirements. 5. Resolution No. 13-453 Approving the Rural Arterial Program (RAP) project agreement for construction proposal amendment with the County Road Administration Board (CRAB) for the Highway 603 Stabilization Project. Tim Elsea, Director of Public Works, stated this is an example of a public involvement process that went really well. We had an initial public involvement meeting almost a year ago out in Winlock. Some concerns were brought up at that time. We went back and relooked at our design and found out that this project was originally submitted in 2006. The entire project was designed for a 50 MPH roadway which makes sense except that it is going right into the City of Winlock. It made more sense to leave the curve at a 40 MPH so you can have a transition to the 25 mph speed limit as it goes into the City of Winlock. The BOCC previously approved a Rural Arterial Program Project Agreement for Construction Proposal contract between Lewis County and the County Road Administration Board for the project. The proposed amendment will add language to Section 7 of the existing Project Agreement that permits the Design Speed for the curve located at milepost 13.21 to remain at 40 MPH. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:10 a.m. on August 19, 2013.
