BOARD MEETING MINUTES
May 7 , 2012
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, May 7, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill
Schulte, and Ron Averill were in attendance. Chairman Grose determined a quorum,
called the meeting to order and proceeded with the flag salute. Commissioner Averill
moved to approve the minutes from the 10:00 a.m. meeting held on Monday, April 30,
2012. Commissioner Schulte seconded the motion.

NOTICE
Commissioner Schulte moved to approve Notice Agenda item one. Commissioner
Averill seconded the motion. Candace Hallom read the item into the record.
1. Notice of Hearing: Regarding amendments to the Lewis County Comprehensive
Plan Land Use Maps, and the Lewis County Official Zoning Maps pursuant to
RCW Chapter 36.70A, the Growth Management Act. Hearing will be held on or
after 10:00 am on June 4, 2012. Resolution No. 12-145
Robert Johnson, Director of Community Development, stated this is a combined
Notice of Public Hearing before the Board of County Commissioners and the Planning
Commission. Lewis County is under a compliance order by the Western Washington
Growth Management Hearings Board. Last year the hearings board found that the
County was out of compliance with respect to mapping inconsistencies in land use and
the zoning maps related to the designation of Forest Resource Lands. The County has
been working with consultants and the Prosecuting Attorney’s Office to come up with a
solution to the inconsistencies. In order to comply, the county is required to have a
public hearing and amend the County Comprehensive Plan, Land Use Maps, and
Zoning Maps. The hearing before the Planning Commission will be on May 22, 2012 at
7:00 pm and the hearing before the Board of County Commissioner will be held June 4,
2012 on or after 10:00 am.
Commissioner Averill stated when we did the Comprehensive Plan we created two
types of forest lands. The first was Forest Lands of Commercial Significance and the
other was Forest Lands of Local Importance. The difference is that local importance
forest lands can be divided into 20 acre parcels, whereas, commercial land can only be
divided into 80 acre parcels. We had both in the books but didn’t have any of the Forest
Lands of Local Importance mapped.

CONSENT
Commissioner Averill moved to approve Consent Agenda items two through six.
Commissioner Schulte seconded the motion. Candace Hallom read the items into the
record.
2. Resolution No. 12-146 Approval of warrants and payroll for payment.
Commissioner Averill stated this Resolution Approves 1 Special Purpose warrant
(Vader Water System) for $133.97 and 209 warrants issued by the Auditor’s Office for
$836,968.89, totaling $837,120.86. Also approves 453 automatic deposits checks
totaling $1,216,900.19; and, 145 payroll warrants for net pay, and 61 payroll warrants
for benefits/deductions for a total $3,085,199.81.
3. Resolution No. 12-147 Appointment of a member to the Lewis-Mason-Thurston
Area Agency on Aging Advisory Council.
Danette York, Director of Health and Social Services, stated the purpose of this
Resolution is to appoint Shirley Lucas, Packwood to the Lewis-Mason-Thurston Area
Agency on Aging which is a governmental agency sponsored by the three counties to
manage, monitor, plan, fund, coordinate and advocate for services and programs that
serve the elderly and younger disabled persons. This appointment is for two years and
is effective April 2012.
4. Resolution No. 12-148 Approval of a personal service contract with AHBL, Inc.,
for consultation services related to updating the Lewis County, Centralia,
Chehalis, Winlock, and Morton Shoreline Master Plans.
Robert Johnson, Director of Community Development, stated this Resolution is
approval of a personal service contract with AHBL, Inc., for consultation services related
to updating the Lewis County, Centralia, Chehalis, Winlock, and Morton Shoreline
Master Plans. Last week the Board approved a contract with Department of Ecology for
$780,000.00 for funding for these updates. The County is acting as the lead agency for
the four named cities who collectively will be updating there Shoreline Master Programs.
On January 23, 2012 the County published a Request for Qualifications for firms who
have the qualifications for updating the plans. Those statements of qualifications were
opened on February 16, 2012 and a committee made up of the Cities and the County
reviewed those statements, interviewed the consulting firms, and selected AHBL, Inc.
as best meeting our requirement and criteria. A contract was negotiated for
$699,161.00. This contract is for three years.
5. Resolution No. 12-149 Approving a Local Agency Agreement and Federal Aid
Prospectus with WSDOT for the Koontz Road Widening Project.
Tim Elsea, Director of Public Works, stated this project is listed as priority number 9
in Lewis County’s 2012-2017 Six-year Transportation Improvement Program adopted
via Resolution No. 11-387 on November 14, 2011. The Koontz Road Widening Project

was originally funded through the Rural Arterial Program (RAP) in 2005 -- $831,000 in
RAP funds (10% Lewis County match). This project was delayed due to a series of
major flood repair efforts elsewhere in the County and also delayed two years at the
request of the County Road Administration Board. Subsequently, storm water
requirements/costs, wetland mitigation costs and construction costs have drastically
increased since the original estimate was submitted for RAP funding. Total project
costs including engineering, mitigation, environmental permitting, right of way,
construction and administration is currently estimated to be $2.6m for 2012
construction. Therefore, Lewis County requested and was authorized $1,000,000 in
additional project funding through Federal Highway Administration (FHWA) Surface
Transportation Program (STP) to supplement RAP and County funds for this project.
STP funds require a Local Agency Agreement and Project Prospectus signed by the
Chairman of the Board of County Commissioners prior to advertisement for
construction. Permitting, right of way certification and other necessary documentation
materials are nearly complete for this project; and, construction advertisement will
commence immediately upon FHWA / WSDOT Local Program review and approval.
This resolution will authorize the Chairman of the Board of County Commissioners to
sign a Local Agency Agreement and Project Prospectus for reimbursement of
Construction expenses for this federally funded project. This is an improvement project
from the city limits down to the interstate.
6. Resolution No. 12-150 Bid award for the 2012 Countywide Base Stabilization
Project.
Tim Elsea, Director of Public Works, stated this project is listed as #1 (Countywide 3R)
on Lewis County’s 2012 Six Year Transportation Improvement Program. This contract will
allow Lewis County to improve various roads in Lewis County by pulverization, cement
stabilization and other work as directed by the County Engineer. A Call for Bids was
made on April 9, 2012. The project was advertised for two consecutive weeks in the
East County Journal and Journal of Commerce, Portland and Seattle. The project was
also listed on Lewis County’s website. Public Works received 3 responsive bids for this
project on May 1, 2012. Ground Up Road Construction, Milton WA, provided the lowest
responsive bid of $290,319.15 (the Engineer’s estimate was $272,487.68). The lowest
responsive bid is above the Engineer’s estimate by 6.5%. Approval of the Resolution
will authorize an action to execute a contract between Ground Up Road Construction
and Lewis County Public Works for the 2012 Countywide Base Stabilization Project,
and authorize the Director of Public Works to sign the same.

There being no further business, the Commissioners’ public meeting adjourned at 10:24
am on May 7, 2012. The next public meeting will be held Monday, May 14, 2012, at
10:00 a.m.
