BOARD MEETING MINUTES
April 12, 2010
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, April 12, 2010, at 10:00 a.m. COMMISSIONERS P.W. SCHULTE,
RON AVERILL and F. LEE GROSE were in attendance. Chairman Schulte
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Averill moved to approve the minutes from the 10:00 a.m. meeting held
on Monday, April 5, 2010. Commissioner Grose seconded the motion.
Motion carried 3-0
Notice
Commissioner Grose made a motion to approve Notice Item one. Commissioner
Averill seconded the motion. Commissioner Averill read the Proclamation into the
record.
1. Proclamation: Proclaiming April as “Public Health Month”.
Danette York, Health Department, thanked the Board for the proclamation. This
recognition provides Lewis County Public Health the ability to recognize the
contributions of Public Health staff and community partners that focus on improving the
health of the community.
Commissioner Averill pointed out that normally this proclamation would have been
done at a Board of Health meeting. The Board of Health meeting for April has been
cancelled. We wanted this proclamation to be done before the May, Board of Health
meeting, so we are passing it this morning.
Commissioner Grose made a motion to approve Notice Item two. Commissioner
Averill seconded the motion. Karri Muir, Clerk of the Board read item number two into
the record.
2. Notice of Hearing: Applications for classification of various land parcels under
RCW 84.34. Hearing will be held on or after 10:00 a.m., on April 26, 2010.
Dianne Dorey, Lewis County Assessor, stated these programs are current use
programs that allow people to get a tax exemption based on criteria of growing
commercially harvestable timber. The minimum amount of land to be in this program is
five acres. These lands are the Board’s to designate for the applicable programs.
Commissioner Averill asked if these are just the timber program lands.
Ms. Dorey stated that was correct, but later in the year the Board will also approve the
lands brought to them by the Public Benefits Rating Board.

Commissioner Averill noted when going through the properties they highlighted the
fact that we have growth management zoning in the County and we have open space
programs and sometimes it is difficult to understand the difference between the two. He
noticed the number of properties that are not in a current Open Space Program that are
moving out of different zonings into an Open Space Program.
Ms. Dorey noted that they are not changing their zoning, the property owners get a tax
break for growing commercial timber, and it does not matter what their zoning is.
Commissioner Grose asked how we determine that these property owners are
growing timber commercially.
Ms. Dorey stated her office goes out and physically inspects each parcel that is in the
program. They have a person in the office that is educated in the appraisal portion of
this process.

Consent
Commissioner Averill made a motion to approve Consent Item three. Commissioner
Grose seconded the motion. Karri Muir, Clerk of the Board read the item into the
record.
3. Resolution No. 10-097 Agreement with University of Washington School of
Nursing.
Maria Tucker, Health Department, stated we have had contracts for nurses from the
UW in the past, but there has been a lapse in the contract. This Master Program
requires that the tutor have a master’s level education and we do have a few at the
Health Department who could serve as tutors. This intern is interested in community
health and there will be other interns with similar interests that want to know what public
health does, even though they are trained more clinically as nursing students.
Chairman Averill asked how many interns this contract involves.
Ms. Tucker stated right now it is just one intern, and her internship is for 90 hours over
the next ten weeks.
Commissioner Averill state that a lot of the nursing programs are done at the
community colleges for the LPN’s and RN’s. If you want a bachelor in nursing, you
either have to go to Seattle, PLU, or the cooperative school in Spokane. The two
nursing programs work backwards from each other. At a community college they
concentrate on the technical side of nursing and at the universities they go through the
first year general bachelor programs before they start the nursing programs their junior
and senior year. As a result, community college students do not normally get into
Seattle’s program, because they need to go back and pick up the general study
courses. Bothell and Tacoma do take community college students and run them back
through the general study courses. This is a good program and it does give the nurses
in training a chance to gain some experience and it gives the County some experience.
This program does not cost the County anything either.

There being no further business, the Commissioners’ public meeting adjourned at 10:15
am on April 12, 2010. The next public meeting will be held Monday, April 19, 2010, at
10:00 a.m.
