Hi Preston,
I have concerns about the Rock Quarry that might go in next to my house which is located at 112 Griffis Rd,
Onalaska, WA 98570.
My concerns are constant flow of trucks on my road, plus the possibility of contaminating the aquifer that
supplies my home with water. The other issue would be the devaluation of my property values if I ever want to
sell my home and land.
The health concerns would be breathing constant dust which could make my current health conditions worsen to
the point of seriousness or death.
The other issue would be the wild game would leave the area as well.
I hope you consider this and let my voice be known that I do not want this rock quarry going in right next to my
home.

Hello my name is Clyde Burkhart and i live at 310 brim rd Onalaska Wa 98570 my phone #
is 360 -978-5164.I am writting this letter to voice my concerns over the minning that will be taken
place across the road from me. I have 3 problems with what is propossed, 1. this first concern is the
biggest. minning in this area will likley disturb if not ruin the water table that the residents use for LIFE
as in to live. water is the most valuable thing in the world. i reacently had to move because the county
contaminated the water, now i am in a place with great water again and mining is more than lik;ey to
detroy that. If a pit is dug more than 50feet deep it will be at the top of the water table and then
summer heat will evaporate the water leaving less for the people that live here. Cosider the winter
time when the hole would be full, now ducks and geese will use the pond leaving fiecies behaind that
will create a bloom of bacterial growth that will leach into the water that we drink. Does that mean i
have to possiably in the near future have to drill deeper to get water, plus install a filtation system to
my well for the bacteria that will be intruduced. 2. the size of land that is being used for mining
activities will displace hundereds of animals if not thousands. All of the wildlife in the local area will be
foced to relocate increasing numbers on the neiboring lands, thus making the food that they eat to be
scace leaving animals to stave and die, ultimatly causing a ripple affect on the wildlife. its balanced
right now and it won't be if the mining takes place. Along with the animals there is also a salom
steelhead steam that runs through or borders the propertys, what will happen to the fish when the
steam is conaminated or dries up because the hole left behind is leeching watert from the creek? 3.
Another reason i had to move from ny last house was also due to the noise from trucks semis dump
and logging trucks, most of the drivers of these vehicles think they own the road. They speed follow to
close and are extremly dagerous and rude, if the mining takes place then they will be aplying the
brake in front of my driveweay causeing a distubancer to my peace. With the issues i have on
needing my peace and solitude i would have tyo sell and start6 all over again. the trucks not only will
they disturb the neiborhood but they will also damage the road, there is a few trucks that use it now,
but the sheer amount of truck traffic that the minning will bring will detroy the road futher than what it
is now.
That was the three concerns i had but there is a question that i would like an answer to, How do
you change the zoning of the land, i was told that i could not do that years ago that the zoning is set
and can not be changed, so how does Mr. Good get away with rezoning his land cause I would love
to do that just to save on taxes. I think that there is som slind of the hand money going on thought
them days where done whats going on in there

Dear Mr. Pinkston:
The Cowlitz Indian Tribe is a federally recognized tribe of southwest Washington and northwest Oregon,
with an enduring connection to the lands and waters of Lewis County. Our Natural and Cultural
Resources Departments have reviewed documents associated with SEP21-0039 Good/Avapollo Mineral
Resource Land Opt-in Rezone. The notification indicates that Lewis County has received a State
Environmental Policy Act (SEPA) Checklist for a rezone and amendment to the Lewis County zoning map
to designate the Good/Avapollo property (5 parcels: #028043004001, #028043004002, #028061000000,
#028025001000, and #028024001000) as Mineral Resource Lands (MRL) in accordance with Lewis
County Code Sections 17.30.850 and 17.30.720(2).
We understand that Lewis County has issued a Determination of Non-significance for this proposal,
finding that it does not have a probable, significant adverse impact on the environment. Our primary
concern is that the SEPA documents largely defer consideration of surface-mining impacts to future
-project acti
clear intent of this MRL designation is to facilitate future mineral (aggregate) extraction. This site
contains fish bearing and non-fish-bearing streams and wetlands; we note that Jones Creek has
documented Lower Columbia River coho, a federally threatened species, and associated critical habitat.
The site also supports wildlife; for example, cavity-nesting ducks (Wood Duck and Hooded Merganser
breeding/brooding habitat) and winter range for elk are identified in the Washington Department of
Fish and Wildlife . Unfortunately, the SEPA Checklist gives little
or no attention to these species, even though the information is readily available in public-facing
sources.
The Cowlitz Indian Tribe has invested considerable time and resources into fish and wildlife habitat
restoration in the area. Salmon, smelt, waterfowl, and elk all remain important traditional foods for the
Cowlitz. Historic villages are still undisturbed in the vicinity of the proposal. Steep slopes and proximity
to the Cowlitz River, streams, and wetlands are of particular concern with any future surface-mining
development at this location.
We urge the County to make informed land-use decisions using the best available information, and to
fully disclose that information early in the process. This proactive approach could also help to reduce
conflicts that can arise between established neighboring land uses and new mining operations.

