BOARD MEETING MINUTES
July 9, 2012
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, July 9, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill
Schulte and Ron Averill in attendance. Chairman Grose determined a quorum, called
the meeting to order and proceeded with the flag salute. Commissioner Averill moved
to approve the minutes from the 10:00 a.m. meeting held on Monday, July 2, 2012.
Commissioner Schulte seconded the motion.

CITIZEN RECOGNITION
Michael Strozyk, Director of Central Services, stated on June 23, 2012 the Lewis
County 911 Center received a 911 call from a young boy named Quincy James Hall.
During that call Quincy was reporting that his dad was sick and needed a doctor. The
only address he could provide was the number three. This created a bit of a problem
but due to technology and the work by a couple of dispatchers we were able to find the
address on Ash Street and summons Riverside Fire Authority and AMR to that address
to help Quincy’s dad. What we did on this call was gather the latitude and longitude off
of the cell phone and with some technology we were able to find that address. This is a
great example of what we have in Lewis County and throughout the State as part of the
911 system and is also a great example of parents teaching their children to dial 911.
Michael Strozyk then presented Owen Hall, Quincy’s brother, a certificate of
appreciation for helping his brother when he called 911. He presented a Certificate of
Appreciation to Quincy James Hall for his outstanding efforts using the 911 system.
Commissioner Grose stated the 911 system does work and it is very important for
parents to train their children on how to use it.
Commissioner Averill stated this is a great example of how modern technology has
allowed us to do things we couldn’t have done years ago. He then congratulated the
911 dispatchers who worked on this project.
NOTICE
Commissioner Schulte moved to approve Notice Agenda items one through three.
Commissioner Averill seconded the motion. Candace Hallom read the items into the
record.
1. Request for Qualifications: For professional engineering, planning, consulting
and project management services at the South County Airport. RFQ’s are due
on July 23, 2012, by 9:00 am. Resolution No. 12-230

Robert Johnson, Director of Community Development, stated from time to time
Lewis County needs professional engineering, planning, consulting, and project
management services to assist us as we work on various projects at the Packwood and
South Lewis County Airports. These projects include safety and air transportation
needs at those airports. Currently, we have a consultant and engineering firm in
contract, WH Pacific. We are looking at doing some work at the South County Airport
opening up an additional 14 acres that the County owns to the south and east of the
airport. In order to complete the project the FAA requested we do a master plan update
and an airport layout plan. Our contract with WH Pacific does not indicate that they
have that kind of experience so we are putting out a Request for Qualifications for the
master plan and layout plans for the South County Airport. The Request for
Qualifications will be published on July 11, 2012 and will be open after July 23, 2012.
2. Notice of Hearing: Regarding Ordinance 1239-relating to emergency
management and repealing Resolution No. 2109 passed in 1952 “An
Ordinance Relating to Civil Defense.” Hearing will be held on or after 10:00 am
on July 30, 2012. Resolution No. 12-231
Ross McDowell, Emergency Management, stated this has been a project that we
have had to do a large amount of research in order to come up with proper working and
continuity of government issues. This was a consolidated effort between the BOCC,
Lewis County Prosecutor’s Office, and Lewis County Emergency Management. This
will provide a complete revision getting the civil defense statute out of the Ordinance.
Resolution No. 2109 was inconsistent and could negatively impact the County when it
comes to our needs and funding through the State and Federal Government. The
responsibilities set forth are inconsistent so we needed to change that information and
get it updated.
Commissioner Averill stated the hearing will be on July 30, 2012 on or after 10:00 am. This is
an interesting process we went through while looking at updating our Comprehensive
Emergency Management Plan. One of the issues on this is continuity of government. The state
law provides for continuity of government at the State level in the Governor’s office but does not
talk to county or city governments. When you’re operating with the county and three
Commissioners the issue arises of what happens if you have a disaster and all three
Commissioners are killed in the accident. Unfortunately, the State process takes a minimum of
30 days and in the meantime you’re running emergency operations and need to know what to
do. We have come up with a process saying as long as there is a Commissioner then that
Commissioner will run operations during an emergency and if all three should be deceased
during an emergency operation then a council made up of the remaining elected official would
make the decisions.
3. Notice: Regarding the temporary closure of Nisqually Way to all through traffic
from July 31, 2012 to August 31, 2012. Resolution No. 12-232
Tim Elsea, Director of Public Works, stated we are replacing an undersized culvert
located at mile post 0.34 on Nisqually Way and that will necessitate closing the road,
located between Paradise Drive and Osborn Road, to through traffic during the period of

work. The closure will be from July 31, 2012, to August 31, 2012, starting at 7:00 A.M. on
the first day of closure and ending at 5:00 P.M. on the last day of the closure. The road
will be open from either side up to the point of closure, and there are alternate routes
available around the area of closure. The Public Works Department will post the
required advisory signs on both sides of the closure, and will notify 911
Communications and the local fire department of the closure.

CONSENT
Commissioner Averill moved to approve Consent Agenda items four through six.
Commissioner Schulte seconded the motion. Candace Hallom read the items into the
record.
4. Resolution No. 12-233 Approval of warrants and payroll for payment.
Commissioner Averill stated this Resolution approves 3 Special Purpose warrants
(Vader Water System) for $11,395.46 and 240 warrants issued by the Auditor’s Office
for $656,211.08, totaling $667,606.54. Also approves 448 automatic deposits checks
totaling $1,254,273.15; and, 171 payroll warrants for net pay, and 61 payroll warrants
for benefits/deductions for a total of $3,260,893.58.
5. Resolution No. 12-234 Authorizing the employment of a casual WIC Health
Services Worker.
Melissa Ross, Lewis County Public Health, stated the purpose of this Resolution is to
establish a casual on-call WIC Health Services Worker position to provide WIC
certification as needed. WIC has one person on FMLA until August and will have
regular certifiers on vacation during the summer months. This will leave WIC short-
handed throughout the next couple of months. Since WIC receives funding based on
clients served, this could impact our revenue from the State. WIC Health Services
Workers are trained and certified professionals. Only those who have been certified
may work in this position. That makes it more challenging to find someone who may
help out when we are short staffed. Due to this, we would like to pay the casual worker
at a rate that is equal to that of a WIC certifier. Therefore, they will be paid at 15C on the
pay scale, which is $17.13 per hour. There are funds to cover this casual position
without benefits. The total amount of this request is $822.00.
6. Resolution No. 12-235 Authorizing the acquisition of additional right of way for
the Interstate Avenue 1and Bishop Road Intersection, Chehalis, WA.
Tim Elsea, Director of Public Works, stated the intersection at Interstate Avenue and
Bishop Road in Chehalis has heavy truck use and requires improvement. This project to
improve the intersection will require additional right of way from three property owners.
This resolution will grant authority to the Public Works Department to acquire the

necessary additional right of way for the widening project. Procedures for acquiring
necessary right of way, adopted by Resolution 09-381, will be followed.

There being no further business, the Commissioners’ public meeting adjourned at 10:28
am on July 9, 2012. The next public meeting will be held Monday, July 16, 2012, at
10:00 a.m.
