2011-10-17 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES October 17, 2011 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, October 17, 2011 at 10:00 a.m. Commissioners Ron Averill, P.W. “Bill” Schulte, and F. Lee Grose were in attendance. Chairman Averill determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, October 10, 2011. Commissioner Schulte seconded the motion. Motion Carried 3-0 EMPLOYEE RECOGNITION Employee “Above and Beyond” Chairman Averill announced the 3rd Quarter Employee “Above and Beyond” Awards: Bill Teitzel and Kathy MacKenzie Employee of the Quarter Chairman Averill announced the 3rd Quarter Employee of the Quarter: Donna Zuber CONSENT Commissioner Schulte moved to approve Consent Agenda items one through five. Commissioner Grose seconded the motion. Candace Hallom read the items into the record. 1. Resolution No. 11-334 Approval of warrants for payment. Chairman Averill stated this approves 303 warrants issued by the Auditor’s Office for $910,947.04. 2. Resolution No. 11-335 Amending resolutions to include automatic deposit numbers that were omitted on various resolutions. Chairman Averill stated this approves amended warrant resolutions due to scrivener’s errors in miscellaneous resolutions relative to automatic deposit data for payroll on 2 various resolutions. This amends RES 11-033 (422 auto deposits), 11-216 (423 auto deposits). 11-265 (424 auto deposits), and 11-294 (422 auto deposits). 3. Resolution No. 11-336 Declaration of surplus property. Michael Strozyk, Director of Central Services, stated this Resolution declares surplus property and authorizes disposal as allowed under Lewis County Code Chapter 3.30, Management and Disposition of Property. Every quarter, or as needed, we provided a list of items that have been declared surplus or are no longer needed by Lewis County. Some of the items included on this list are 80 public safety radios, 14 none ER&R vehicles or heavy equipment items, 1 Generator, two office desks, 3 office chairs, 400+ folding chairs, 221 non folding metal chairs, 4 filing cabinets, a conference table, a paper folder, storage cabinet, 2 copiers, 70 computers, 39 monitors, and numerous toner and ink cartridges. This Resolution will allow us to declare this property surplus and dispose of it in the most efficient manner. Those items that have no value will be destroyed, we do use an only auction site for some of the items, and we also continue to donate to 501c3 that qualify under Lewis County Code 3.30. 4. Resolution No. 11-337 Bid award for the Coroner Evidence Building Roof Replacement Project. Michael Strozyk, Director of Central Services, stated four years ago we did a remodel on the old PUD meter building that we own on Front Street. As part of that remodel a new roof was put on a portion of the building, half of the building had a substantial roof that we figured we would get about five years of life out of it. Instead of five years we have gotten about four years out of that roof. This is a bid award to Scholten Roofing, Lynden, WA in the amount of $44,840.00 to put a new membrane roof on the remainder of the Coroners Evidence Building. This went out on the small works bid roster and due to the fact that it is over $40,000.00 we are bringing it before the Board for approval. 5. Resolution No. 11-338 In the matter of the proposed sale of surplus property at 411 Mineral Creek Road, Mineral Washington. Larry Unzelman, Public Works, stated the county acquired property located at 411 Mineral Creek Road, Mineral as a means of settling a claim for damages with the property owner. Said property owner’s claim alleged that the county’s bridge project put this property in harm’s way due to stream channel movement. There is no apparent county need for the property. The property is improved with a home that will be a liability for the county to maintain. It is the county’s intent to resell the property after placing strong disclosure language on the deed to make potential new owners aware of the reason the county acquired the property. This resolution instructs the Public Works Department to examine and appraise the property to determine a minimum bid amount and report back to the Board of County Commissioners. 3 There being no further business, the Commissioners’ public meeting adjourned at 10:25 am on October 17, 2011.
