BOARD MEETING MINUTES
May 9, 2011
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, May 9, 2011, at 10:00 a.m. COMMISSIONERS RON AVERILL,
P.W. “Bill” Schulte, and F. LEE GROSE were in attendance. Chairman Averill
determined a quorum, called the meeting to order and proceeded with the flag
salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m.
meeting held on Monday, May 2, 2011. Commissioner Schulte seconded the
motion.
Motion carried 3-0
NOTICE
Commissioner Schulte made a motion to approve Notice Agenda item one.
Commissioner Grose seconded the motion. Chairman Averill read the item into the
record.
1. Proclamation: Declaring May 2011 as “National Drug Court Month” and the
week of May 16-20, 2011 as “Drug Court Week”.
Judge Nelson Hunt, Superior Court, thanked the Commissioners for their continued
support for Drug Court. He stated we believe we have one of the best programs here in
Washington State.
Commissioner Grose asked what makes our Drug Court more successful then others.
Judge Hunt stated it is due to the dedication our staff have and our follow-up program.
Chairman Averill stated this is a very good program due to the workings of the program
and the many different people involved in the program. We hope to keep this program
going and continue to improve as we go along. He thanked those who have helped in
supporting this program.
Commissioner Schulte made a motion to approve Notice Agenda items two and three.
Commissioner Grose seconded the motion. Candace Hallom read the items into the
record.
2. Request for Qualifications: For the engineering design and construction
support services for the Vader Water System. RFQ’s are due on June 2, 2011,
to the Lewis County Public Works Department. Resolution No. 11-154
Tim Elsea, Director of Public Works, stated Lewis County previously received and
formally accepted a $613,000 Community Development Block Grant with the State
Department of Commerce (Resolution 11-112) and a $721,822 Drinking Water State

Revolving Fund grant and loan with the Public Works Board (Resolution 11-262) to
repair a portion of the Vader Water System. The project is scoped to replace old brittle
undersized lines, construct valves to isolate critical parts of the system, place hydrants,
install service meters with automation technology, and construct a bypass line at the
water treatment plant for high turbidity events. Publication to solicit for professional
services with specific statements in the Request for Statements of Qualifications (RFQ)
advertisement is required by our funders. Advertisement will be published in Lewis
County’s official paper on May 11 and May 18, 2011. RFQ submittals are due to LC
Public Works (2025 NE Kresky, Chehalis) by 11:00 AM on June 2, 2011.
3. Notice: Closure of a portion of Silverbrook Road to all through traffic from May
16, 2011 to June 3, 2011. Resolution No. 11-155
Larry Unzelman, Public Works, stated a logging operation abutting the westerly .25
mile of Silverbrook Road right of way on its north side will necessitate closing that
portion of Silverbrook Road between its most westerly intersection with U.S Highway
12 and McKay Street to all through traffic during the period of said operation. The
closure will be from May 16, 2011 to June 3, 2011, starting at 6:00 A.M. on the first day of
the closure and ending at 6:00 P.M. on the last day of the closure. This closure is for road
safety as the logging will be on a steep and rocky slope abutting the road. The road will
be open up to the area of closure. The property owner doing the logging is the only
property owner within the area of closure and there is no need for access during the
time of closure. The Public Works Department will post the required advisory signs on
both sides of the closure, and will notify 911 Communications and the local fire
department of the closure.

CONSENT
Commissioner Grose made a motion to approve Consent Agenda items four and five.
Commissioner Schulte seconded the motion. Candace Hallom read the items into the
record.
4. Resolution No. 11-156 Approval of payroll and warrants for payment.
Chairman Averill stated this approves 6 Special Warrants (Vader Water System) and
199 warrants issued by the Auditor’s Office for a total of $629,266.22. Also, approves
420 automatic deposits, 174 warrants for County Net Pay, and 62 warrants for County
Benefits & Employee Deductions for a total of $3,012,289.21.
5. Resolution No. 11-157 Approving a grant agreement with the Department of
Housing and Urban Development (HUD).
Michelle Sorlie, Social Services, stated the Lewis County Shelter Program has
provided transitional housing to homeless families since May 1, 2002. This contract
extends the current McKinney program for the fiscal year May 1, 2011 to April 30,
2012. Nine families will be placed in scattered site leased single-family houses and
apartments. Grant funds will be used to lease properties, operate the housing, and pay

the salary of one full-time equivalent position providing outreach and case management
services. The total grand amount $108,814.00.
Chairman Averill stated we have nine facilities but they are not the same nine people
continuously.
Michelle Sorlie stated transitional housing is for a period of time of not less than 90
days and not more than two years. The house is in their name and when the time
period is over they can continue to live in the same house and they take over paying
the rent. The program will then rent another house.

RFP
RFP: Debt Collection
Kathy Brack, Lewis County Clerk, stated we have opened this RFP to get a collection
agency to assist us in uncollected Legal Financial Obligations (LFO) for Superior Court.
We have in house collections but we want to take it a couple steps further so we can
see if we could have some of these people who owe us money be responsible for
paying restitution.

Kathy Brack stated proposals will be reviewed by the PA’s office and come back to the
BOCC not later than Monday May 23rd.
There being no further business, the Commissioners’ public meeting adjourned at 10:23
am on May 9, 2011. The next public meeting will be held Monday, May 16, 2011, at
10:00 a.m.
