Public comment: None.
Commissioner Swope made a motion to add to the Sept. 6, 2022, BOCC Business Meeting the following
resolutions:
• Resolution 22-283: Approve Contract #YAC-CC-22-23 between the Community Action Council
and Lewis County Public Health and Social Services.
• Resolution 22-287: Ratify a contract with Gordon Thomas Honeywell Governmental Affairs for
Lewis County lobbying services.
Commissioner Pollock seconded.
Meja Handlen discussed Resolution 22-283. She said the agreement will help provide wrap-around
services for victims and their families.
Erik Martin discussed Resolution 22-287. He said the resolution ratifies an executed contract for
lobbying services.
Motion passed 2-0.
Public Works reorganization: Josh Metcalf presented a reorganization chart for the commissioners’
consideration. Josh said the proposed chart reflects changes in job descriptions and the creation of one
new position.
Josh clarified that he would be creating one new position – the Utility Operator II position. He noted that
he has ample budget savings due to 2022 vacancies.
The commissioners discussed the possibility of creating the lone new position now and then paying an
employee out of class until the positions go through the budget process.
Becky Butler noted that the water plant position and the roads positions have funding sources separate
from the general fund.
Commissioner Swope made a motion to approve the Utility Operator II position for Public Works.
Commissioner Pollock seconded. Motion passed 2-0.
Commissioner Swope made a motion to approve the Engineering Tech V position classification for
Public Works. Commissioner Pollock seconded. Motion passed 2-0.
Commissioner Pollock made a motion to approve new job descriptions for Right of Way Specialist I, II
and III for Public Works. Commissioner Swope seconded. Motion passed 2-0.
Proposal to extend curbside recycling collection east of Morton: Rocky Lyon said customers seem to be
interested in expanded recycling services. Rocky said costs would be uniform across the county. Rocky
said he would further discuss the topic Sept. 7.
Packwood Flea Market: No discussion.
Correspondence: Erik Martin discussed a multi-jurisdictional letter to the Board of Natural Resources
that Arny Davis joined in signing.
Announcements / new business: Commissioner Swope thanked Tom Rupert at LeMay for his help to
clean up a homeless debris site at Exit 77.
