2012-03-19 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES March 19, 2012 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, March 19, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill Schulte, and Ron Averill were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting held on Monday, March 12, 2012. Commissioner Averill seconded the motion. Motion Carried 3-0 NOTICE Commissioner Averill moved to approve Notice Agenda item one. Commissioner Schulte seconded the motion. Chairman Grose read the Proclamation into the record. 1. Proclamation: Proclaiming March 30, 2012 as “Beverly Brathovde Day”. Chairman Grose stated Beverly has been working with seniors for 38 years. Without volunteers in various commissions and jobs, our jobs would be much more difficult. It is with great appreciation that we dedicate this day to Beverly for the work she has done for the Lewis County Seniors. Motion Carries 3-0 Commissioner Averill moved to approve Notice Agenda items two and three. Commissioner Schulte seconded the motion. Candace Hallom read the items into the record. 2. Call for Bids: For the 2012 Gravel Proposal. Bids are due on or before 11:00 am on April 3, 2012. Resolution No. 12-090 Tim Elsea, Director of Public Works, stated this contract will allow Lewis County to purchase Crushed Surfacing Top Course for the 2012 3R program. This project is listed as number 1 on Lewis County’s previously adopted 2012 Six Year Transportation Improvement Program. This material purchase is part of the proposed Cement Treated Base (CTB) roadways planned for construction in 2012 and will allow Lewis County crews to complete approximately 5-miles of road reconstruction at the following locations: County Road Project 2163A • Cline Road MP 1.22 to 3.00 – Randle area • Meier Road MP 1.001 to 1.986 – near US12 /I-5 Intersection 2 • Rosebrook Road MP 0.00 to 0.492 – south of Chehalis • South Military MP 2.457 to 4.204 – Winlock area Gravel material will be purchased under Fund 506 (Pits & Quarries) and will be charged to the appropriate County Road Project Number or Reimbursable Work Number as needed for the various road projects. Sealed bids for the 2012 Gravel Proposal shall be submitted to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 11:00 A.M. on Tuesday, April 3, 2012 and will be opened on or after 11:30 on April 3, 2012. Bids submitted after 11:00 AM will not be considered for this project. This contract will be available for viewing on Lewis County’s Web Site after the successful execution of the Bid Call. 3. Call for Bids: For the 2012 Chip Rock and Snow Sand Proposal. Bids are due on or before 11:00 am on April 3, 2012. Resolution No. 12-091 Tim Elsea, Director of Public Works, stated this contract will allow Lewis County to purchase Chip Rock for the 2012 3R Program. This project is listed as number 1 on Lewis County’s previously adopted 2012 Six Year Transportation Improvement Program. This material purchase will allow Lewis County crews to complete the following work this year: • 75-miles of Chipseal on County Roads (one application of oil and chips/rock) • 5-miles of Bituminous Surface Treatment (BST—two applications over gravel surface) • 5-miles of Chipseal/BST for local government agencies through reimbursable agreements. Snow Sand is required for annual County Road Maintenance during ice and snow storm events. The purchase of Snow Sand is included with this contract because this material is a by-product of Chip Rock production. Purchasing both products under the same contract will lower unit prices for both materials. Chip Rock and Snow Sand material will be purchased under Fund 506 (Pits & Quarries) and will be charged to the appropriate County Road Project Number, Special Maintenance Number or Reimbursable Work Number as needed for the various construction / maintenance activities. These are two related projects. The gravel that we are purchasing will be used for the 3R or CTB for the five miles of road reconstruction. Last year we did all of this as one bid and this year we broke it up to allow some of the contractors to be able to bid on the crushed aggregate material. Motion Carried 3-0 3 CONSENT Commissioner Schulte moved to approve Consent Agenda items four and five. Commissioner Averill seconded the motion. Candace Hallom read the items into the record. 4. Resolution No. 12-092 Approval of warrants and payroll for payment. Commissioner Averill stated this approves 15 Special Purpose warrants (Vader Water System) for $4,408.28 and 303 warrants issued by the Auditor’s Office for $961,947.96, totaling $966,356.24. 5. Resolution No. 12-093 Ratifying the Task Assignment #2012-02 with the City of Tacoma, Tacoma Public Utilities (dba) Tacoma Power. Tim Elsea, Director of Public Works, stated that pursuant to the Inter-Local Agreement dated July 18, 2005, Resolution 05-200, the following Task Assignment allows for work to be performed for Tacoma Power in conjunction with the County’s 2012 Chip-Sealing Program: Task Assignment #2012-01 A. One application of chip seal to Zone 3 of the Haul Road from the edge of Zone 2 (last year’s chip seal work) to approximately the entrance road of the Kosmos Area Parking Lot; 5,280’ in length, 24’ in width, for a total of 14,080 square yards. Total cost of the project is $40,656.00 Commissioner Averill stated the bids for the chip seal included the gravel for this project. This is a long standing agreement that we have with Tacoma Power who owns two dams on the Cowlitz River and also a number of recreation areas related to that. The paving in those areas is what we are working on. Tacoma Power pays for the work being done. Motion Carried 3-0 Hearing Hearing: Applications for various land parcels under RCW 84.34 Chairman Grose announced the hearing and asked for a staff report. Diane Dorey, Lewis County Assessor, stated there are 49 parcels total, 20 new applications and 23 reclassifications into Open Space Timber. Some of these parcels have less than 5 acres, the Open Space Timber classification requires that anything between 5 and 20 acres is open space timber. Some of these parcel, even though individually less than 5 acres, are in contiguous ownership and are individual parcels 4 because they were set up that way since before 1974. As long as they are contiguous and under the same ownership then they can apply to go into Open Space Timber programs. The reason for the public hearing is so that anyone who might object to these properties being classified has an opportunity to come and state why. The surround neighbors, who are not part of the program, have to pay more tax due to a tax shift created by this program. The legislature in 1970 created these programs to make sure that we have the continuation of farming and growing timber. It was determined in the best interest of the citizens for the State of Washington to have greenbelt space. The tax break on designated forest land was about 90% of the fair market value. It averages $200.00 per acre in value. The reduction is only for the land that is growing timber. Chairman Grose asked if there were any more questions. There were none. He closed the question and answer portion of the hearing and opened the formal hearing. Diane Dorey asked that her previous comments be adopted into the record. Commissioner Averill stated this is one area where the BOCC has to approve classification from the Assessor’s office. Several of us have had a concern that these tax assessment at times appear to conflict with the Growth Management Act Zoning. The two operate differently and that is why we have always asked our Community Development Director to look through these applications to make sure there are not any inconsistencies. Chairman Grose asked if there were any other statements for public testimony. There were none. He closed the hearing and asked for a motion. Commissioner Averill made a motion to approve Resolution No. 12-094. Commissioner Schulte seconded the motion. Candace Hallom read the item into the record. Resolution No. 12-094 Application for Classification of Various Land Parcels Under RCW 84.37. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:32 am on March 19, 2012.
