RZ20-00002_Notice_of_Application_Type_V_1 Lewis County Community Development TYPE V APPLICATION Notice of Application Permit Number(s): RZ20-00002, SEP20-0033 NOTICE IS HEREBY GIVEN in accordance with LCC 17.05 that Lewis County has received a Type V application for a site specific rezone and comprehensive plan amendment and a State Environmental Policy Act (SEPA) Checklist from YMCA Greater Seattle for the following development proposal: Project Proposal: Change Comprehensive Plan designation from Forest Resource Lands on Resource Lands Map LU-3 to Master Planned Resorts on Other Rural Land (Non-Resource) Map LU-2; and change the land use zoning classification from Forest Resource Lands (Forest) to Master Planned Resorts Overlay on approximately 643 acres of land surrounding Mineral Lake. Project Location: The project is located approximately 0.82 miles north of the intersection of Mineral Road N and Mineral Hill Road, lying east of Mineral Hill Road and north and east of Mineral Lake shoreline in Mineral, WA, Lewis County on parcel numbers - 038931011001, 038931011002, 038931011003, 038931011004, 038931011005, 038931011035, 038931011006, 038931011036, 038931011007, 038931011037, 038931011008, 038931011038, 038931011009, 038931011039, 038931011010, 038931011011, 038931011012, 038931011013, 038931011040, 038931011041, 038931011042, 038931011043, 038931011014, 038931011015, 038931011016, 038931011017, 038931011018, 038931011019, 038931011020, 038931011021,038931011022, 038931011023, 038931011024, AND a Portion of 038931011034 – Sections 03 & 04, Township 14N, Range 05E & Sections 33 & 34 of Township 15N, Range 05E, WM. Comments Due By: August 20, 2021 Environmental Determination: No environmental determination has been made at this time. The County is requesting comments as to the adequacy of the submitted proposal and environmental documents prior to issuing a threshold determination. On July 26, 2021, the application was determined to be complete to begin review, with the understanding additional information may be necessary prior to issuing an environmental threshold determination. The noticing of this application begins on August 5, 2021. Comments about this application and the SEPA documents may be submitted to the Lewis County Planning Division by August 20, 2021. The rezone application, environmental documents and supplement information may be viewed at the Lewis County Permit Center during regular business hours. Future project specific development will require development applications and project level environmental review. Process: A workshop and public hearing will be scheduled with the Lewis County Planning Commission for the Type V application once the environmental review is complete. The Planning Commission will take action at the public hearing to forward recommendations on the above application to the Lewis County Board of County Commissioners for the final decision (per Lewis County Code (LCC) 17.05). Once the hearing date with the Lewis County Planning Commission is set, the notice of hearing will be sent. Appeal Information: After the comment period is complete, the SEPA threshold determination will be evaluated and issued. You may obtain the subsequent threshold determination upon request. Once issued, the SEPA determination may be appealed in writing to the Lewis County Hearing Examiner at the Lewis County Community Development Permit Center. Appellants should be prepared to make specific factual objections. The appeal procedure is established in Lewis County Code (LCC) Section 17.110.130 and LCC Section 2.25.130. The administrative appeal fee is established by Resolution of the Board of County Commissioners.
