Grant management: Becky Butler said Grace Jimenez is working to develop grant guideless.
American Rescue Plan Act (ARPA)
Becky said she has received the documentation back from the City of Napavine and will work on a
resolution for the project. She said other projects also will go before the commissioners as resolutions as
they are received.
Roxy Theater project change: Becky said the Roxy Theater has requested permission to modify its
project scope.
Commissioner Grose made a motion to approve the Roxy Theater’s amended project scope.
Commissioner Swope seconded. Motion passed 3-0.
Internal project updates
Todd Chaput discussed work to improve coordination with area mayors on housing needs and efforts to
better identify projects for the dig-once program.
Richard DeBolt said he is working with Commerce on incorporation of the Dig-Once program statewide.
Todd provided an update on the Fox Theatre.
Richard said the governor’s office is focusing on culverts and broadband for dig-once projects.
Matt Jaeger provided updates on IT’s internal cybersecurity and technology projects.
Jenn Libby-Jones discussed the 911 infrastructure project and an upcoming engineering RFP.
Lindsey Shankle and Lee Montgomery provided updates on the youth mentor program. Lee said the
hope is to have the new manager in place by the end of the year and to begin recruiting mentors in
March 2023.
The group discussed upgrades to the existing infrastructure at the fairgrounds.
April Doolittle noted that the roof and HVAC upgrades for the Roxy Theater’s existing structure are
should be wrapped up by the end of the week.
