Agenda changes
Commissioner Pollock made a motion to add to the day’s agenda the following three items:
• Skookumchuck dam.
• Resolution to list the bids received and contractor selected for the Salzer Valley Road HMA
Project
• Letter of support regarding county's request for Congressionally Directed Spending for the
Packwood Sewer project.
Commissioner Brummer seconded. Motion passed 2-0.
Letters of support: The commissioners agreed to sign a letter of support regarding the county’s request
for Congressionally Directed Spending funding for the Packwood Sewer project.
Meja Handlen asked that the commissioners submit a letter requesting state funding for tobacco and
vaping cessation services.
Commissioner Swope joined at 9:09 a.m.
The commissioners agreed to sign the letter to state legislators seeking tobacco cessation funding.
Directors’ Update agenda items
Shad Hail discussed a resolution to ratify a professional services agreement between PPC Solutions and
Lewis County for Security Services at the Juvenile Court.
Shad Hail discussed a resolution to authorize an annual clothing reimbursement for the Juvenile Court
Probation Manager, Detention Manager and Guardian ad Litem (GAL) Program/Office Manager.
Sara Sons discussed a resolution to approve Amendment #2163-23564-2 to agreement between Lewis
County and the Washington State Department of Social and Health Services (DSHS), Developmental
Disabilities Administration (DDA).
John Abplanalp discussed a resolution to approve Consolidated Contract #CLH31017 Amendment 11
between Lewis County and the Washington State Department of Health (DOH).
Amber Smith discussed a resolution to amend Sections 7-8 of the Lewis County Employee Handbook.
The commissioners discussed adding meal per diems and comp time for travel delays. They said they’d
like to set the refreshment reimbursement cap at $100.
Daleyn Coleman discussed a resolution to amend Resolution 14-211 to Establish the Rate of Pay for the
Corrections Captain.
Josh Metcalf discussed a resolution to approve and authorize the Public Works Director to sign a
Professional Services Agreement with Precision Approach Engineering Inc. for a fueling system at the
South Lewis County Airport in Toledo.
Josh Metcalf discussed a resolution to consent to transfer a controlling interest in Mashell Telecom, Inc.
(dba Rainier Connect) to Alphaboost Purchaser, LLC.
Josh Metcalf discussed a resolution regarding the proposed acquisition of temporary easements for
Logan Hill Road MP 0.103, Chehalis.
Josh Metcalf discussed a resolution regarding the proposed acquisition of additional right of way for
Graf Road MP 1.34, Centralia.
Josh Metcalf discussed a resolution regarding the proposed acquisition of additional right way for Labree
Road MP 0.459, Chehalis.
Josh Metcalf discussed a resolution regarding to list the bids received and contractor selected for the
Salzer Valley Road HMA Project, SM 20F150510535.
Mindy Brooks discussed a hearing to adopt Ordinance 1345 to amend Chapter 17.12, Public
Participation, of the Lewis County Code.
Commissioner Pollock made a motion to move two consent items, 12 deliberation items and one
hearing to the Tuesday, March 28, 2023, BOCC agenda. Commissioner Swope seconded. Motion
passed 3-0.
Announcements / new business
The group discussed the March 24 Juvenile and April 7 Parks ribbon-cutting events.
Matt Jaeger said the internet project at the fairgrounds is wrapping up. He reminded staff that the
upcoming phone system will require 10-digit dialing.
Becky Butler said a broadband update will be provided to the commissioners April 25.
Eric Eisenberg said he has been unable to find a consultant to work on the developer / permitting
process regarding fire districts and congruency so he will work on the project. Commissioner Swope said
he’d like to meet as a group to find a path forward.
Meja Handlen said the EMS Council has requested funding to update the expired contents of and
updates for the region’s four mass casualty trailers.
Alex Murray said an open house will take place from 1 to 5 p.m. April 3 at Community Development.
The meeting participants thanked Erik Martin for his work and wished him well as he finishes his final
week with Lewis County.
At 10:22 a.m., the commissioners said they would take a five-minute break.
The meeting resumed at 10:32 a.m.
Wednesday Workshop
Mountain View Cemetery cleanup: Steve Wohld discussed cleanup and security needs at the Mountain
View Cemetery. He said the former owner retains the business rights and the county now owns the land.
The group discussed having a staff and volunteer cleanup day. They also discussed setting up a fund to
track costs associated with the cemetery. Commissioner Swope said he also will coordinate efforts with
the city of Centralia.
Associate Development Organization (ADO): Commissioner Brummer made a motion to designate the
Lewis County Economic Alliance as Lewis County’s Associate Development Organization (ADO).
Commissioner Pollock seconded. Motion passed 3-0.
Coordinated entry – HopeSource: The commissioners discussed potential contracts for coordinated
entry.
Skookumchuck dam: The commissioners agreed to have Eric Eisenberg attend an upcoming forum
regarding the Skookumchuck dam and directed him to mention that the county is positioning itself to
take over the TransAlta water bank.
Letters of support
PHSS - letter to legislators re: funding for tobacco / vaping prevention: The commissioners agreed to
sign the letter of support.
Twin Transit - letter regarding its effort to secure Regional Clean Hydrogen Hubs funding from the
Department of Ecology: The commissioners agreed to sign the letter regarding Twin Transit, and
Commissioner Swope said he also would sign a letter of support that included both Twin Transit and
Fortescue.
