I know that I am too late to comment on the YMCA via written comment andsince I am at work I cannot be at the meeting.
I wanted to e-mail you personally to say that I AM OPPOSED to changingthe zoning to allow the YMCA at Mineral Lake.
We live in this community because of its rural nature. Allowing the YMCA
is going to change that, it will also be the beginning of many otherchanges that will follow.
While this may bring money to the community, at what cost to the town ofMineral, its citizens and the county as a whole?

Thank you for all your patience and continuous explanation at the hearing today for the YMCA zoningrequest.
Below is the web site and copy of the article that I read in part today.
I highlighted the main portion most pertaining to my testimony.
I would also like to add information that you may not be aware of. One of the last ladies that got up tospeak in favor of the zoning change shortly before
you adjourned, made a comment of how the village of Mineral is losing population and the local storehad to shut down. What she did not explain is that
the Lion Club hired a new manager last year for the campground there on Mineral Lake. There wereresidents that lived in the campground year round.
I heard there were a couple bad eggs in the group and instead of evicting a couple, this manager kickedeveryone out and so now the campground is vacant.
It was further explained to me that the local store depended on those campground residents to get themthrough the slower parts of the winter.

Hi Mindy, just wanted to send in my Op Ed for this.
The rezoning of land on Mineral Lake to Master Planned Resort is the single best proposed
use of that land that has ever been suggested. If not a YMCA camp, what else should it be?Luxury homes that will be turned into Airbnbs? Or a giant clear cut, stripped of its trees? No.
And the proposed 100 person staff would bring more jobs to mineral than any other business.
Opposing this redone because the YMCA supports treating all people equally, despite theirrace and sexual preferences (which are protected classes), is classic Lewis County racism and
bigotry at its finest. This was common when I first moved here, but I thought Snaza hadfinally grown up. I thought wrong. Well guess what Snaza, you and your hateful brigades time
is up. Millennials who support inclusivity are pouring into your county, and there is nothingyou can do to stop us. We might not win on every issue, but we’ve already been chipping
away at your altar of bigotry and it’s crumbling.
What does a sheriff have to do with YMCA camps? Nothing, unless the sheriff is a racist andanticipates people of color coming to the camp, apparently.
To Snaza, and all the other people who think that Land Use should be decided based on their
ideology, grow up. You’re a dying breed, and guess how we are going to treat you when youfinally become the minority voice here.

I am writing today as a Mineral , WA resident to express my deepest concern for the proposed rezone of the land
purchased by the YMCA. The proposed project nearly triples our small town capacity during several weeks. This
presents an infrastructure problem. They did a lack luster water study during the rainy season sighting all our wells
at incorrect depths. My first concern is this and the possibility that they literally run the water table so low we are
forced to drill deeper which is astronomically expensive. We personally would have to sell and take a loss. My
second concern is emergency services as Sheriff Snaza has stated resources out here are limited and few and far
between. If you add that many people and children who are by nature more prone to accidents we now not only
don’t have the capacity or staff to accommodate injuries and illness but the wait times for an elderly person having a
stroke or other medical emergency would be devastatingly increased. They had said they were speaking to local
agencies however as Snaza has said it’s not feasible. I feel like they are telling the commission what it wants to hear
without a real plan in place. I urge you to speak to the local fire department because the volunteers there have very
strongly expressed the same concerns. The way of life here is what I would call magical, I’m one of the younger
residents (late 30s) this isn’t a place of noise and traffic. It is a place of beauty and calm and that’s why we bought
here. The sound from the lake carries over the town. You can occasionally hear a single fisherman in triumph! The
noise pollution alone would severely disrupt our way of life. And finally the roads, our roads are not equipped to
handle double to triple the traffic. I had asked the ymca representative what the plan was for the destruction of our
roads and she said they were a non profit and roads were funded by the people not them and it wouldn’t add “that
much traffic”. I work construction , I know how heavy those vehicles are and our roads aren’t built to withstand a
major project like they are proposing. How are these construction supplies getting there? Before the resort ever
comes to life the construction alone will have devastating effects on the roads, the quiet and the wildlife and that’s
all before the resort has devastating effects on our water and emergency services. I would like to remind the
commission that the opposition to this project comes from your voters , the people who put our trust in you. Please
look closely at our concerns as we look closely at your voting record to determine who has our best interest at heart.

