Butler, Nic Scott, Larry Boehm, Eric Eisenberg, Commissioner Swope (called in at 2:11 p.m. and left at
2:23 p.m.)

Commissioner Pollock made a motion to amend the agenda to include the night by night shelter to the
agenda. Commissioner Brummer seconded. Motion passed 2-0.
Commissioner Swope called in to the meeting at 2:11 p.m. Eric Eisenberg said the night-by-night shelter
rfp’s deadline is today at 4 p.m. Eric suggested extending the RFP deadline. Commissioner Pollock made
a motion to extend the night-by-night shelter RFP due date out two weeks to April 11, 2023.
Commissioner Brummer seconded. Motion passed 3-0. Commissioner Swope left at 2:23 p.m.
Larry Boehm presented broadband project updates. Larry said it is expected to take 257 days to
complete the project. This factors in weather related issues, archaeological set-backs and other delays.
Larry expects service to be provided to customers by June 2024. This would allow for the grant closure
by June 30, 2025. Larry expects meetings to start April 2023 pre-bidding to be completed by July 2023,
and construction to begin October 2023. Larry said he would invite contractors to the pre-bid.
Becky Butler said the general fund is expected to have a surplus of $10,000 for 2022 year-end. Becky
expects to have full reports available soon. Becky said interest came in much higher than expected.
Becky said Opioid Funding requires the 7 counties and 10 cities to agree upon who will the
representative that receives the 10% for administration of the funding. Becky said the requirements
associated with the Opioid Funding have been frustrating to navigate.
Becky interviewed several people for the financial analyst (FA1) position. Becky asked for the Board’s
approval to bring the applicant on at a step 5. Commissioner Pollock made a motion to approve the FA1
position at a step 5. Commissioner Brummer seconded. Motion passed 2-0.
Steve Wohld has asked the Board to hire a new electrician at a grade 125 step 5 based on qualifications.
Facilities would then like to adjust the current electrician’s salary to a grade 125 step 6.
Commissioner Pollock made a motion to hire a new electrician at a grade 125 step 5. Commissioner
Brummer seconded. Motion passed 2-0.

Becky said there is an excess of unemployment reserves that she is asking to shift to workers’ comp.
Becky told the Board that the budget amendment will be pushed until April 5th. This will allow for any
additional budget amendments and to allow for Grace to set up new funds for distribution. Becky said
