2010-05-24 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES May 24 , 2010 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, May 24, 2010, at 10:00 a.m. COMMISSIONERS P.W. SCHULTE, RON AVERILL and F. LEE GROSE were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Ron Averill moved to approve the minutes from the 10:00 a.m. meeting held on Monday, May 17, 2010. Commissioner Lee Grose seconded the motion. Motion carried 3-0 There was no public comment. The first item of business was to acknowledge the Lewis County Volunteer of the Year Awards. Commissioner Schulte asked the three nominated volunteers, Laura Larrson, Mary Alice Painter and Larry Nelson to come forward. A round of applause was given. Commissioner Schulte read the three nominees and summarized parts of their nominations. Laura Larrson is retired from the University of Washington and worked in research. She does research in the Health Department and is a super asset. She is highly regarded by all employees. Mary Alice Painter is a LCSO support volunteer. She worked to scan a backlog of laser fiche files. Without her service, the likelihood of getting caught up with this project would have been slim. She does her work in a quiet and professional manner. Larry Nelson is a volunteer with the victim/witness and criminal program within the Prosecutor’s Office. He co-ordinates with Ann Basey and makes sure that witnesses have a ride to Court. He works in a calm and confident manner. The two runner up candidates were announced as Larry Nelson and Laura Larrson. The Volunteer of the Year is Mary Alice Painter. Mary Alice stated that it is comforting to work at the Sheriff’s Office. She values the friends and co- workers that she has met through volunteering at the Sheriff’s Office. Those who work there are an important part of the community. She stated if citizens see something going on in their neighborhood, they need to call the LCSO and let them know. That is one way in which citizens can help out the LCSO. The Board proceeded with the agenda. Commissioner Grose moved to approve the three notice items. Commissioner Averill seconded the motion. Commissioner Schulte had Sheila Unger, substituting for the Clerk of the Board, read in the Notice Items: 2 Notice 1. Notice of Hearing: Regarding the 2nd 2010 Budget Amendment for Current Expense and Various Funds. Hearing will be held on or after 10:00 a.m. on Monday, June 14, 2010. Resolution No. 10-129 Dawna Truman explained the notice of a hearing regarding the second amendment to the Lewis County 2010 Budget for Current Expense and Various Funds. Preliminary expenditures of $2,320,620.00 and new revenues of $342,616.00 with the balance from reserves have been identified and are subject to change up to the date of the hearing. The notice will be published in the East County Journal on June 2nd and June 9th. The hearing will be on or after 10:00 am on Monday, June 14, 2010. 2. Notice of Hearing: Regarding a franchise to Rene and Jeannette Remund to construct, operate, and maintain a water system on County Road rights of way. Hearing will be held on or after 10:00 a.m. on Monday, June 21, 2010. Resolution No. 10-130 Larry Unzelman spoke about how this provides notice of a hearing regarding approval of a non-exclusive franchise to Rene and Jeannette Remund to construct, operate and maintain an extension of the Boistfort Water main. The lines will be placed in the right-of-way of Lost Valley Road for approximately 0.7 mile, then along Wendling Road for approximately 0.4 mile. The franchise will authorize the installation, maintenance and operation of the water line extension for five years. The hearing will be on or after 10:00 am on Monday, June 21, 2010. Commissioner Averill stated this is Rene Remund’s son, RJ, but his real name is Rene also. He confirmed this is purely for water pipes and connections. 3. Call for Bids: For the 2010 Countywide Prelevels and Overlays Projects. Bids will be opened on or after 10:00 a.m. on Monday, June 7, 2010. Resolution No. 10-131. Rod Lakey spoke about the notice of a call for sealed bids for the 2010 Lewis County Prelevels and Overlays Projects. The projects are #1 and #12 on the Lewis County 2010 STIP. The contract will provide for improvement of 1.087 miles of Salzer Valley Road, 0.50 mile of Jackson Highway, and include maintenance improvements to Forest Road 52 (Skate Creek) by pavement repair, cleaning, sweeping, applying tack coat, hot mix asphalt overlays, approach transitions, shoulder finishing, placing pavement markers, traffic control and other work. The bid opening will be Monday, June 7, 2010. The call will be advertised in Portland and Seattle Journal of Commerce. He explained the funding sources. Commissioner Averill recapped the three notice items and the hearing dates of June 7th, June 14th, and June 21st. Commissioner Grose thanked Rod Lakey for the work he has done over the past six months. He stated the new Public Works Director will be here on June 1st. Commissioner Schulte called for the question. Motion carried 3-0 3 Consent Commissioner Averill made a motion to approve Consent Items four through seven. Commissioner Grose seconded the motion. Sheila Unger, substituting for the Clerk of the Board, read the items into the record. 