2011-01-03 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES January 3, 2011 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, January 3, 2011, at 10:00 a.m. COMMISSIONERS RON AVERILL, P.W. SCHULTE, and F. LEE GROSE were in attendance. Chairman Averill determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, December 27, 2010. Commissioner Schulte seconded the motion. Motion carried 3-0 NOTICE Commissioner Schulte made a motion to approve Notice Agenda item one. Commissioner Grose seconded the motion. Candace Hallom read the item into the record. 1. Notice: Establishment of 2011 County Road Construction County Forces Projects. Resolution No. 11-001 Tim Elsea, Public Works, stated if a County Forces project exceeds the amount of ten thousand dollars, it shall be published in one issue of a newspaper of general circulation in the county. The aforementioned County Forces projects were adopted as a part of the 2011 Annual Construction Program. The total cost of the 2011 allocated project is $1,175,000.00, which is just under the maximum allowable amount of $1,175,967.00. This notice meets the requirement and the projects are: • CRP 2160 Countywide 3R Program $1,000,000.00 • CRP 2046 Countywide Paths & Trails $ 25,000.00 • CRP 2161 Countywide Misc Safety & Guardrail $ 25,000.00 • CRP 2156 Meskill Road Improvements $ 95,000.00 • CRP 2157 Yates Road Improvements $ 30,000.00 TOTAL $1,175,000.00 Motion Carried: 3-0 CONSENT Commissioner Grose made a motion to approve Consent Agenda items two through five. Commissioner Schulte seconded the motion. Candace Hallom read the items into the record. 2. Resolution No. 11-002 Approval of warrants for payment. 2 Chairman Averill stated this approves 456 warrants issued by the Auditor’s Office for a total of $2,180,082.57. 3. Resolution No. 11-003 Contract between Lewis County and WA State Military Department for E911 Operational Funding Assistance. Michael Strozyk, Central Services, stated as part of the State E911 funding assistance, certain county expenses associated with the E911 daily operations are eligible for reimbursement. This contract is for the period of January 1, 2011 through September 15, 2011. The attached Wireline and Wireless contract allows for pre-approved reimbursement in the amount of $47,554.00. Funding can be used for E911 Call Receiver Salaries and Benefits, UPS maintenance, training, language line charges, certain travel requirements, headsets and CAD maintenance. 4. Resolution No. 11-004 Approving a Memorandum of Agreement between Lewis County and Washington State University Extension. Sheila Gray, WSU Extension, stated this approves an Interagency Agreement between Lewis County and Washington State University for the delivery of outreach education programming to the citizens of Lewis County. This is an annual agreement and is a Professional Services Agreement providing joint funding of county/area Extension faculty and designated support staff for the WSU Extension Program services. The total amount of this agreement is $65,733.00 for 2011. 5. Resolution No. 11-005 Agreement between Lewis County and Papé Machinery for the Purchase of a Motor Grader. Tim Elsea, Public Works, stated on December thirteenth the BOCC signed an inter-local agreement with Stevens County that allows for local communities to piggyback off each others bids for purchasing. This Resolution would take advantage of that piggyback and would authorize the Director of Public Works of Lewis County to sign an agreement with Papé Machinery for the purchase of a John Deere Motor Grader in the amount of $276,000.81 with a trade in of two older graders at $120,000.00 for a net purchase of $156,000.81. Motion Carried: 3-0 HEARING Chairman Averill stated the BOCC has been asked to pull and table the hearing regarding the Vacation of a portion of Washington Way. Commissioner Schulte moved to table the hearing on the vacation of a portion of Washington Way. Commissioner Grose seconded. Motion Carried: 3-0 3 Hearing: Vacation of an Unnamed Strip of Right of Way Off Fircrest Rd. Chairman Averill announced the hearing and asked for a staff report. Greg Snelson, Public Works, stated on November 15, 2010 the BOCC set today as the day for a hearing regarding the proposed vacation of an unnamed Right of Way off Fircrest Road. Greg read the Engineer’s report and stated it is the opinion of the County Engineer that this strip should be vacated. The applicant has agreed to pay the proposed fee of $1,249.00 for the purchase of the vacated portion of unnamed right of way. Chairman Averill stated Fircrest Road was originally going to go East and West, but takes an angle going South, so what was originally going to be the Road is being vacated. Chairman Averill asked if there were any more questions. There were none. He closed the question and answer portion of the hearing and opened the formal hearing. Greg Snelson asked that his previous comments be adopted into the record. Chairman Averill explained the process of vacating a County Road. Chairman Averill asked if there were any other statements for public testimony. There were none. He closed the hearing and asked for a motion. Commissioner Grose made a motion to approve Order of Vacation 11-002. Commissioner Schulte seconded. Candace Hallom read the item into the record. Order of Vacation No. 11-002: In the Matter of the Proposed Vacation of an Unnamed Strip of Right of Way off Fircrest Rd. Motion Carried: 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:22 am. on January 3, 2011.