COWLITZ INDIAN TRIBE
INADVERTENT DISCOVERY LANGUAGE
In the event any archaeological or historic materials are encountered during project activity, work in the
immediate area (initially allowing for a 100' buffer; this number may vary by circumstance) must stop
and the following actions taken:
1. Implement reasonable measures to protect the discovery site, including
any appropriate stabilization or covering; and 2. Take reasonable steps to ensure the confidentiality of the discovery site; and,
3. Take reasonable steps to restrict access to the site of discovery.
The project proponent will notify the concerned Tribes and all appropriate county, state, and federal
agencies, including the Department of Archaeology and Historic Preservation. The agencies and Tribe(s)
will discuss possible measures to remove or avoid cultural material, and will reach an agreement with
the project proponent regarding actions to be taken and disposition of material.
If human remains are uncovered, appropriate law enforcement agencies shall be notified first, and the
above steps followed. If the remains are determined to be Native, consultation with the affected Tribes
will take place in order to mitigate the final disposition of said remains.
See the Revised Code of Washington, Chapter 27.53, "Archaeological Sites and Resources," for
applicable state laws and statutes. See also Washington State Executive Order 21-02, "Archaeological
and Cultural Resources." Additional state and federal law(s) may also apply.
It is strongly encouraged copies of inadvertent discovery language/plan are retained on-site while project
activity is underway.

PUBLIC WORKS
Access may be incomplete from Brim Rd review deed and acquire easements as needed.
Any new or modification of existing approaches will need a road approach permit from
LCPW.
Private and public survey monuments shall be maintained and replaced if destroyed per
WAC 332-120. Survey monuments exist for some of these parcels and adjoining parcels.
The proper monument removal form will need to be recorded with the Public Land Survey
Office by a licensed land surveyor or engineer if any of these monuments are to be
removed or destroyed.
Actual construction of mining facilities may require improvements to the structural capacity
of the County Roads. depending on traffic volume and size of trucks
ENVIRONMENTAL SERVICES
Extended mining and personnel on the site will require a permanent approved potable
water supply as well as permanent septic treatment facilities. Use of portable toilets is not
considered adequate for personnel as a permanent source for worker sanitation. For short
term potable water stations are required during mining activities if no other facilities are
within a reasonable distance for the employees. See CFR1926.51 Sanitation

My name is Sonja Wilkins and I live at 347 Brim Rd (aka 113 Griffis Rd) in Onalaska.
After receiving the notification from Lewis County I am sending you this email to voice my concerns about the zoning
change being proposed. My concerns are as follows:
The impact on wildlife and their habitat and lives
Water possibly being contaminated by any mining in the area
Traffic from trucks and the noise they produce. They were hauling trucks of grass several days ago and they had multiple
trucks running back and forth. The noise was horrible. I can’t imagine what it would be like to have it 5 days a week.
I truly hope that someone takes into consideration the impact that this zoning change could have on the whole area.

We received a notice of a proposal to rezone and amend the Good/Avapollo 5 parcels. I have spoken to Preston
Pinkston and he recommended that I put in writing my concerns about this proposal. My concerns include:
Wildlife. What happens to them and their environment Depending upon what minerals are taken from the land
what about water contamination for citizens wells and the streams and rivers that could be affected We have
already experienced some of the traffic that will accompany this type of rezone. The noise the trucks created
was horrible. They had multiple trucks going nonstop for hours. Can’t imagine that going on 5 days a week.
These are only some of the concerns that my family and I have. Please do what you can to prevent what I feel

Re: Good/Avapollo Mineral Resource Lands Rezone SEPA DNS
Dear Mr. Pinkston:
Washington State Department of Transportation (WSDOT) staff have reviewed the
application materials submitted for the Good/Avapollo Mineral Resource Lands Rezone
request. While we understand that this SEPA threshold determination is for a non-
project action and no development plans have been submitted at this time, WSDOT
staff would like to provide the following comments for your consideration.
It is likely that the future surface mining activities resulting from the rezoning of the
subject parcels would result in adverse impacts to the state highway system. Assuming
that most trucks would travel north on Brim Road to US Highway 12, the intersection of
US Highway 12 and Brim Road may exceed level of service (LOS) thresholds.
To evaluate the impacts of this development proposal to the state transportation
system, WSDOT requests that the developer provide a traffic impact study which
includes all state route corridors and intersections impacted by 10 or more peak hour
trips. This traffic study should address the impacts to the State highway system and
suggest mitigation measures to maintain the current level of service and meet WSDOT
safety requirements. This traffic study should be included with the SEPA threshold
determination for the establishment of surface mining operations, so that WSDOT staff
can review and determine whether all transportation-related impacts have been
identified and addressed. WSDOT reserves the right to require mitigation measures
from this development based on the results or recommendations in the traffic impact
study.
These comments are based on a preliminary review of your project. As this project
progresses, there may be need for additional information by this department for further
review. There may be other issues and requirements by this department that are not
stated here. This review does not constitute final approval by WSDOT.
