BOARD MEETING MINUTES
September 19, 2011
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, September 19, 2011 at 10:00 a.m. Commissioners Ron Averill
P.W. “Bill” Schulte, and F. Lee Grose were in attendance. Chairman Averill
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting
held on Monday, September 12, 2011. Commissioner Grose seconded the motion.
Motion Carried 3-0
NOTICE
Commissioner Grose made a motion to approve Notice Agenda item one.
Commissioner Schulte seconded the motion. Candace Hallom read the item into the
record.
1. Notice of Hearing: Regarding the adoption of the 2012 Preliminary Budget.
Hearing will be held on or after 10:00 am, on October 3, 2011. Resolution No.
11-304
Dawna Truman, Budget Director, stated notice is hereby given that copies of the 2012
preliminary budget will be available after Wednesday September 28, 2011, to any
citizen at the East County Campus of the Centralia College in Morton, the Chehalis
Timberland Library, and the Centralia College in Centralia. The BOCC will meet on
Monday October 3, 2011 at 10:00 am at the Lewis County Courthouse for the purpose
of taking public comment on the preliminary budget for 2012.
Chairman Averill discussed the difference in this preliminary budget hearing from
budget hearings that we have had in the past.

CONSENT
Commissioner Schulte made a motion to approve Consent Agenda items two through
six. Commissioner Grose seconded the motion. Candace Hallom read the items into
the record.
2. Resolution No. 11-305 Approval of warrants for payment.
Chairman Averill stated this approves 245 warrants issued by the Auditor’s Office for
$1,814,093.01.
3. Resolution No. 11-306 Participation with Transalta and IPAT’s application to
the State Community Economic Revitalization Board.

Chairman Averill stated this approves Lewis County acting as sponsor of TransAlta’s
and the Industrial Park at TransAlta’s (IPAT) application for a Community Economic
Revitalization Board (CERB) grant or loan. IPAT represents the Economic
Development Council’s (EDC) development of TransAlta’s property gifted to the EDC as
a location for major industrial development. IPAT has reached a stage where they are
ready to provide water and sewer lines to the site and need funding for design. CERB
loans require a government sponsor and the Board authorizes County sponsorship in
the interest of providing economic revitalization and diversification of the local economy.
Bill Lotto, Industrial Park at Transalta, stated he appreciates the willingness of the
Commissioner to participate in this process. This is something that will allow us to have
a major step ahead in our ability to create new industry. For the first time this will allow
us to bring those critical utilities to site one. This puts us ahead of our timeline by three
or four year’s assuming success with the application.
Commissioner Grose stated this grant application was established as a priority of the
Legislation to create IPAT.
Bill Lotto stated if we do not act in this timeframe we may find that even if they gave us
priority there is not money.
4. Resolution No. 11-307 Approving a lease of property located at 2015 Kresky
Ave. for the drive through banking at WA State Employees Credit Union.
Tim Elsea, Director of Public Works, stated that Lewis County granted a lease to
Diamond TC Holdings commencing January 1, 2007 for access to their drive through
banking facility at WA State Employees Credit Union located at 2015 NE Kresky
Avenue, Chehalis. Diamond TC Holdings leases the building to the Credit Union. The
lease expired March 31, 2011 and the tenancy is currently month to month. This lease
would renew the lease for five years on the same terms as the previous lease. Diamond
TC will pay the County $175.00 per month.
Chairman Averill stated in this case the County is leasing to Diamond TC the right for
people to drive their cars through our property to get to their drive through window.
5. Resolution No. 11-308 Approving a lease of property located at 2015 Kresky
Ave. for office space at the WA State Employees Credit Union.
Tim Elsea, Director of Public Works, stated that Lewis County leased office space at
2015 NE Kresky Ave, Chehalis, from Diamond TC Holdings on October 31, 2006 for
use by the Public Works Department. The five year lease is scheduled to terminate on
October 31, 2011. The need remains for the office space and the property owner has
agreed to continue the lease for another five year period under the same terms and has
signed a lease renewal. This resolution would approve the lease renewal and authorize

the Board of County Commissioners to execute for Lewis County. Lewis County will
pay Diamond TC $3,052.00 per month.
6. Resolution No. 11-309 Approving the closure of a portion of Leudinghaus,
Meskill, and River Roads to all through traffic.
Tim Elsea, Director of Public Works, state the removal of the Bailey bridge over the
Chehalis River on Leudinghaus Road will necessitate closing Meskill, River and
Leudinghaus Roads to through traffic in the following areas and during the specified
dates: Leudinghaus Road, from Meskill Road West for 300 feet and South to River
Road shall be closed from October 6, 2011 to October 14, 2011. Meskill Road from
Leudinghaus Road Northeasterly for 150 feet shall be closed from October 6, 2011 to
October 14, 2011. River Road from Leudinghaus Road West for 1,200 feet and East for
250 feet shall be closed from October 3, 2011 to October 31, 2011. All closures will start
at 7:00 A.M. on the first day of closure and end at 5:00 P.M. on the last day of the
closures. With the removal of the Baily bridge it will also be necessary to close
Leudinghaus Road between River Road and Meskill Road beginning 7:00 A.M. October 3,
2011 for an indefinite period of time until the bridge is replaced and opened to through
traffic. These roads will be open from either side up to the points of closure and there
are alternate routes around the area of closure. The Public Works Department will post
the required advisory signs on both sides of the closure, and will notify 911
Communications, the local fire department and local school district of the closure.

There being no further business, the Commissioners’ public meeting adjourned at 10:22
am on September 19, 2011. The next public meeting will be held Monday, September
26, 2011, at 10:00 a.m.