4. Resolution No. 10-132 Approving a contract with WA State Department of Commerce. Michaelle Sorlie spoke about the contract between Lewis County and the Washington State Department of Commerce to provide funding for emergency shelter and services to families and individuals experiencing homelessness through the Emergency Shelter and Homeless Prevention Program. The total amount of the grant is $122,931.00 and is for the period July 1, 2010 through June 30, 2011. Michaelle explained these are pass through monies for Lewis County and are managed by the Lewis County Department of Health and Social Services. Commissioner Averill stated this is a housekeeping issue because the funds have been consolidated. Michaelle stated that the old ESG funds and the ESA are all under the new program. 5. Resolution No. 10-133 Appointing Tom Lerchen to the AAA Advisory Board. Commissioner Averill stated this approves the appointment of Mr. Tom Lerchen, Packwood, to the Lewis-Thurston-Mason Area Agency on Aging Advisory Board, representing Lewis County residents, for a term which expires on December 31, 2011. 6. Resolution No. 10-134 Cancellation of a warrant. Commissioner Averill stated this approves the cancellation of a Lewis County Auditor Office Warrant for $145.00 which was destroyed and authorizes that the warrant be reissued. 7. Resolution No. 10-135 Approving a lease addendum between Catholic Community Services, Centralia College and Lewis County. Michael Strozyk explained how this approves an addendum to the lease between Lewis County and Catholic Community Services (provider for the Lewis County Senior Program). This will permit Centralia College to sublet a portion of the Twin City Senior Center from Catholic Community Services for the purpose of holding classes thereon for the benefit of both parties. Technically, the original agreement requires approval from Lewis County prior to sublease of any of the County owned Senior Center buildings. He explained this lease supports the senior’s enrichment programs. This probably should have been grandfathered in when we signed the original lease. 4 Commissioner Schulte asked if there were any further questions. There were none. Commissioner Schulte called for the question. Motion carried 3-0. Commissioner Schulte announced the first bid opening. BID OPENING FOR WOLD ROAD PROPERTIES Larry Unzelman and Kelly Albert gave a synopsis of the reason for the Wold Road properties bid opening. Larry stated that Resolution 10-103 passed on April 26, 2010, declared these properties surplus. There are two tracts. Tract A is land with 3 structures and Tract B is vacant land. The sale documents stated these properties will be sold with no guarantees for legal access to the property; the properties are “as is”. Larry Unzelman opened the bid. The one bid for Tract A was from Robert Reynolds, 2822 N. Union Avenue, Tacoma, WA 98407. The bid was for $72,567.00 and included a $500.00 bid bond. They will take the bids under advisement and will come back to the Board with a recommendation. Commissioner Schulte announced the next bid opening. BID OPENING FOR PACKWOOD AIRPORT SAFETY IMPROVEMENT PROJECTS Robert Johnson and Larry Mason gave a recap of the Packwood Airport Safety Improvement projects. The improvements to the Packwood Airport include a boxed culvert installation, headwall and wingwall installation, improvements to the access road, and tail race. Robert Johnson stated the engineers estimate was $650,000.00 and there was one addendum. The height of the fence was changed from six feet to eight feet. Olympia, WA $486,195.50 Advanced Construction, Inc. Mukilteo, WA $587,395.80 5 Robert Johnson stated that the bids will be reviewed by WH Pacific to insure all bidding requirements are met. They will send over a recommendation for the next meeting, June 7, 2010. He noted that the work would not be done until later in the year, around October. There being no further business, the Commissioners’ public meeting adjourned at 10:45 a.m. on May 24, 2010.
