2022-11-09 ARPAAmerican Rescue Plan Act (ARPA) November 9, 2022 10:33 a.m. Present: Commissioner Pollock, Commissioner Swope, County Manager Erik Martin, Becky Butler, Steve Wohld, Shad Hail, Matt Jaeger, Eric Eisenberg, Nic Scott, Tina Hemphill, Jenn Libby-Jones, Josh Metcalf Guest(s): John Christian Recorder: Tammy Martin Becky Butler said the report for July 2022 – September 2022 has been submitted. Becky said there have been continued problems with the reporting. Becky said Berry Dunn is working towards completing a handbook and internet resource site. Berry Dunn will be reviewing all compliance documents, rules and reporting requirements. Berry Dunn has been working with Becky to ensure all grant documents are complete. The next reporting will be January 2023 and there will be crossover training with other departments. Facilities custodial staff was funded through the end of 2022 and any future related expenses will be rolled into 2023 rates. Becky said the Vader water project currently has RFP’s out. Eric Eisenberg said the water banking project concerning water rights is focused on buying water now for future use. Eric said predicting where water use will be needed in the future is harder because growth can change the usage areas. Steve Wohld said they will be working with the engineer that did the previous master plan for the fair for the Fair’s water project. Steve expects to send out RFP’s January 2023. Matt Jaeger said there are six identified ARPA projects including Office 365, upgrading wiring, additional fiber optic lines for a data center, security login management, facilities assessment and QR tagging, and phone system updates. At this time, Matt says these projects are ready to begin or have begun and will be complete soon. Jenn Libby-Jones said they are looking to break up their project into two pieces to include microwave infrastructure and radio infrastructure to be awarded in Q1 and complete in Q2. Shad Hail said the Youth Mentorship program is creating its foundation and policy and procedure manual. The job description for the Youth Coordinator has been completed and they hope to be filling the position in January 2023. Shad says the Youth Coordinator position is vital to the program and the right leader needs to be selected. Shad also wanted the Board to know they will be purchasing a risk reduction software program. Becky said in the beginning of 2023, she will be bring back the policy worksheet to keep current projects at the forefront Meeting ended 11:00 a.m.
