BOARD MEETING MINUTES
April 16, 2012
The Board of County Commissioners for Lewis County, Washington met in regular session
on Monday, April 16, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill Schulte, and
Ron Averill were in attendance. Chairman Grose determined a quorum, called the
meeting to order and proceeded with the flag salute. Commissioner Schulte moved to
approve the minutes from the 10:00 a.m. meeting held on Monday, April 9, 2012.
Commissioner Averill seconded the motion.

NOTICE
Commissioner Averill moved to approve Notice Agenda items one and two.
Commissioner Schulte seconded the motion. Candace Hallom read the items into the
record.
1. Call for Bids: For the Vader-Enchanted Valley Water System Improvement Project.
Bids are due on or before 11:00 am on May 10, 2012. Resolution No. 12-121
Tim Elsea, Director of Public Works, stated Lewis County approved funding agreements
with the State Public Works Board in 2011 and Department of Commerce in 2010 to ensure
a reliable system by replacing brittle asbestos cement (Transite) water mains and
inaccurate water service meters. The Vader water system has experienced 18 reported
water main breaks and been issued 11 boil water advisories since 2006. The system also
has a 40% water loss. Replacement of service connections and water service meters are
other elements of this project which will address water loss. A call for bids is proposed for
April 16, 2012 with bid opening on May 10, 2012. The contract will provide for the
procurement, construction and connection of:
• 6,800 linear feet of 8-inch water main replacement lines complete with valves, air
release valve assembly, fittings and appurtenances.
• approximately 75 service meter connections.
• 4 sampling stations.
• 13 fire hydrant assemblies.
• 1,900 linear feet of 4-inch water transmission line complete with valves and fittings.
Upon successful execution of the Bid Call, this contract will be available for viewing on
Lewis County’s Web Site or copies are available for a fee. A bid recommendation, bid tab
and a resolution listing all bidders and their proposals is planned to be submitted to the
Board for award to the lowest responsible bidder on May 21, 2012.
Lee Grose asked are the water breaks that we have been experiencing over the past few
years going to all be covered in this?
Tim Elsea stated everyone that we know of will be covered in this contract.

Commissioner Averill asked when will we start this project?
Tim Elsea stated we are hoping to start in Late June or early July and expect it to be
completed this summer.
Commissioner Schulte asked of the 11 boil water notices since 2006, have we had any
since the County started running the water system?
Tim Elsea state we had one on April 22, 2011 and haven’t since.
2. Notice: Publishing the completion of the 2011 County Forces Projects. Resolution
No. 12-122
Tim Elsea, Director of Public Works, stated pursuant to RCW 36.77.070, the Board of
County Commissioners is required to publish in a newspaper of general circulation, a brief
description of the work together with an accurate statement of the true and complete cost of
construction projects completed by County Forces in 2011, where the cost of the work
exceeds $10,000. Construction by County Forces is defined in WAC 136-18-020 as
construction work performed by personnel carried on the county payroll using county
owned, leased or rented equipment. Publication of the executed resolution will fulfill the
requirements of RCW 36.77.070. Last year we used Countywide 3R Programs $843,985.00
Countywide Paths & Trails $56,037.00 for a total of $900,022.00. Our allotment was
$1,176,064.00.

CONSENT
Commissioner Schulte moved to approve Consent Agenda items three through five.
Commissioner Averill seconded the motion. Candace Hallom read the items into the
record.
3. Resolution No. 12-123 Approval of Warrants for Payment.
Commissioner Averill stated this Resolution approves 249 warrants issued by the
Auditor’s Office totaling $887,878.38.
4. Resolution No. 12-124 Approving a three-year agreement with American Medical
Response (AMR) for emergency dispatch service.
Michael Strozyk, Director of Central Services, stated as part of the Lewis County E911
program we dispatch for American Medical Response (AMR). They are integrated into five
different fire districts as their primary EMS or paramedic response units. Traditionally we
have entered into one year agreements to dispatch them however, at their request we have
changed that to a three year agreement. The agreement will run until December 31, 2014
and does require that we provide 24 hour dispatch service, maintain status of their active
units, and provide an interface or conduit between them and our fire districts and law
enforcement entities. AMR agrees to pay us for those services. In 2012 that fee will be
$62,315.00. The agreement has a 1% built in cost of living adjustment for years 2013 and
2014.

5. Resolution No. 12-125 Approving a third supplemental agreement with Anchor
QEA for fish studies.
Robert Johnsons, Director of Community Development, stated this approves a third
supplement to a Personal Services Agreement between Lewis County which acts as the
fiscal agency for the Flood Authority and Anchor QEA for fish studies to extend the contract
to be completed by December 31, 2012 and to increase the total compensation by an
addition $40,000.00. One of the requirements of the State was to have a third party review
of the fish studies and as a result of the numerous comments that had to be responded to
by Anchor QEA the Flood Authority authorized the additional $40,000.00.
Commissioner Averill stated we approved the money previously and today we are
approving the new statement of work as part of a contract. Normally in terms of what the
County is doing we would not need to bring this document before the Board but because it
is for the Chehalis Basin Flood Authority we feel it is important to have a good record.

There being no further business, the Commissioners’ public meeting adjourned at 10:18 am
on April 16, 2012. The next public meeting will be held Monday, April 23, 2012, at 10:00
a.m.
