2011-02-07 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES FEBRUARY 7, 2011 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, February 7, 2011, at 10:00 a.m. COMMISSIONERS RON AVERILL and F. LEE GROSE were in attendance COMMISSIONER P.W. SCHULTE was absent. Chairman Averill determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, January 31, 2011. Chairman Averill seconded the motion. Motion carried 2-0 NOTICE Commissioner Grose made a motion to approve Notice Agenda item one. Chairman Averill seconded the motion. Candace Hallom read the item into the record. 1. Notice of Hearing: Assess Project Performance on the Community Development Block Grant (CDBG) for water system improvements to the Lewis County Water District No. 1. Hearing will be held on or after 10:00 am, on Monday, February 28, 2011. Tim Elsea, Director of Public Works, stated the Lewis County Board of County Commissioners (BOCC) approved and authorized the County Engineer to sign the CDBG Grant Agreement No. 07-64007-020 of $700,000 per Resolution No. 07-312 on November 5, 2007. The grant was supplemented to $950,000 on February 24, 2010. Construction was awarded to Clackamas Construction, Inc. per Resolution No. 09-377 on November 23, 2009. Construction began on May 17, 2010 and the project was considered substantially complete on August 26, 2010. Some problems with the radio control system arose with the first heavy rains and wind in the fall. These problems are being addressed, but in order to meet the CDBG completion time of 2/28/11, Lewis County can proceed with the public hearing to hear comments about the performance of the project. Chairman Averill stated this is an unusual requirement that is placed on us by the Grant itself requiring that we hold this public meeting. Motion Carried 2-0 CONSENT Commissioner Grose made a motion to approve Consent Agenda items two through eight. Chairman Averill seconded the motion. Candace Hallom read the items into the record. 2 2. Resolution No. 11-033 Approval of warrants for payment. Chairman Averill stated this approves 176 warrants issued by the Auditor’s Office for a total of $422,376.43. Also, approves 422 automatic deposits, 140 warrants for County Net Pay, and one warrant for County Benefits & Employee Deductions for a total of $3,035,341.38. 3. Resolution No. 11-034 Approving an inter-local agreement with Lewis County Fire District #5 (Napavine) for computer and software maintenance services. 4. Resolution no. 11-035 Approving an inter-local agreement with Lewis County Fire District #15 (Winlock) for computer and software maintenance services 5. Resolution No. 11-036 Approving an inter-local agreement with Lewis County Fire District #14 (Randle) for computer and software maintenance services. Michael Strozyk, Director of Central Services, spoke on items 3, 4, and 5 stating this approves inter-local agreements with Lewis County Fire District #5 (Napavine), Lewis County Fire District #15 (Winlock), and Lewis County Fire District #14 (Randle) for our IT Department to provide computer support and maintenance to these agencies through December 31, 2012. Lewis County 911 owns the public safety computer system that all the agencies shared called Spillman. This inter- local will allow our IT Department to provide services to those agencies that want to connect into Spillman. The rate is a minimum annual rate at $110.00 and billed at $55.00 per hour for labor on those units. Overtime or emergency callouts, when authorized by the agency, are billed at $80.00 per hour. 6. Resolution No. 11-037 Agreement with American Medical Response (AMR) for Emergency Dispatch Services. Michael Strozyk, Director of Central Services, stated American Medical Response is a local ambulance company that provides paramedic support for five local Fire Departments. This agreement allows us to dispatch them. It is a one year agreement which expires on December 31, 2011. There is an annual rate of $61,698.00 for that dispatch service. This is paid monthly at $5,141.50 per month. 7. Resolution No. 11-038 Contract Amendment #1 with Reliable Enterprises April Kelley, Social Services, stated this contract amendment decreases the contract amount with Reliable Enterprises by $8,350.00. This amendment also changes funding levels by increasing staff training by $1,000.00 and decreasing person to person by $9,350.00. 3 Chairman Averill clarified that this contract is to be used for developmentally disabled for training of Developmentally Disabled Clients. 8. Resolution No. 11-039 Annexing Additional Property to Lewis County Fire District #5. Chairman Averill stated this resolution approves an Order Annexing Additional Property to Lewis County Fire District # 5 (Napavine). The Fire District Commissioners have petitioned to annex contiguous lands for the safety, benefit, and welfare of the petitioners. The area to be annexed is three separate blocks designated as North Prairie, Raubuck and Lewis and Clark. The Lewis County Auditor has certified that 60 percent of the landowners have petitioned to be included in the proposed annexation; and the Fire District # 5 Commissioners, in a regularly scheduled business meeting issued their final certificate concurring in the annexation. This annexation was submitted to the Washington State Boundary Review Board for Lewis County and no objection was submitted. After execution of the order, the County Assessor will move the several hundred parcels into the appropriate levy code to benefit the fire district and receive fire protection from the district. Also, the County Auditor will add the appropriate levy code voting information to all annexed individuals and GIS will construct new maps including the annexed areas to Fire Protection District 5. This action closes a loop where properties within the service area of Fire District # 5, but not on the tax roll, are now included and property owners will pay their share for guarantee of services provided. Motion Carried: 2-0 HEARING HEARING: Application for Classification of Various Land Parcels Chairman Averill announced the hearing and asked for a staff report. Dianne Dorey, Assessor, stated we have several parcels that have applied to transfer into an Open Space Timber from an Open Space Forest or Farm and Agricultural Program. These are properties that grow commercial timber that eventually will be harvested. The purpose of the Open Space Timber program is to perpetuate timber harvesting growth. The property owner receives around 90% reduction in property taxes for their land value. Chairman Averill asked why these applicants are transferring programs. Dianne Dorey stated due to specific requirements a parcel may no longer qualify for specific programs. Chairman Averill asked if there were any more questions. There were none. He closed the question and answer portion of the hearing and opened the formal hearing. 4 Dianne Dorey asked that her previous comments be adopted into the record. Chairman Averill asked if there were any other statements for public testimony. There were none. He closed the hearing and asked for a motion. Commissioner Grose made a motion to approve Resolution No. 11-040. Chairman Averill seconded. Candace Hallom read the item into the record. Hearing: Applications for Classifications of Various Land Parcels under RCW 84.34. Resolution No. 11-040. Motion Carried: 2-0 There being no further business, the Commissioners’ public meeting adjourned at 10:24 am on February 7, 2011.
