BOARD MEETING MINUTES
November 25, 2013
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, November 25, 2013 at 10:00 a.m. Commissioners Bill Schulte,
Edna J. Fund, and F. Lee Grose were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
November 18, 2013. Commissioner Grose seconded the motion.

Employee of the Quarter
Gale Sobolesky from the Southwest Washington Fairground and Don Driscoll from
Lewis County Facilities were both nominated for Employee of the Quarter.
Employee of the Quarter for the 3rd Quarter of 2013 is Gale Sobolesky.
NOTICE
Commissioner Grose made a motion to approve the Notice Agenda items one and
two. Commissioner Fund seconded the motion.
1. Notice of Hearing: Regarding the adoption of Ordinance No. 1248 amending
Lewis County Code Chapter 3.40 concerning 911 Excise Tax collections.
Hearing will be held on or after 10:00 am, on Monday, December 9, 2013.
Resolution No. 13-543
Doug Carey, Central Services, stated there will be a hearing held on December 9,
2013 to discuss this Ordinance which brings the County Code in line with RCW
regarding the collection of excise tax on a prepaid non-contract cell phone.
2. Notice of Hearing: Regarding amending Lewis County Countywide Planning
Policies. Hearing will be held on or after 10:00 am, Monday, December 16,
2013. Resolution No. 13-544

Lee Napier, Director of Community Development, stated this Resolution sets a
hearing date of December 16, 2013. The hearing is regarding the Countywide Planning
Policies (CWPP) establishing a framework from which county and city comprehensive
plans are developed and adopted. CWPP’s are adopted in cooperation with the cities
located within the county. Each year the Lewis County CWPP’s are reviewed by the
Planned Growth Committee (PGC). The PGC then forwards its recommendations to the
Planning Commission for eventual adoption by the Board of County Commissioners.
The PGC had no substantive changes to recommend although staff requested a minor
update to clarify the appendices. Staff recommended that the process used by the PGC
be revised and incorporated into the document. Staff also recommended that county
population allocations, county population estimates and county population projections
from the Washington Office of Financial Management, be incorporated into the
document. Language referencing the two appendices was added or modified to reflect
the change.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items three
through five. Commissioner Grose seconded the motion.
3. Resolution No. 13-545 Approval of warrants for payment.
Commissioner Grose stated this Resolution approves 14 Special Purpose Warrants in
the amount of $21,001.74 and 302 regular warrants in the amount of $1,093,926.64 for
a total payment against the County in the amount of $1,114,928.38. This Resolution
also approves 248 Payroll/Benefits warrants dated November 20, 2013, is approved for
a total payment against the County in the amount of $228,111.00.
4. Resolution No. 13-546 Supporting the Washington State Association of
Counties (WSAC) Fiscal Sustainability Initiative.
Commissioner Grose stated WSAC has submitted a document which they call the
Fiscal Sustainability Initiative. This document outlining how the state government and
state legislation impacts counties. This document is an educational document primarily
giving talking points about those impacts to state legislators. This is a formality
enforcing that document by WSAC.
5. Resolution No. 13-547 Ratification of a Coordinated Prevention Grant
Agreement G1400129 with the Washington State Department of Ecology for
moderate risk waste and recycling programs.
Tim Elsea, Public Works Director, stated Lewis County Solid Waste, a division of the
Public Works Department, has been awarded a Coordinated Prevention Grant (CPG)

from the Department of Ecology, which Solid Waste will use for waste reduction and
recycling, the household hazardous waste collection program, and to update the solid
and hazardous waste management plan. This agreement, effective July 1, 2013 through
June 30, 2015, allows a total eligible amount of $412,129.33, of which $309,097.00 will
be allocated by the State and the County will match $103,032.33.

HEARING
Hearing: Lewis County Comprehensive Planning
Chairman Schulte announced the hearing and went over the procedures. He asked
staff for a report.
Lee Napier, Director of Community Development, stated the public hearing today is
a consideration by the Board to adopt Resolution 13-548. This amendment includes
revisions to the Capital Facilities & Utilities Element, the Capital Facilities & Utilities
Profile and the Future Land Use Map. This matter was reviewed by the Planning
Commission earlier this year. The Planning Commission conducted three public
workshops and a public hearing to review the request and present their
recommendation. Their recommendation is Exhibit A and is adopted by reference into
this staff report to you.
Stan May, Community Development, stated the Capital Facilities & Utilities Element
and Profile would be amended to streamline the process of incorporating the County
Capital Facilities Plan (CFP), the Six-year Transportation Improvement Program (STIP)
and, school district Capital Facilities Plans. New language would automatically
incorporate the CFPs and STIP when they are adopted by the county. Access to the
county CFP and STIP would be provided on the Comp Plan Website just as the school
districts CFP’s currently are. The language to automatically adopt the three plans is on
page 7-1 of the proposed amendment to the Capital Facilities & Utilities Element. Edits
to the Capital Facilities & Utilities Profile include corrections of scrivener’s errors in the
school district descriptions. Also in the Capital Facilities & Utilities Profile, the outdated
table Summary of Sources and Uses for 2009-2014 Capital Facilities Plan would be
deleted. Keep in mind, annual amendments are minor updates, used to address
pressing issues such as adopting the CFP’s by reference. In this case the changes to
the Element triggered the review of and updates to, supporting information in the profile.
Other outdated supporting information will be reviewed and updated, where necessary,
during the state mandated comp plan 8-year review cycle due in 2017 per RCW
36.70A.130(5). The Future Land Use Map would be separated from the zoning map so
that a comprehensive plan amendment is not always required for a simple rezone
request such as from one RDD zone to another (RDD-5 to RDD-10) or rezones within
LAMIRDs. A rezone that includes a change to the Future Land Use Map such as from
Ag to RDD would still require a comp plan amendment. This will be accomplished by
consolidating and renaming the land use categories so they reflect adopted future land

uses rather than zoning designations. The consolidated land use categories are Cities,
UGA, LAMIRD, Rural, Parks and Tourism, Agricultural, Forest, and Mineral.
Ron Averill, Centralia asked if the Comp Plan is required to be submitted annually.
Stan May answer the Comp Plan does not have to be amended annually but it can only
be amended once per year.
Ron Averill stated if you adopt by reference does that need submitted to the annual
update.
Stan May stated no because the Comp Plan would reflect the current CFP and the
current STIP.
Chairman Schulte asked if anyone would like to speak. There were none. He closed
the question and answer period and opened the formal hearing.
Lee Napier and Stan May asked that their previous comments be adopted into the
record.
Commissioner Grose stated what we are trying to do is make the process a little
easier for someone to use their land according to the use that has been described
without having to go through the whole rezone process.
Chairman Schulte asked if anyone would like to speak. There were none. He closed
the formal hearing and asked for a motion.
Commissioner Grose moved to approve Resolution No. 13-548 Commissioner Fund
seconded the motion.
Resolution No. 13-548 Amending Lewis County Comprehensive Plan by
Modifying the Capital Facilities and Utilities profile and the Future Land Use
Maps.
Motion carried 3-0
There being no further business, the Commissioners’ public meeting adjourned at 10:52
p.m. on November 25, 2013. The next public meeting will be held Monday, December 2,
2013.
