John Abplanalp discussed a resolution to approve consolidated contract #CLH31017 Amendment 7
between Lewis County and Washington State Department of Health (DOH).
Josh Metcalf discussed a resolution regarding the proposed vacation of Meyers Road No. 1096.
Josh Metcalf discussed a resolution regarding the proposed vacation of 1st Street lying north of Olive
Street in Dryad.
Rieva Lester discussed a resolution to appoint Gina Owen as a regular member and appoint Jill Van Hulle
and Wallace Rosa as alternate members of the Lewis County Water Conservancy Board.
Commissioner Swope made a motion to move two consent items and four deliberation items to the
Tuesday, Sept. 13, 2022, BOCC agenda. Commissioner Grose seconded. Motion passed 3-0.
Roundtable
Erik Martin reminded offices and departments that preliminary 2023 budgets are due Sept. 12.
Doug Carey said Juvenile is moving back into its county space later in the day.
Becky Butler provided updates regarding Tyler cashiering (and related training) and preliminary 2023
budgets.
Matt Jaeger discussed infrastructure upgrades and upcoming Office 365 training.
Ericka Katt discussed emergency preparedness.
Gary Fredricks discussed upcoming farm programs.
Wednesday Workshop
Community Aviation Revitalization Board (CARB) offer of financial assistance for South Lewis County
Airport: Josh Metcalf said CARB has approved a loan request to remove and replace the fueling station
at the airport. He said he also is seeking grants to help cover the costs.
Commissioner Swope made a motion to authorize Josh Metcalf to sign the agreement with CARB.
Commissioner Grose seconded. Motion passed 3-0.
Proposal to extend curbside recycling collection east of Morton: Rocky Lyon asked if Commissioner
Grose would like to host a public informational meeting regarding the proposed project before Solid
Waste begins the ordinance process. Rocky noted that those who have garbage collected more than
once per week will automatically also be signed up for recycling services. Josh Metcalf noted that the
rates are set by LeMay, not the county.
Commissioner Stamper memorial: Erik Martin said the Washington State Transportation Commission
would be the group that would review a potential request to name the Mossyrock overlook in
Commissioner Stamper’s honor. The commissioners directed staff to proceed with efforts to have the
overlook named in his honor.
Proposed homeless services committee: Commissioner Swope said he envisions a seven-member
committee of non-elected representatives, including business leaders and others. Commissioner Swope
said he is reaching out to Commerce to determine how (or whether) the county can alter contracts. He
said he’d provide an outline of the group’s goals and the proposed make-up of the committee.
County information sharing: Nic Scott discussed the county’s strategic communication plan.
Picnic reminder: Rieva Lester reminded the group about the Sept. 15 Employee Picnic.
Correspondence: Commissioner Grose discussed a recent multi-jurisdictional letter other timber
counties have sent to the Department of Natural Resources.
Announcements: Ross McDowell provided an update on the Goat Rocks Fire in the Packwood area.
