2012-10-22 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES October 22, 2012 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, October 22, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill Schulte, and Ron Averill were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Averill moved to approve the minutes from the 10:00 a.m. meeting held on Monday, October 15, 2012. Commissioner Schulte seconded the motion. Motion Carried 3-0 PUBLIC COMMENT Chairman Grose asked for public comment and there was no comment. NOTICE Commissioner Schulte moved to approve Notice Agenda item one. Commissioner Averill seconded the motion. Candace Hallom, Administrative Assistant, read the item into the record. 1. Call for Bids: To trade for Lewis County Sheriff’s Office confiscated, forfeited and unclaimed firearms. Bids will be opened on or after 10:00 am on November 19, 2012. Resolution No. 12-322 Isabelle Williams, Lewis County Sheriff’s Office, stated we are proposing this trade to take place with licensed fire arm dealers in exchange for duty weapons for our officers. Commissioner Averill stated this is something we do every year and in this case there are approximately 57 weapons. These weapons have been confiscated, forfeited or unclaimed. This isn’t just anyone that can put in a bid for this they have to be licensed by the Federal Government. Isabelle Williams stated we are looking at perhaps breaking up the weapons into lots, which will allow some of our smaller licensed gun dealers to take part in this. We will be photographing each weapon and can send it out via email. We will also allow them to come in and handle and look at the weapons before they place their bids. Motion Carried 3-0 CONSENT 2 Commissioner Averill moved to remove Resolution 12-306 from the table and approve Consent Agenda item two. Commissioner Schulte seconded the motion. Candace Hallom, Administrative Assistant, read the item into the record. 1. Resolution 12-306 Proposed sale of various tax title properties. Tim Elsea, Director of Public Works, stated an extensive list of tax-title properties were conveyed to Lewis County by the County Treasurer following an unsuccessful attempt to sell the properties at public auction. No specific use has been made of the properties by the County in the past nor is any use foreseen in the future. The Treasurer has submitted a minimum bid for each parcel and the Public Works Department is recommending once again offering the list of tax-title properties for sale at public auction. Motion Carried 3-0 Commissioner Averill moved to approve Consent Agenda items three through five. Commissioner Schulte seconded the motion. Candace Hallom, Administrative Assistant, read the items into the record. 2. Resolution No. 12-323 Approval of warrants and payroll for payment. Commissioner Averill stated this Resolution approves 228 warrants issued by the Auditor’s Office totaling $738,855.44. Also approves 262 warrants for net withdrawal on payroll totaling $238,642.00. 3. Resolution No. 12-324 Declaration of surplus property. Michael Strozyk, Director of Central Services, stated every quarter Central Services brings forth a surplus property list for declaration to be distributed in accordance with Lewis County Code 3.30. This is the 3rd quarter list. It contains approximately 482 entries which includes 383 computer related items, 20 chairs, 19 cameras, 9 cell phones, 7 copiers, 5 fax machines, 3 desks, a VCR, 2 recorders, a battery charger, a radio scanner, a gurney, a depth finder, a dish washer, a small safe, 6 lockers, an air tank, and various other office equipment. These items will be disposed of in accordance with Lewis County Code. We will sell some of these items on the publicsurplus.com website. Some of the items will be given to local charities. Those items that have no value will be destroyed or surplused out in accordance with LCC 3.30. 4. Resolution No. 12-325 Approving a contract with the division of Behavioral Health and Recovery for drug and alcohol treatment and prevention services. 3 Tara Smith, Public Health and Social Services, stated this contract provides treatment and prevention funding for individuals in Lewis County who are identified as having a chemical dependency addiction and for other drug and alcohol prevention programs throughout the County. This contract amendment is adding funding to the contract for chemical dependency treatment services for the July 1, 2012- June 30, 2013 contract year in the amount of $42,559.00. The Division of Behavior Health and Recovery Services updated county allocations in June of 2012 based on the outcome of the 2012 Legislative session and available funding. The total amount for this contract will be $1,581,241.00 for the two year period. 5. Resolution No. 12-326 Approving the funding agreement with the US Department of the Interior, US. Geological Survey for the 2013 operation and maintenance of stream gauges in the Chehalis River and Cowlitz River Basins. Tim Elsea, Director of Public Works, stated each year Lewis County teams with USGS to provide stream flow data in the Chehalis and Cowlitz River Basins. The County is responsible for maintaining telephone lines and the fixed cost for the program this year is $100,940.00. The USGS can provide a total of $40,630.00; $22,470.00 through the national stream inflow information program and $18,160.00 through the Cooperative Water Program. The County’s total share of the program is $60,310.00. The cost has increased this year due to the County taking over a gauge at Elk Creek below Deer Creek that was going to be eliminated from this program and the County chose to pay for it ourselves for a total cost of $10,030.00. Commissioner Averill stated we chose to keep the Elk Creek gauge in because it is critical in giving us some alternative reading from the Doty gauge. Last year USGS in an attempt to realign the number of gauges they were maintaining to lower their cost decided to decommission the Elk Gauge. At that time we were using WEST Consultants and looking at the entire river and additional gauges were installed. WEST said this Elk Gauge should be maintained in the system. The 11 approved today are with USGS. The cost of the 11 gauges is very high. We also have another 11 gauges installed by WEST Consultants which will be paid through a contract with the other jurisdictions and our share on that is much lower. 6. Resolution No. 12-327 Lifting the outdoor burn ban on all lands regulated by Lewis County. Robert Johnson, Director of Community Development, stated this concerns the lifting of the outdoor burn ban on all lands regulated by Lewis County. Last week the Governor lifted a burn ban that was imposed by the Department of Natural Resources on land regulated by the State. Lewis County issues their own burn bans and the BOCC ratifies those. Those burn bans are typically put in place once the weather conditions and moisture contents drop below 18%. Last Monday the Fire Marshall performed moisture tests and found the moisture content exceeded 18%. The BOCC authorized the Fire Marshall to lift the burn ban and this Resolution ratifies that decision. 4 Commissioner Averill stated this does not change the conditions prohibiting burning for the incorporated cities and towns or their UGA’s. In Lewis County to burn you are required to get a permit which you may obtain online with no cost. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:21 am on October 22, 2012.
