Public comment: None
Josh Metcalf discussed a notice to announce that Lewis County is seeking coverage under the
Washington Department of Ecology's Construction Stormwater NPDES State Waste Discharge Permit for
the Centralia Alpha Road Improvements project.
Josh Metcalf discussed a notice of hearing regarding a license to Sprint Communications Company to
construct, operate and maintain telecommunication facilities in Lewis County Rights of Way.
Mindy Brooks discussed a notice of a public hearing to consider Ordinance 1343 to amend the Lewis
County Zoning Map Designations.
Matt Jaeger discussed a resolution to approve and authorize the IT Director to sign a Terms of Use
Agreement for Dark Fiber Infrastructure with Public Utility District No. 1.
Amber Smith discussed a resolution to amend Sections 1-5 of the Lewis County Employee Handbook.
Lee Napier discussed a resolution to approve the Twenty-Fifth Supplement Agreement between West
Consultants Inc. and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority,
and authorize the Director of Community Development to sign on behalf of Lewis County.
Lee Napier discussed a resolution to provide preliminary and final plat approval of the Meyers Meadows
36 lot subdivision located within the Winlock Urban Growth Area.
Gary Fredricks discussed a resolution to approve a memorandum of agreement between Lewis County
and Washington State University (WSU) Extension.
Josh Metcalf discussed Ordinance 1339, which expands the Recycling Service Area 1 (RSA-1) for Curbside
Recycling and amends Ordinances 1136, 1136A, 1157, and 1196.
Josh Metcalf discussed a hearing to adopt the amended 2023-2028 Six-Year Transportation
Improvement Program (TIP) and 2023 Annual Construction Program (ACP).
Commissioner Pollock made a motion to move three notice items, two consent items, five
deliberation items and two hearings to the Tuesday, Feb. 7, 2023, BOCC agenda. Commissioner
Brummer seconded. Motion passed 3-0.
Announcements
Becky Butler cautioned offices and departments to watch their year-end budgets.
Amber Smith discussed upcoming updates to the Employee Handbook.
Board vacancies: The commissioners discussed applicants for the Lodging Tax Advisory Committee
(LTAC) and Boundary Review Board (BRB) vacancies. They said they would like to have Mary Garrison fill
the LTAC vacancy and would further discuss the BRB vacancy Feb. 6.
The commissioners did not discuss capital projects or the Restorical Research matter.
At 9:39 a.m., Commissioner Swope announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) for 10 minutes to discuss Distressed Counties funding / the East Lewis County
Public Development Authority (ELCPDA).
Executive session started at 9:40 a.m.
• At 9:50 a.m., the Board extended executive session for 5 minutes.
• At 9:55 a.m., the Board extended executive session for 5 minutes.
• At 10 a.m., the Board extended executive session for 3 minutes.
• At 10:03 a.m., the Board extended executive session for 1 minute.
• At 10:04 a.m., the Board extended executive session for 2 minutes.
Executive session ended at 10:06 a.m. Commissioner Swope noted that no decisions had been made.
At 10:08 a.m., the commissioners paused the meeting for 2 minutes.
The meeting resumed at 10:12 a.m.
Review of Boundary Review (BRB) training: Barbara Russell and Lee Napier discussed the BRB, including
its powers, how it is invoked, its makeup, the decisions it can make, the BRB’s timelines.
They noted that the BRB can be revoked if one of the following actions takes place within 45 days of the
city, town or district filing a notice of intention:
• Three BRB members request that it be invoked.
• Any affected governmental unit requests that it be invoked.
• At least 5 percent of the registered voters within the affected area file a petition requesting it.
• Property owners representing at least 5 percent of the total assessed value of the affected area
request it.
• At least 5 percent of registered voters within ¼ mile of the affected area request it and three
BRB members agree.
Amber and Lee noted that if jurisdiction is invoked, the BRB must make a finding within 120 days. They
noted that if jurisdiction is not invoked, the action is deemed approved.
Lee noted that the deadline to invoke the BRB regarding the Winlock annexation proposal is close of
business Feb. 27.
