BOARD MEETING MINUTES
July 2 , 2012
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, July 2, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill
Schulte and Ron Averill in attendance. Chairman Grose determined a quorum, called
the meeting to order and proceeded with the flag salute. Commissioner Schulte
moved to approve the minutes from the 10:00 a.m. meeting held on Monday, June 25,
2012. Commissioner Averill seconded the motion.

CONSENT
Commissioner Averill moved to approve Consent Agenda items one through five.
Commissioner Schulte seconded the motion. Candace Hallom read the items into the
record.
1. Resolution No. 12-225 Approval of warrants for payment.
Commissioner Averill stated this Resolution approves 114 warrants issued by the Auditor’s
Office totaling $218,913.52.
2. Resolution No. 12-226 Cancellation of warrants.
Commissioner Averill stated this Resolution approves the cancellation of one (1)
warrant, which was lost or destroyed, issued by the Lewis County Auditor’s Office, for a
total of $330.00 and authorizes reissue.
3. Resolution No. 12-227 Re-appointment of members to the Lewis County Board
of Equalization.
Commissioner Averill stated this Resolution approves the reappointment of Kate
Wallingford (Packwood) and Kathy Watson (Chehalis) as full-time members and
Margaret M. Laso (Onalaska) as an alternate member of the Lewis County Board of
Equalization to a new three year term, expiring June 30, 2015. All have agreed to serve
a new term in office. The Board of Equalization holds appeal hearings on challenges to
property assessments by resident property owners in Lewis County. Board members
receive a per diem of $75.00 for each day of meetings they attend.
4. Resolution No. 12-228 Authorizing the employment of two casual Community
Site Leaders for the Public Health and Social Services Department.

Danette York, Department of Health and Social Services, stated this Resolution
authorizes the employment of two Casual Community Site Leaders for Public Health
and Social Services. This establishes their pay Grade at higher than what a casual help
would normally be paid. This is only if necessary to hire the two casual employees. We
have offered a conditional employment to all site leaders for the five centers but we
have to wait to make it permanent until their background checks are complete. This is
for the Senior Services Enrichment Program.
5. Resolution No. 12-229 Approving Amendment No. 3 to the Consolidated
Contract, No. C16891 with the WA State Department of Health.
Danette York, Department of Health and Social Services, stated usually these
amendments are heard by the Board of Health rather than the Board of County
Commissioners (BOCC) but the July Board of Health meeting has been canceled so we
did not want to wait until August to implement so we asked permission to put it on the
BOCC agenda. This is the third amendment to a three year contract increasing the
amount to a total of $61,868.00. This amendment affects five areas of the Consolidated
Contract.
• 5930 Funding can be used in obesity prevention, immunizations, and
communicable diseases. This amendment increases the amount by $36,638.00
which is the second quarter allotment. This is a performance based agreement
so each quarter we get that amount if we meet the deliverables established.
• Community Based Prevention/Youth Tobacco – This increases the amount by
$11,072.00. These funds were not anticipated because we thought the youth
tobacco prevention funds were being eliminated as of June 30, 2012. We are not
going to use these funds in 2012 but will use the funding in the first six months of
2013.
• Office of Drinking Water Group A Program- Our staff member that does the Group
A Program was able to write a grant for $4,000.00 to do some more special data
set work. She goes out and finds the Group A systems and plots them on a GPS
system. This is a program that we do for the State. They pay us to do their
work.
• Public Health Emergency Preparedness & Response- This increases the amount
by $2,471.00 for the purpose of adding funds not used in the 2011 contract.
• WIC Nutrition Program- This increases the amount by $7,687.00 for USDA
Breastfeeding Peer Counseling funding and the USDA Farmers Market Nutrition
Program.

There being no further business, the Commissioners’ public meeting adjourned at 10:14
am on July 2, 2012. The next public meeting will be held Monday, July 9, 2012, at 10:00
a.m.
