BOARD MEETING MINUTES
September 30, 2013
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, September 30, 2013 at 10:00 a.m. Commissioners Bill Schulte,
Edna J. Fund, and F. Lee Grose were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
September 23, 2013. Commissioner Grose seconded the motion.
Motion Carried 3-0
Public Comment
Sheriff Mansfield updated the BOCC on the weather and what is going on outside. The
rivers on in good shape and non will reach flood stage except for the Newaukum. This
is a good opportunity to start discussing what we will do when we activate the EOC. We
set record rainfall this weekend with heavy wind. No reported damage on private
property.
PROCLAMATION
Commission Grose made a motion to approve Proclamation Agenda item one.
Commissioner Fund seconded. Commissioner Fund read the Proclamation into the
record.
1. Proclamation: Proclaiming October 6-12, 2013 as “Public Power Week” in Lewis
County.
Bob Geddes, PUD Manager, thanked the BOCC for recognizing the PUD and the long
history of public power in this community. Public Power is a very important part of the
development and the maintaining of what we have in our local communities. We have
an elected board of three Commissioners who have full autonomy to set the rates for
the people in Lewis County. We have some events coming up this next for our
customers.

NOTICE
Commissioner Fund made a motion to approve Notice Agenda item two.
Commissioner Grose seconded the motion.

2. Notice of Hearing: Regarding a proposed vacation of a portion of 3rd Street,
Dryad, WA. Hearing will be held on or after October 28, 2013 on or after 10:00
am. Resolution No. 13-481
Rod Lakey, Public Works, stated Resolution 13-458, passed by the BOCC on August
26, 2013, declared its intent to vacate a portion of 3rd Street, Dryad, and instructed the
County Engineer to examine the road and report his opinion on the vacation, as
required by RCW 36.87.010. The property owners adjoining that portion of the 3rd
Street have requested the vacation. Utility companies known to service the general area
have been notified and there are no known utilities within the area to be vacated. The
County Engineer has prepared his report on the matter, which is hereby submitted.
Public Works recommends the Board to accept the report and set a date of October 28,
2013 for the hearing.
Motion carried 3-0
CONSENT
Commissioner Grose made a motion approve Consent Agenda items three and four.
Commissioner Fund seconded the motion.
3. Resolution No. 13-482 Approval of warrants for payment.
Commissioner Grose stated this Resolution approved 308 regular warrants for a total
payment against the County in the amount of $1,649,561.08.
4. Resolution No.13-483 Approving a funding agreement with the U.S. Department of
Interior, U. S. Geological Survey for the operation and maintenance of stream gaging
stations in the Chehalis and Cowlitz River Basins.
Rod Lakey, Public Works, stated Approval is needed for maintenance and operation
of the upcoming water year 2014 of stream gaging stations in the Chehalis and Cowlitz
River basins. This agreement is for eight stations in the Chehalis River basin and three
in the Cowlitz River basin for a total cost of $100,410. The USGS share is $38,894
which is 39%, and the County share is $61,516 which is 61%. Lewis County's share of
the program cost of $61,516 reflects a 2% increase from the 2013 program cost of
$60,310 which is the increase due to inflation. The other question brought up was could
the Flood Authority assume maintenance of these gaging stations. With the 39%
contribution it would be very hard for a consultant to compete at 60% of the cost.
Ron Averill, Centralia, commented when the Flood Authority discussed sharing the
cost of the gages, it wasn’t just the USGS share. If we ever take this over it would be
after a consultation and an insurance of what we do won’t harm the certification.

There being no further business, the Commissioners’ public meeting adjourned at 10:20
a.m. on September 30, 2013. The next public meeting will be held Monday, October 7,
2013, at 10:00 a.m.
