BOARD MEETING MINUTES
July 18, 2011
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, July 18, 2011 at 10:00 a.m. Commissioners Ron Averill and
P.W. “Bill” Schulte were in attendance, Commissioner F. Lee Grose was absent,.
Chairman Averill determined a quorum, called the meeting to order and proceeded
with the flag salute. Chairman Averill moved to approve the minutes from the 10:00
a.m. meeting held on Monday, July 11, 2011. Commissioner Schulte seconded the
motion.

NOTICE
Commissioner Schulte made a motion to approve Notice Agenda item one and two.
Chairman Averill seconded the motion. Candace Hallom read the items into the
record.
1. Request for Qualifications: For a computerized jail video visitation and
arraignment network system. RFQ’s are due on July 29, 2011 and will be
opened August 1, 2011, on or after 9:30 am. Resolution No. 11-227
Michael Strozyk, Director of Central Services, stated we are asking companies to
submit proposals that are non-monetary in value so that we can review their programs
and qualifications to find one that meets our needs. RFQ’s are due July 29, 2011 by
4:00 pm and will be open on Monday at 9:30 am.
Kevin Hanson, Jail Administrator, stated this system is new technology and replaces
an outdated system that we currently have in the jail. This will allow offenders to visit
with family on locations outside of the facility. All that is needed is a computer, internet
connection, and a web cam. The system is cost neutral meaning the equipment
investment is burdened by the vendor. Remote visits are fee based and the initial fee
will go to the vendor to offset the cost of the system. Once the equipment has been
paid for we will come into contract with the vendor to provide a cost sharing program.
Partnerships with local municipalities are important to the Sheriff’s office. This system
will allow court processes to be conducted without removing a prisoner from the facility,
which is efficient, safe, and cost effective. Centralia and Chehalis Municipal Courts are
both supportive of this system and the ability to do their Court appearances remotely.
The cost of a visit has not been determined but should be around $9.00 for a 30 minute
visit. This is only for remote visits; people will still have the opportunity to visit at the jail
without the cost associated.
Chairman Averill stated the Law and Justice Committee has been discussing video
arraignment for some time and there is some resistance by the District and Superior
Court. This is an obvious cost savings in the municipal court system due to the cost of

transporting prisoners which requires taking one or two deputies from the jail, plus the
cost associated with vehicles and fuel.
2. Notice of Hearing: Regarding acceptance of a grant from the Community
Development Block Grant Funding Program through Rural Washington Loans
Funds for Lewis County/Lending Network. Hearing will be held on or after
10:00 am on August 1, 2011. Resolution No. 11-228
Chairman Averill stated this provides notice that a public hearing will be held on or
after 10:00 am on Monday, August 1, 2011 to inform citizens of the county’s desire to
accept a grant from the Washington State Community Development Block Grant
(CDBG) Program through the Rural Washington Loan Fund (RWLF), and receive
comments on proposed activities, particularly from low and moderate income persons
and persons residing in Lewis County. This award is based on the county entering into
a sub-recipient agreement with the Lending Network to provide funds to businesses to
create and/or retain jobs in Lewis County. This hearing is a Washington State
Department of Commerce requirement for receipt of a CDBG grant in the amount of
$468,623.00. After the hearing a certificate of compliance will be submitted to
Commerce. The public will have the opportunity to ask questions and provide
testimony prior to a decision by the Board of County Commissioners.
Tani Gunn, The Lending Network, stated the Lending Network has been in business
since 1996 and provides loans to high risk small businesses in Lewis, Cowlitz, and
Rural areas of Thurston County. We were approached by the people of the Rural
Washington Loan Funds who at the state level do not have the staff capacity to loan out
the money to small business and have recommended a pilot project where they are
providing money to two organizations to give money out to small businesses. To date
this organization has made over 100 loans to high risk business in the amount of over
$9 million. With this funding the Lending Network is anticipating that eight to nine loans
will be made and around 45 jobs created.

CONSENT
Commissioner Grose made a motion to approve Consent Agenda items three through
seven. Chairman Averill seconded the motion. Candace Hallom, Clerk of the Board,
read the items into the record.
3. Resolution No. 11-229 Approval of warrants for payment.
Chairman Averill stated this approves 216 warrants issued by the Auditor’s Office for
a total of $1,195,939.68.
4. Resolution No. 11-230 Transfer of funds agreement to Catholic Community
Services for bequests related to the Senior Meals on Wheels Program.

Chairman Averill stated this approves an agreement between Lewis County and
Catholic Community Services (CCS) to transfer funds totaling $99,894.00 from
bequests made by the estates of Edna E Johnson and Carl L. Nunnelee designated for
the senior “Meals on Wheels” program. Meals on Wheels used to be run by Lewis
County Senior Services but that service is now contracted out to Catholic Community
Services. It is, therefore, reasonable to transfer these bequests to CCS so the money
may be used for its intended purpose.
5. Resolution No. 11-231 Approving an inter-local agreement with Lewis County
Fire District No. 18 (Glenoma) for facility and construction services.
Michael Strozyk, Director of Central Services, stated last year Lewis County Fire
District No. 18 (LCFD#18) built a new fire station located on Hwy 12. The building is a
shell and is used primarily as a storage building at this time. Unfortunately, some of our
fire districts have limited resources and limited funding. In order to make the new
building useful as a fire station, there needs to be some offices and restrooms built, and
some electrical work done. Due to their resources they came to the County and asked
us to do some plans for them. They have framed in the building using volunteers but
due to the State Labor and Industries codes electrical work has to be done using a
licensed electrician to oversee the job. The LCFD#18 does not have a licensed
electrician to oversee this project. This inter-local will allow Lewis County to go out and
provide the supervision and oversee that electrical process. The cost that Lewis County
will incur in this will all be reimbursed by the Glenoma Fire Department and the inter-
local will expire on December 31, 2011.
6. Resolution No. 11-232 Approving an inter-local agreement with the City of
Toledo for computer and software maintenance services.
Michael Strozyk, Director of Central Services, stated this has been an ongoing
process to provide inter-local service to our city’s and fire departments to work on their
laptop computers, specifically for the Spillman Software Program which is owned by the
911 system. It is $55.00 per hour during normal business hours and $80.00 per hour for
after hours with the Counties mileage rate adjusted therefore. This agreement will run
through December 31, 2012.
7. Resolution No. 11-233 Bid award for the 2011 Countywide HMA Project No. 2.
Tim Elsea, Director of Public works, stated this project is listed as number 1 on the
Lewis County 2011 amended Six Year Transportation Improvement Program. This
contract will provide for the improvement of portions of Skate Creek Road South and
Cannon Road approach in Lewis County by pavement repair, cleaning, sweeping,
applying tack coat, paving with HMA and other work as defined in the Contract Special
Provisions. Public Works received two bids for this project. The bid of $365,190.50,
submitted by Lakeside Industries, Inc., is below the Engineer’s Estimate of $430,145.00
for the 2011 Countywide HMA Project No. 2 CRP 2160C and 2160D. Lewis County

Public Works recommends awarding the 2011 Countywide HMA Project No. 2 to
Lakeside Industries, Inc.

am on July 18, 2011. The next public meeting will be held Monday, July 25, 2011, at
10:00 a.m.
