Mossyrock annexation: Robert Bradley said the city of Mossyrock went through the annexation process
in 1993 for a piece of a property on which its well is located. He said the state asked the city for
additional information regarding the property descriptions a few years later. Robert said the city
submitted its documentation but had not gotten the information recorded. He said he suggests allowing
the annexation to be recorded.
The commissioners agreed to have Bradley direct the Auditor’s Office to record the annexation as
presented.
Meyers Meadows Winlock subdivision: Barbara Russell said Winlock has a subdivision in its Urban
Growth Area.
Lee Napier said Winlock has bypassed a couple steps required to complete its Meyers Meadows
subdivision. She said Winlock has not yet submitted its preliminary plat, a step required as per the city’s
interlocal agreement with the county.
Once it goes through its required process, Lee said, the preliminary plat would go through the county’s
resolution process. Once the preliminary plat is approved, the final plat would be required to go through
the resolution process.
Lee noted that the city incorrectly recorded its preliminary plat in October and has since asked that it be
taken back.
Barbara said Winlock’s counsel had sent a letter demanding that the county approve and record the
annexation within 30 days. Barbara said the previously recorded document clouds the title.
Barbara said the city now appears to have submitted its most complete application packet. Lee said the
next step would be to have Public Works review the packet, forward any comments onto the city of
Winlock and then follow up with a resolution approving the preliminary plat.
Amber Smith said the city contacted Tom Stanton and said it had mistakenly recorded the document
and asked that it be un-recorded.
Lee said the ILA was agreed upon in 2006.
At 2:20 p.m., Commissioner Pollock announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) for 10 minutes to discuss D.C. et al v. Lewis County (Robert Bradley noted
there would be no update on Isaiah Mosses Colley et al v. Benton County).
Executive session started at 2:21 p.m.
• At 2:31 p.m., the Board extended executive session for 3 minutes.
• At 2:34 p.m., the Board extended executive session for 2 minutes.
Executive session ended at 2:36 p.m.
Commissioner Pollock noted that no decisions had been made.
Commissioner Brummer made a motion to advise outside counsel John Justice to proceed with option
2 as discussed in Executive Session. Commissioner Pollock seconded. Motion passed 2-0.
