Commissioner Brummer made a motion to add County Manager recruitment / succession planning to the Directors’ Update agenda. Commissioner Swope seconded. Motion passed 2-0. >> Directors’ Update Chief Chris Sweet discussed a resolution to accept an interlocal agreement for use of jail facilities between the Lewis County Sheriff’s Office/County and the Chehalis Tribe. Becky Butler discussed a resolution to approve an agreement with Antiquity Consulting LLC for consulting services related to the Winlock Broadband Project. Amber Smith, Daleyn Coleman and Erik Martin discussed a resolution to amend Section 6 of the Lewis County Employee Handbook. Heidi Palmer discussed a resolution to approve contract C11-0127-22 Amendment A between Lewis County Veterans Memorial Museum and Public Health and Social Services. Heidi Palmer discussed a resolution to increase and expand Veterans benefits Amendment A. Josh Metcalf discussed a resolution to adopt 2023 Equipment Rental and Revolving Fund (ER&R) rates for the Public Works Department. Josh Metcalf discussed a resolution to adopt a policy regarding survey monument preservation within the county road right-of-way. Josh Metcalf discussed a resolution to a approve and authorize the Public Works Director to sign a consultant contract with HDR Engineering Inc. for architectural and engineering services for a Packwood sewer facility. Josh Metcalf and Rocky Lyon discussed a hearing regarding Ordinance 1344, which would establish a compost procurement policy in Lewis County. Commissioner Brummer made a motion to move two consent items, seven deliberation items – excluding the HR Employee Handbook item – and one hearing to the Tuesday, Feb. 28, 2023, BOCC agenda. Commissioner Swope seconded. Motion passed 2-0. Announcements Erik Martin urged offices and departments to submit requests for Congressionally Directed Spending. Josh said open houses for the airport projects are scheduled for March. Becky Butler said year-end work must be completed by the following week. Chief Chris Sweet said work has begun on the jail HVAC project. Rocky Lyon said the treatment plants diverted 981 tons of debris from the landfill to compost. Ross McDowell and Amber Smith discussed updates to the employee handbook. Matt Jaeger discussed computer updates and offered a shout-out to the Auditor’s Office. Wednesday Workshop 2023 legislative session: Erik said he conveyed the commissioners’ stances on proposed bills to the county’s lobbyists. County Manager recruitment / succession planning: Erik discussed GMP and Columbia’s proposals for the County Manager search. The commissioners directed Erik to negotiate with Columbia. Commissioner Swope said he has reviewed the homeless shelter work Hope Alliance is providing for Kittitas, Grant and Chelan counties. Meeting adjourned at 10:31 a.m.