Hello Commissioners and other involved staff,
Allowing a rezone to any Master Resort Plan solicitor in Mineral Lake will manifest a subsidy
in perpetuity.
Think of the unavoidably necessary increase in Deputy and Police jobs, EMS services, Fireservices, staff and training, road improvements and maintenance, all of which will fall on
Lewis County taxpayer shoulders, not once, but forever. This is not at all in Mineral’s bestinterest, and negatively impacts all of Lewis County.
It is not a possibility of increased taxpayer burden in Lewis County, it is a guarantee.
Any non profit seeking a Master Resort Plan will not notably contribute or generate therevenue to cover these increased expenses that are entirely unnecessary without the rezone.
Even without a project plan or permitting, we know a Master Resort Plan will absolutely
change the landscape permanently as a direct result of increasing the footprint from 150people to more like 650+. This many people will need amenities. Restaurants, gas stations,
grocery, etc. How could Mineral ever retain the landscape with these alterations andquadrupling the inhabitants? A man testified at the last BOCC meeting on Feb 14th, 2023,
that Mineral Lake is THE LAST place of its kind in WA. All others previously like it havebeen developed in ways this rezone would permit. This is the last untouched frontier and we
must preserve and protect it.
The Master Resort Plan rezone will not benefit Lewis County residents, children, labor andworkforce. This rezone directly negatively disrupts and impacts the environment, animal
habitat, timber and other employment, loss of timber revenue, increase in levies and taxes. Arezone of this nature is not the best use of this land.
This is not a private property issue. This is a land use zoning issue. This is an organization
trying to force Lewis County BOCC to rezone land that doesn’t support a Master Resort Planrezone, and without regard for the impact on inhabitants, or the financial burden it creates on
Lewis County residents.
In the past, Lewis County rezones of this nature have proven to create situations that areextremely hard to mitigate without staggering amounts of tax dollars. This is true even when
for profit parties contribute revenue and the locations of such rezones have been in closeproximity to multiple already existing amenities and services. Empirical data and evidence
proves what a financial cataclysm and environmental mess this Mineral rezone will lead to.
A Mineral REZONE is RECKLESS.

Hello. I would like to again express my endorsement for rezoning the 500 acres along Mineral
Lake from FRL to MPR. I listened intently to the hearing on February 14th for the Board ofCounty Commissioners, and remain convinced that this rezone would be the best option for
this land.
I understand the YMCA purchased this 500 acres, comprised of 32 individual parcels, nowdesignated as FRL, after careful review of many alternate sites in the state. The Lewis County
Planning Commission unanimously approved this rezoning. The Planning staff of LewisCounty have determined that this change
conforms to the requirements of the Growth Management Act, is consistent with the county-wide planning policies and the comprehensive plan, and would create jobs needed.
Here are my main reasons for support of this rezone request:
1. Property rights are an inherent right of all individuals in this country, including LewisCounty. This land was legally purchased, and it is not up to the residents of Mineral or
Lewis County to decide if they like or don't like the purchaser. The YMCA, should theybe denied this rezone, will likely sell this property to be developed by a developer,
constructing 32 individual expensive lakefront homes, with individual docks, etc. Iguarantee this option will be less palatable than a kids camp, which would leave 40% of
the 500 acres wild. If you own property, you have the right to sell it to whoever youwish.
2. Mineral is a dying community and needs jobs. 100 camp employees, even if onlyseasonal, would add a big boost to the community. Since moving here 5 years ago, my
observation has been that long-time residents do not want anything to change. Everyidea for economic development is shot down, and this county remains one of the poorest
in the state. It is my observation that poverty is celebrated, and development isdiscouraged. Mineral just lost its one and only store a month ago, and its population has
declined nearly 50% in the last decade. If Mineral is to survive as a community,development is crucial. For every person who says "I don't want anything to change" in
this county, I challenge them to immediately think of 2 things they can do in the nextmonth to encourage prosperity, self sufficiency and opportunity for the children of this
rural area. Lewis County's largest export is its children, because it has no jobs to offerour youth.
3. I honestly cannot think of a better neighbor than a youth camp. If 40% of the 500 acresremains wild, there would be minimal impact to wildlife and the look and feel of
Mineral Lake. The youth of this county, and the state, deserve to have a camp such asthis, so close to Mount Rainier, Mount Saint Helens, the Goat Rocks, etc. Don't we all
have great memories from attending camp as a kid that we would like to provide for theyouth of this state and county? I live in Randle, and I can assure you that with the
Cispus Learning Center, which hosts every 5th grader in the state, there is not a largeobjection to this wonderful space for kids. In fact, quite the opposite. I have attended
fund-raisers for Cispus, and the overwhelming feeling of others there is "I remembercoming here as a kid and it was one of the best experiences of my life". Let's give that
to more kids in the state.4. I was alarmed to hear other testifiers at the hearing on the 14th state that many residents
are for this rezone, but fear their neighbors retribution if their identities become known. This is not acceptable. People must feel safe to have open discussions on the future of
their community. No "behind closed doors" discussions should be determining thisrezone.
5. At the hearing, concerns were raised about whether support services such as EMS andlaw enforcement could meet the needs of such a camp. This is a legitimate question, but
with the additional property taxes, the necessary services could be provided. With anycommunity growth, additional services are added, and you cannot rely on staffing only
for past populations and amenities to provide future services.6. As far as I can tell, there are no reasons not to approve this rezone. Lewis County
Planning staff have done an amazing job of researching the issues, and no issue standsout as a reason not to do this. The Growth Management Act requirements are met, no
SEPA issues have been identified, and the YMCA is paying property taxes (even whenthey could opt out) to enhance the community.
Lewis county needs to move forward, and accept economic development, growth and findopportunity for our children, and not continue to accept the dismal poverty and loss of jobs
and services of the past 30 years as what they want for their children's future. The future isnow, and in my eyes, it is bright and wonderful.

