BOARD MEETING MINUTES
December 13, 2010
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, December 13, 2010, at 10:00 a.m. COMMISSIONERS P.W.
SCHULTE, RON AVERILL and F. LEE GROSE were in attendance. Chairman
Schulte determined a quorum, called the meeting to order and proceeded with the
flag salute. Commissioner Averill moved to approve the minutes from the 10:00
a.m. meeting held on Monday, December 06, 2010. Commissioner Grose
seconded the motion.

PUBLIC COMMENT
Don Iddings, Vader, stated there was a water break on Saturday in Vader. He had
three residents call him to find out how to report that they did not have water. He
stated there was one City employee, one County employee, and two volunteers
repairing the problem. They did repair it about three times faster than it has been
done in the past. He would like to see something come out to the community so
they know who to contact in this situation.
Commissioner Averill stated normally the contact information would be in the
phone book but the transition of the water system was put in place after it could be
included in the phone book. He asked Tim Elsea who the people of Vader should
contact if they have this situation again.
Tim Elsea stated the Mayor called him and he was able to get a crew out on
Saturday to repair the problem. He said they are working on getting a 1-800 number
so the people do not have to call long distance.
NOTICE
Commissioner Grose made a motion to approve Notice Agenda items one and
two. Commissioner Averill seconded the motion. Candace Hallom read the items
into the record.
1. Notice of Hearing: Regarding a non-exclusive franchise to Claquato
Cemetery Association. Hearing will be held on or after 10:00 am, on
Monday, January 10, 2011. Resolution No. 10-316
Larry Unzelman, Public Works, stated the Claquato Cemetery Association has
requested a non-exclusive franchise for the construction, operation, and
maintenance of a water pipeline on various Lewis County Roads. This franchise
will replace an existing franchise which has expired. The pipeline is used to convey

irrigation water from the Chehalis River to the cemetery grounds. The franchise will
authorize the continued use of portions of Stearns Road, Elm View Drive, Claquato
Drive, and Highway 603 rights of way for five years for this purpose. The applicant
has reviewed and agreed to franchise terms. This resolution will set January 10,
2011 as the date for hearing on the franchise and call for required postings and
publications by RCW 36.55.040
2. Notice: Pertaining to competitive bidding, dispensing with advertisement
and formal sealed bidding with respect to purchases and leases under
$25,000 and soliciting the Lewis County Vendor List. Resolution No. 10-

Commissioner Averill stated this resolution provides notice that Lewis County
maintains a vendor list pertaining to competitive bidding, dispensing with
advertisement and formal sealed bidding with respect to leases or purchases valued
between $2,500.00 and $25,000.00 allowing for expedited processing of bids and
contracts for lease or purchase. This resolution publishes the existence of the list
and the availability of packets for application of potential vendors. This notice will be
published in Lewis County’s Official Newspaper. The vendor list is available for
public inspection, and prospective vendors may request information packets, which
must be completed in order to apply to be included on the available vendor list from
the Lewis County Auditor’s Office, Financial Services Department.

CONSENT
Commissioner Averill made a motion to approve Consent Agenda items three
through seven. Commissioner Grose seconded the motion. Candace Hallom read
the items into the record.
3. Resolution No. 10-318 Approval of warrants for payment.
Commissioner Averill stated this approves 165 warrants issued by the Auditor’s
Office for a total of $504,051.49.
4. Resolution No. 10-319 Cancellation of a warrant.
Commissioner Averill stated this approves the cancellation of a warrant for
$249.19 from the Auditor’s Office that was paid to the wrong vendor and approves
reissue of the warrant to the proper vendor.
5. Resolution No. 10-320 Appointment to the Lewis County Noxious Weed
Control Board.
Bill Wamsley, Extension, stated this is a reappointment of Robert Taylor (Chehalis)
to District 1 on the Lewis County Noxious Weed Control Board. Robert Taylor has

served one term and with that expiration of term a vacancy was open. There were
no new applicants for the position and Mr. Taylor expressed interest in continuing his
service on the board. The Weed Board recommends the reappointment of Robert
Taylor to district 1 for a four year term, expiring on July 24, 2014. There are four
districts throughout Lewis County; district one is the Chehalis-PeEll area.
6. Resolution No. 10-321 Approving an inter-local agreement with Stevens
County for the purchase of equipment.
Tim Elsea, Public Works, stated RCW 39.34 provides an inter-local cooperation act
that allows for local communities to piggyback off of each others bids. Stevens
County has a bid award with John Deere dated January 25, 2010. We would like to
piggyback off of that bid to purchase a John Deere grader. We have two graders
that we will be surplusing and they will be part of this bid as well.
7. Resolution No. 10-322 Adopting the categorized schedule of fees for 2011
for the Departments of Community Development, Public Works, Health and
Social Services.
Robert Johnson, Community Development, stated he is here speaking on behalf
of Community Development, Public Works, and Health and Social Services. The
resolution is in regard to an itemized schedule of fees for 2011 for the Departments
of Community Development, Public Works, and Health and Social Services. Title 18
of Lewis County Code authorizes and establishes the Schedule of Fees for services.
These fees reflect the costs of administering, reviewing, and approving the various
services. This fee scheduled was last updated in 2008.
Commissioner Averill asked where people can go look at the Fee Schedule.
Robert Johnson, Community Development, stated the Fee Schedules are
available in Community Development, Public Works, Health and Social Services,
and online on the Lewis County Website.
Commissioner Averill stated there are also changes in other chapters of the Lewis
County Code other than Chapter 18 which include Chapters 8, 12, 15, 16, and 17. In
hard economic times the issue of taxes going up is always problamatic. While fees
are not exactly taxes, to most people there is no difference. The difference is the
fees are for those who benefit specifically from the activity rather than an across the
board taxation. Costs are going up and we have not changed our fees since 2008.
When we run fee based activities we want those activities to fund themselves.
Commissioner Schulte stated not all of the fees went up but would like to thank
Danette and the Health Department for the work they did with some of the food
handler issues. They went through and created new categories for volunteers,
churches, schools, non-profit groups, and small agricultural vendors so the fee
dropped for some of the small single item sales.

Commissioner Averill stated we were going to hold a hearing today on the
Comprehensive Plan however we needed to go out and provide additional
information to the public before we hold that hearing. The hearing has been
rescheduled for December 27, 2010.
There being no further business, the Commissioners’ public meeting adjourned at
10:30 a.m. on December 13, 2010. The next public meeting will be held Monday,
December 20, 2010, at 10:00 a.m.
