TO: Agencies with environmental expertise
FROM: Karen Witherspoon, Senior Project Planner
DATE: July 16, 2021 SUBJECT: 30-Day Interagency Consultation – SEPA Pre-threshold determination;
File number: SEP20-0033
Lewis County has received a request from YMCA Greater Seattle to amend the comprehensive
plan classification and to establish a Master Planned Resorts Overlay Zone Designation for
approximately 643 acres of Forest Resource Land of long-term significance (Forest). If the comprehensive plan amendment and zone overlay is approved, it is anticipated the applicant
will then apply for project specific development permits and detailed project level SEPA review.
The intended use of the Master Planned Resorts Overlay Zone is to establish a youth and family
over-night camping facility for 400 campers and 100 staff on the northern and eastern sides of
Mineral Lake. The project level development will occur in three phases over a 10 to 15 year
period.
Please review the application documents and supplemental information located on the county
