BOARD MEETING MINUTES
October 25, 2010
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, October 25, 2010, at 10:00 a.m. COMMISSIONERS P.W.
SCHULTE, RON AVERILL and F. LEE GROSE were in attendance. Chairman
Schulte determined a quorum, called the meeting to order and proceeded with the
flag salute. Commissioner Averill moved to approve the minutes from the 10:00
a.m. meeting held on Monday, October 18, 2010. Commissioner Grose seconded
the motion.

NOTICE
Commissioner Grose made a motion to approve Notice Agenda items one and
two. Commissioner Averill seconded the motion. Candace Hallom read the items
into the record.
1. Notice of Hearings: Regarding the adoption of the 2011 Budget. The first
hearing will he held November 22, 2010 at 5:30 pm and the second hearing will
be held on December 6, 2010, on or after 10:00 am. Resolution No. 10-265
Dawna Truman, Budget, stated this is a notice of Public Hearings for the 2011
budget. The preliminary budget hearing will be held on November 22, 2010 at 5:30
pm in the Commissioners hearing room, second floor of the Historic Courthouse.
The second public hearing will be on December 6th 2010 on or after 10:00 am. This
notice will be published in the East County Journal and The Chronicle on October
27, 2010 and November 3, 2010.
Commissioner Averill stated the notice will also be posted in the Timberland
Libraries of the County and at the main and east campus of Centralia College.
Dawna Truman stated it will also be available at the Lewis County Historic
Courthouse. What is available is the printout from the finance system that shows the
actual line items or a preliminary budget and brief which breaks down the budget in
a smaller format.
Commissioner Schulte stated this is a balanced budget.
Commission Averill clarified in cases of budget we always hold two hearings for
public purposes. We used to hold one hearing in the East County but very few
people would show up so it has been moved to here. This is the public’s opportunity
to get an exposure to the budget on the 22nd of November and then the final hearing

is on the 6th of December at which time, after all comments have been received, the
Board will consider it for adoption.
2. Notice of Hearing: Regarding a non-exclusive franchise to PUD No. 1 of
Lewis County. Hearing will be held on November 22, 2010, on or after 10:00
am. Resolution No. 10-266
Larry Unzelman, Public Works, stated this is in the matter of a non-exclusive
franchise to Public Utility District (PUD) No. 1 of Lewis County. PUD No. 1 has
requested a non-exclusive franchise for the construction, operation, and
maintenance of telecommunications facilities on all Lewis County roads. The PUD
has a franchise in place which expires on November 13, 2010. The franchise will
authorize the continued use of Lewis County road rights of way for 5 years for this
purpose. This resolution will set November 22, 2010 as the date for hearing on the
franchise and calls for required postings and publications by law, RCW 36.55.040.
Commissioner Averill stated this is a renewal of an already existing franchise
agreement that will expire on November 13, 2010.

CONSENT
Commissioner Averill made a motion to approve Consent Agenda items three
through five. Commissioner Grose seconded the motion. Candace Hallom read
the items into the record.
3. Resolution No. 10-267 Approval of warrants and payroll for payment.
Commissioner Averill stated this resolution approves 211 warrants issued by the
Auditor’s Office for a total of $1,505,673.20. Also, approves 271 warrants for draws
on County Net Pay for a total of $241,247.00.
4. Resolution No. 10-268 Approving grant agreement with the Industrial
Park at TransAlta to accept Distressed Counties Funding.
Commissioner Averill stated this resolution approves a grant of $70,000.00 to, and
an agreement with the Industrial Park at TransAlta (IPAT) from Lewis County
“Distressed Counties” (.09) Funds. These funds will be used to hire consultants to
complete the permitting process and preliminary sewer and water system
engineering for IPAT. This work was being accomplished by Lewis County planning
staff; however, due to budgetary constraints the planner is no longer available. This
grant has been reviewed and recommended by the Rural Economic Development
Public Facilities Advisory Committee.

Commissioner Grose stated this is one of those unfortunate situations where we
have had to eliminate staff and had to pick up some slack. The reason we had to do
it this way is due to the different funding arrangements in the different areas. This is
complicated but is one way we can keep this project moving in spite of the
elimination of a planner.
5. Resolution No. 10-269 Approving grant agreement with the Town of
Pe Ell to accept Distressed Counties Funding.
Commissioner Averill stated this resolution approves a grant of $50,000.00 to, and
an agreement with the Town of Pe Ell from Lewis County “Distressed Counties” (.09)
Funds. These funds will be used to buy and construct a gazebo and four period
street lamps that will be used as a gathering place and tourist information site in the
Town of Pe Ell. This facility will have directions, maps and general information on
Pe Ell and other towns and cities east and west. The land is being donated and the
construction and electrical will be completed by community volunteers. The Town of
Pe Ell has contributed $30,000.00 toward this project. This grant has been
reviewed and recommended by the Rural Economic Development Public Facilities
Advisory Committee.
Commissioner Grose stated each year the Rural Economic Development Public
Facilities Advisory Committee allocates $100,000.00 to go toward tourism related
projects. This $50,000.00 is part of that grant to go to a tourism related project in the
Town of PeEll. Much of the work that is going to be done will be done by volunteers
and businesses in the town. It is a joint project of the County using Distressed
Counties Funds and the community in PeEll.

There being no further business, the Commissioners’ public meeting adjourned at
10:15 a.m. on October 25, 2010. The next public meeting will be held Monday,
November 1, 2010, at 10:00 a.m.