We are writing to express our wholehearted and thoroughly researched support of the
Mineral Rezone.
Margot Page has written already (see attached), citing the need for positive change in a town
that has only gone downhill (economically, demographically, and in terms of crime) in the past
years and months. This need is part of the requirements for any rezone. The undersigned
wholeheartedly support her previous mail, and this one.
Today, we are writing to
ensure the Commissioners are aware that the fullness of Mineral voices are not being
heard, in large part due to the intimidation tactics of the “No Mineral Rezone” effort.
Note again that, though many stand up against change, change has already come;
our town is dying and needs help. On the slide about Land Use, it’s pointed out that
you need to demonstrate town need. Please see the attached mail for that.
Ms. Page spoke about this at the Feb 14 hearing. Examples include:
No Mineral Rezone yard signs. These have gotten a lot of airplay in press about the
topic. But if you ask people who have those signs, many will say, “Oh, Dave put that up
and it’s not worth arguing with him. I think the camp is a good idea. The commission will
know that.” People discussed putting up their own “Support the Rezone!” signs, but
were concerned about property damage – and of course, in a small town, nobody wants
to start a war, or fan the flames
.
Facebook intimidation. In January, when 40-year Mineral resident Gary Johnson wrote
to the Chronicle about his firm support, his article was posted to the Facebook group for
Mineral with the comments, “Who even is this guy?” and “He is clueless” and “We need
to prove him wrong.” Mineral pretty much runs on Facebook – and the anti-crowd is
there with bells on, ensuring that anyone who dares speak in support is made to feel
disloyal to the town.
Pro-Rezone people fearing putting their names on letters, or showing up to the
community meetings. When I wrote my letter of February 13, I sent it around to several
people who support the rezone. Seven people were willing to be quoted (names below);
12 said, “You know I support it, but _________ knows where I live. Those people are too
angry.”
Change is here, and it’s unhealthy, and we need to switch the direction of change from
downhill to hopeful. The anti- voices are loud and strong, and want to change to a way of life
that has already vanished. People stood up to say, “My family has been in this town for four
generations…” but four generations ago, do you know what Mineral looked like? It had a
thriving, 200-student elementary school. Three stores. A robust logging population.
Today, the school is closed, as is the last store. Crime, drugs, and squalor are rampant. Change
has already come. If Mineral is to survive, it needs that change to be positive. It needs the
rezone, and the life, money, and possibility that come from renewed attention.
Please support the rezone. Mineral needs it.

