BOARD MEETING MINUTES
AUGUST 27, 2012
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, August 27, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill
Schulte, and Ron Averill were in attendance. Chairman Grose determined a quorum,
called the meeting to order and proceeded with the flag salute. Commissioner Schulte
moved to approve the minutes from the 10:00 a.m. meeting held on Monday, August 20,
2012. Commissioner Averill seconded the motion.

PROCLAMATION
Commissioner Averill moved to approve Proclamation item one and two.
Commissioner Schulte seconded the motion. Commissioner Averill read the
Proclamations into the record.
1. Proclamation: Recognizing September 2012 as ‘Crime Stoppers Month.’
Commissioner Averill stated This Proclaims September 2012 as Crime Stoppers
Month in recognition of the accomplishments of the National, State and Local Crime
Stoppers programs. Crime solving based on partnerships between community
organizations, the media and law enforcement agencies contribute significantly to the
quality of life throughout Washington State. Crime Stoppers is a worldwide network with
programs in all fifty states and eleven countries with a remarkable record since its
founding in New Mexico in 1976. The program pays cash rewards for information
leading to the arrest of criminals and recovery of stolen property while providing
confidentiality and maintaining the caller’s anonymity. It has been instrumental in
solving over 1,000,000 cases and recovering property and seizing drugs valued at more
than $12,700,000,000.00. Crime stoppers have proven that citizen involvement is a
powerful weapon in combating and solving crime and can be used effectively to
enhance the efforts of local law enforcement. Lewis County urges all citizens to join us
in this special observance.
Ross McDowell, Emergency Management, stated Crime Stoppers has been very
successful in Lewis County not only in the apprehension of criminals but also in
recovery of stolen property. This has been a very good program for Lewis County.

2. Proclamation: Proclaiming September as ‘NOAA Weather Radio Month’ to
encourage all citizens to take advantage of NOAA weather radio.

Commissioner Averill stated this proclaims September 2012 as NOAA Weather Radio
Month in cooperation with the Sheriff’s Office Division of Emergency Management, the
Washington State Emergency Management Department and the National Weather
Service to encourage all citizens to take advantage of NOAA weather radio. Lewis
County has experienced natural and man-made disasters in the past, and scientific
evidence indicates the county remains vulnerable. The loss of life and property can be
greatly reduced if citizens have available information provided over the National
Oceanic and Atmospheric Administration (NOAA) weather radio. County and city
agencies, schools, hospitals, businesses and the general public should have weather
radios equipped with a special alarm tone feature that can sound an alert and give
immediate information about a life threatening situation. Lewis County encourages all
citizens to increase their knowledge and awareness of the benefit and use of NOAA
Weather Radio before, during and after a natural or man-made disaster.
Ross McDowell, Emergency Management, explained what the NOAA Weather Radio
does. This is an all hazards warning system not just for floods and weather events but
also for any kind of immediate life threatening situations or hazards that come up. What
we are trying to do is make the weather radio as common as a smoke detector in
people’s homes. This is one of our key elements for our Emergency Alert System for
Lewis County.

NOTICE
Commissioner Schulte moved to approve Notice Agenda items three and four.
Commissioner Averill seconded the motion. Candace Hallom, Administrative

3. Notice: Accepting a bid on tax title property located off Shorey Road,
Chehalis, WA. Resolution No. 12-276
Tim Elsea, Director of Public Works, stated tax parcel 021820000000, consisting of
6.35 acres of vacant land, located off Shorey Road, Chehalis was conveyed to Lewis
County by the County Treasurer following an unsuccessful attempt to sell the property
at public auction. A nearby property owner has now requested to purchase the property,
and has submitted a bid of $3,946.27. Since the bid submitted is within twelve months
from the date of the attempted public auction, RCW 36.35.150 allows for the property to
be disposed of by private negotiations pursuant to providing that the final sale price is
no less than the principle amount of unpaid taxes, $2,055.65. Notice shall be given to
the public as required by LCC 3.30.390, thereby providing an opportunity to compete for
the purchase by offers of a more favorable price.
4. Notice: In the Matter of Temporary Closure of a portion of North Military Road
to all through traffic. Resolution No. 12-277

