DETERMINATION OF NONSIGNIFICANCE (DNS)

DESCRIPTION OF PROPOSAL: Change Comprehensive Plan designation from Agricultural
Resource on Resource Lands Map LU-3 to Other Rural Residential (Non-Resource) Map LU-2; and
change the land use zoning classification from Agricultural Resource Lands (ARL) to Rural
Development District (RDD-5) on approximately 27.522 acres of land located at Mossyrock Rd.
LOCATION OF PROPOSAL: The project is located at 0 Mossyrock Rd, Mossyrock Lewis County,
WA – Section 12, Township 12N, Range 02E, WM on parcel number 028519065005.
THRESHOLD DETERMINATION:
The lead agency for this proposal has determined that it does not have a probable, significant adverse
impact on the environment. An environmental impact statement (EIS) is NOT required under RCW
43.21C.030(2)(c). This decision was made after review by Lewis County of a completed environmental
checklist and other information on file with this agency and such information is adopted herein by

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14
days from the issue date below. Written comments must be submitted by 4pm on July 26, 2022.

This SEPA determination may be appealed in writing to the Lewis County Hearings Examiner until 4 pm
on August 2, 2022 at the Lewis County Community Development Permit Center. Appellants should be
prepared to make specific factual objections. The appeal procedure is established in Lewis County
Code (LCC) Section 17.110.130 and LCC Section 2.25.130. The administrative appeal fee is established by