Hello. I would like to submit my endorsement for rezoning the 500 acres along Mineral Lake
from FRL to MPR. My husband and I have been East Lewis County residents for several yearsand own two businesses in the county. We strongly believe East Lewis County is a unique
gem in the Washington State Landscape, with unique character, outstanding beauty andincredible natural resources, which should be stewarded thoughtfully and developed with
intention.
As a couple in our thirties and business owners, we have watched families come and go as aresult of not having sufficient living-wage job opportunities in this county. We do our best to
employ local residents and many of our staff have been with us for years, if not decades. It isabsolutely critical that we support our local residents by creating meaningful and financially
viable job opportunities. If we fail to do so as a community, then we will very quickly cease tobe a community at all; simply a ghost town that was.
This rezoning opportunity which would transition the 500 acres from FRL to MPR is precisely
the type of development this county can afford to support at the moment. We do not have thefinancial resources to develop on our own. We must support outside companies, especially
proven organizations, like the YMCA, to partner with us to help create a thriving communitythat celebrates its children, our natural resources, and the wildlife. Having an independent
company come in and develop the area with these values in mind, is our greatest opportunityto provide meaningful jobs, a safe environment for our families, while still enjoying the beauty
of the land.
If we say no to this rezoning proposal, we say no to our children, to future families, to aconnection to our land. We are responsible to steward this incredible county, to show the rest
of Washington State the pride we have in our small, rural towns, and to be an example ofsuccessful development that is for our community.

We as Mineral residence are adamantly opposed to the rezone, and we are respectfully asking the BOCC to vote NO on
the YMCA Rezone!
First, we would like to say that we feel that the rezoning and project/permitting process seem out of order and we
would like you the council to look into resequencing the process! You as the council should have the full knowledge and
understanding of a project prior to approval/rejection of a project. An example would be that the YMCA talks about low
impact to the environment and infrastructure, which would be true at their “initial” use/phase, but when they are
putting thousands of kids, and a high number of single use vehicles over the roadways at “full build up” that will have a
significant impact. But since you are limited by what you can consider at this point of the approval process, you are
driven to harming the area, with the mindset of “Oh well, we can stop it later, if we find flaws in the plan.” And we all
know that once the ball is rolling it is far harder to stop. So, I am asking you to STOP this now!
There are multiple reasons that we oppose this rezone request, what follows are just a few;
1) Regarding LCC17.12.100.3 – “Use” will have a NEGATIVE Anticipated effect upon the population, in that it will
increase the use of infrastructure. The previous use of forest, only impacted the residence during the years that
active logging was done (maybe every 20-30 years). The proposed “Use” would have a negative impact by
increasing the road use into the area/Mineral every weekend during camp use.
2) Regarding LCC17.12.100.3 – “Use” will NOT provide an increase in “employment distribution” in as much as the
YMCA has stated at meeting in Mineral and during Planning meetings that they “Hire” from all over the area,
state and even internationally. They also stated that they would TRY to hire locally, as they would need some
“seasonal” and “part time” jobs for locals.
3) The YMCA has as part of their stated use of the “Land” would include a “Dock”. This would have a NEGATIVE
Anticipated effect. The installment of a dock by the YMCA will require them to provide a “secure swim and
boating area” as all Youth Organizations are required to provide. This will require the YMCA to request a
cordoned off area in the lake that will restrict use by Local and State wide residents.
4) It seems that an organization that espouses exposing youth to the environments would not want to expose
youth hazardous water, arsenic. “Mitigation” is a financial or services payment to offset the negative impact on
a person of an exposure to a known contaminate. Why would you as Commissioners (parents) exposes youth to
the water, even if just for a week?
5) The YMCA of Greater Seattle and its representatives have and continue to make misleading, disingenuous and
untruthful statements. They are using a phased approach to the project/permitting process so that you are
supposed to only vote on what is in front of you at this phase of the process. But the future phases would have
the biggest negative impacts and this would be to late to stop or refine.
Lastly, we are asking again that you vote NO on the rezone! Please don’t vote based on the fear of a Law Suit against
the county, we as a resident would rather our tax dollars be used to fight this in court rather than just rolling over to
the YMCA and out of sequence process.