Tim Elsea, Director of Public Works, stated it has become necessary for Lewis
County to replace an undersized culvert on North Military Road 200 feet south of the
intersection of Koontz Road. The culvert replacement will necessitate closing a portion
of North Military Road to all through traffic between Koontz Road and Avery Road West
during the period of work. The closure will be from September 4, 2012 to September 11,
2012, starting at 7:00 A.M. on the first day of closure and ending at 5:00 P.M. on the last
day of closure. The road will be open for local access up to but not beyond the point of
closure and there are alternate routes around the area of closure. The Public Works
Department will post the required advisory signs on both sides of the closure, and will
notify 911 Communications and the local fire departments of the closure. Additionally
the department will coordinate with the City of Napavine.

CONSENT
Commissioner Averill moved to approve Consent Agenda items two through nine.
Commissioner Schulte seconded the motion. Candace Hallom, Administrative
Assistant, read the items into the record.
5. Resolution No. 12-278 Approval of warrants for payment.
Commissioner Averill stated this Resolution approves 209 warrants issued by the
Auditor’s Office totaling $1,031,366.46.
6. Resolution No. 12-279 Approval of Inter-agency agreement with the
Washington State Office of Financial Management for the Adna Levee (Rails to
Trails) Drainage Improvement Project.
Tim Elsea, Director of Public Works, stated the Washington State Office of Financial
Management (OFM) has funding available through the Jobs Now Program for regionally
significant projects that offer broad based community benefits. The Chehalis River
Basin Flood Authority (Flood Authority), of which Lewis County is a founding member,
unanimously supported the Adna Levee Drainage Improvement Project (Adna Levee)
for this OFM funding opportunity at their special teleconference meeting on July 12,
2012. The OFM approved this request and obligated $244,145.00 with 0% match for
the Adna Levee Drainage Improvement Project. Lewis County proposes to be the Lead
Agency for the Adna Levee Project. The proposed Resolution will allow Lewis County
and the Washington State Office of Financial Management to enter into an Interagency
Agreement. This Agreement will become effective upon OFM Deputy Director signature
and will expire on June 30, 2013. The County shall provide services and staff, and
otherwise do all things necessary for or incidental to the performance of work, as set
below:
1. Cleaning and restoration of approximately 7,500 lineal feet of the existing
drainage pathway along the historic railway grade (now Willapa Rails-toTrails
System).

2. Replacement of culverts as necessary to provide historic levels of protection to
the surrounding areas, i.e. Adna High School and surrounding households.
3. Restoration of previously established drainage routes.
Lewis County will be reimbursed in an amount not to exceed $244,145.00.
Commissioner Averill stated this is the first of a number of projects that came up in the
jobs bill in the last legislature where $5 million was set aside to do physical capital
projects as opposed to studies. In the 2007 flood the Willipa Trail became a levee and
ended up flooding the HS and a number of homes in the community of Adna. This
should help protect that community in future flooding.
7. Resolution No. 12-280 Accepting a deed of additional right of way for Russell
Road, Centralia, WA.
Tim Elsea, Director of Public Works, stated the City of Centralia has approved Short
Subdivision SP 2012-1 on property owned by Hal and Francine Gronseth located within
the City’s Urban Growth area. The property has frontage on Russell Road, being a county
road. As a development requirement the City of Centralia has required the property
owners to deed 15 feet of additional right of way approx. 175 feet in length for Russell
Road to the County for future upgrading to the road.
8. Resolution No. 12-281 Approval of Inter-local Agreement with Lewis County
Fire District #11 for radio repair and maintenance services.
Michael Strozyk, Director of Central Services, stated Lewis County Fire District
(LCFD) #11 is located in the Pe Ell area. This is an inter-local agreement between
Lewis County Central Services and LCFD #11 for us to provide radio repair services for
the LCFD #11. Approximately two months ago we were contacted because of some
radio service issues. We immediately went out and took some equipment to do some
diagnostic testing. That testing revealed some significant issues. This is a standard
agreement that we use for radio repair and maintenance. This is on an as needed basis
and we will be reimbursed at a cost of $50.00 per hour and $75.00 per hour if it is
overtime for us on an emergency basis.

There being no further business, the Commissioners’ public meeting adjourned at 10:25
am on August 27, 2012. The next public meeting will be held Monday, September 10,
2012, at 10:00 a.m.
