BOARD MEETING MINUTES
September 23, 2013
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, September 23, 2013 at 10:00 a.m. Commissioners Schulte and
Commissioner Fund were in attendance. Chairman Schulte determined a quorum,
called the meeting to order and proceeded with the flag salute. Commissioner Fund
moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
September 16, 2013. Commissioner Schulte seconded the motion.

NOTICE
Commissioner Fund made a motion to approve Notice Agenda item one
Commissioner Schulte seconded the motion.
1. Notice of Hearing: Regarding the Preliminary Budget for 2014. Hearing will
be held on or after 10:00 am, on Monday, October 7, 2013. Resolution No.
13-475
Dawna Truman, Budget Director-stated this resolution is for the preliminary hearing to
be held on October 7, 2013
Motion carried 2-0
CONSENT
Commissioner Fund made a motion to amend the Consent Agenda to add item
number five Resolution No. 13-480 and approving items two through four.
Commissioner Schulte seconded the motion.
1. Resolution No. 13-476 Approval of warrants and payroll for payment.
Chair Schulte went over the warrants for payment and payroll stating there are six special
purpose warrants for a total of $8,954.09 and 188 regular warrants in the amount of
$266,979.03 for a total of $275,933.12. There are also 253 payroll and benefit warrants in the
amount of $232,112.00 to be approved by the Board.
2. Resolution No.13-477 Approving contract Amendment “E” to the Housing
and Essential Needs Grant with the Washington State Department of
Commerce.
Danette York, Health and Social Services Director, stated this contract provides funds for
Lewis County local agencies that provide services to homeless and at-risk persons for
rental assistance, utility assistance, and essential needs for Medical Care Service

recipients in Lewis County. These funds will be used according to Department of
Commerce Housing and Essential Needs Grant (HENG) guidelines. Amendment "E"
adds more funds to this contract.
HENG is one of the programs created by Engrossed Senate House Bill 2082 that
terminates Washington State Disability Lifeline Program. These funds are awarded to
counties to be distributed to Homeless Housing agencies. Two agencies distribute these
funds to landlords. This is a continuation of this grant. $53,767 is added for a total of
$244,744. This amendment covers September 15, 2013 through December 31, 2013
3. Resolution No. 13-478 Approving contract Amendment “A” to the
Consolidated Homeless Grant with the Washington State Department of
Commerce.
Danette York, Health and Social Service Director stated this amendment is for the
Consolidated Homeless Grant (CHG) contract and replaces the Emergency
Shelter and Homeless Program (ESHP), the Transitional Housing Operating and Rent
(THOR) programs. This provides funds for emergency shelter and services to families
and individuals at-risk of or experiencing homelessness in Lewis County. Lewis County
Social Services is the lead agency for the CHG. Lewis County contracts with local
service providers to provide shelter and services to homeless and at-risk persons and
families in Lewis County. The contract amendment becomes effective on the date
signed and continues through December 31, 2013. The budget amount is $32,560.00
for a total contract amount of $333,242.00.
4. Resolution No. 13-480 Lift outdoor burning restrictions throughout
unincorporated Lewis County.
Lee Napier, Community Development Director, stated this resolution will rescind the
Resolution (#13-420) to restrict outdoor burning as recommended by the Building
Official/Fire Marshal. The Board of County Commissioners must also ratify the
discontinuance of the restriction through resolution. The Fire Marshal has determined
that fire-hazard conditions are no longer a threat to the unincorporated areas of Lewis
County.
Based on monitoring of moisture content of heavy fuels throughout the county, the
current conditions are no longer approaching those that would suggest restrictions on
outdoor burning are appropriate. Therefore, the Building Official/Fire Marshal
recommends lifting the burn restriction commencing at 12.01 a.m. on September 24,
2013.
The Building Official/Fire Marshall will make every effort necessary to advise the public,
county fire control agencies and the Southwest Clean Air Agency of the local outdoor
burning status.

HEARING
2013 Budget Amendment-Resolution No. 13-479
Chairman Schulte announced the hearing and went over the procedures. He asked
staff for a report.
Dawna Truman, Budget Director, stated she is requesting the approval of the second
amendment to the 2013 budget. This Budget Amendment will increase expenditures in
the amount of $1,564,797.00 with a revenue offset in the amount of $355,366.00 and
decreases the fund balance in the amount of $1,209,431.00
Chairman Schulte asked if anyone would like to speak for or against Resolution No.
479. There were none. He closed the hearing and opened the formal hearing.
Dawna Truman asked that her comments be adopted into the record.
There was no public testimony. Commissioner Fund moved to approve Resolution No.
13-479. Commissioner Schulte seconded the motion.

HEARING
Ordinance 1245-Amending LCC 15.35 Flood Damage Prevention
Chairman Schulte announced the hearing and went over the procedures. He asked
staff for a report.
Lee Napier and Stan May were in attendance for staff. Lee Napier stated the last time
the Board met they took comments on the proposed Ordinance 1245. The SEPA
comment period is over and there have not been any other comments from the public
submitted.
She recapped that Ordinance 1245 will amend LCC 15.35 regarding Flood Damage
Prevention. Chair Schulte asked what critical facilities recommendation would be.
Lee Napier stated that construction of critical facilities do have the three feet
“Freeboard” recommendation.
Chairman Schulte asked if there were any questions.
Commissioner Fund asked if this prevented residents to raise their houses higher than
the one foot recommendation.
Lee Napier stated residents can build higher if they wish. If there is a concern, staff will
discuss this with the home owner.

Ron Averill, Centralia, WA asked what the SEPA comments were. Ms. Napier said
the Department of Ecology was satisfied and there were no comments from them.
Chairman Schulte closed the question and answers period and opened the formal
hearing.
Staff asked that their comments be adopted into the record.
Commissioner Fund discussed an article that came out in NACO regarding the FEMA
flood insurance.
Commissioner Schulte stated if you raise the base elevation to three feet it was
thought that you would get a better insurance rate. FEMA is now saying they are
phasing this out of their program.
Chairman Schulte closed the hearing and asked for a motion.
Commissioner Fund moved to approve Ordinance 1245. Commissioner Schulte
seconded the motion.
Motion carried 2-0
There being no further business, the Commissioners’ public meeting adjourned at 10:20
a.m. on September 23, 2013. The next public meeting will be held Monday, September
30, 2013, at 10:00 a.m.
