DETERMINATION OF NONSIGNIFICANCE (DNS)

DESCRIPTION OF PROPOSAL: Expansion of the City of Centralia Urban Growth Area to
accommodate the 2040 population forecast of 26,280 people. Proposed expansion is 45.17 acres on
16 parcels of currently zoned Rural Development District 5 with a density of one residence per 5
acres. Intended future land use of the site is low density residential with a zoning designation of R4
which allows up to 4 units per acre.
LOCATION OF PROPOSAL: The project is located at near Graf, Military and South Scheuber Roads
Lewis County, WA – Section 18, Township 14 N, Range 02 W, WM on parcel numbers 021586003005,
021586003001, 010592007000, 010592006001, 010592008003, 021586004000, 021586003006,
010592005000, 010592004000, 010592003000, 010592002000, 010592001000, 021587001000,
021589005000, 021589004002, and 021589004001.
THRESHOLD DETERMINATION:
The lead agency for this proposal has determined that it does not have a probable, significant adverse
impact on the environment. An environmental impact statement (EIS) is NOT required under RCW
43.21C.030(2)(c). This decision was made after review by Lewis County of a completed environmental
checklist and other information on file with this agency and such information is adopted herein by

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14
days from the issue date below. Written comments must be submitted by 4pm on September 13,

for this determination at this time. Appeals will be consolidated with the underlying governmental
