2023-04-10 Update with Public WorksUpdate with Public Works April 10, 2023 11:08 a.m. Present: Commissioner Brummer, Commissioner Pollock, Commissioner Swope, Steve Wohld, Nic Scott, Becky Butler, Josh Metcalf Guest(s): None Recorder: Tammy Martin Josh Metcalf presented a list of projects to each Commissioner that broke down projects by district and the priorities for each project. Josh said the Middle Fork Water/Sewer is out of compliance because there isn’t a current water plan. Josh said after a decision from Ecology, Public Works would move forward with the water plan. Josh said Vader is in need of a new water system as well. Josh said the current plan includes draft chapters to the plan. Josh said the Birchfield development has parcels that need to be added to the water system. Josh said there is an underground storage tank at the South Lewis County Airport. Josh said if there isn’t any contaminated soil, the tank can be decommissioned, but if there are signs of contamination, extensive clean-up would be required. Josh said the diesel tank at the central shop is having issues that will need to be addressed in order for the tank to remain operational. He has partnered with consultants to decommission the tank and get new tanks. He estimates the costs to be approximately $1.5 million to replace. Josh suggested using settlement monies that had been received. Josh said the above ground oil tanks are obsolete and at risk of failing. Josh said if the oil tanks fail, there isn’t a secondary back-up and it would cause significant costs to clean-up. The transfer station walls at the Morton and Centralia are at their end of use due to age and usage. Josh said Public Works will be applying for repairs at the Morton site and new walls at the Centralia site. Josh said that Public Works is looking into a new site and feels repairing the sites is the best option. Josh said his goal for a new facility plan is end of year 2023. This would include site location and plan style. Josh said hangars will revert back to the county for those uninterested in keeping the lease agreements. Josh said the hearing process will be publish soon. Josh said there are 4 hangars that will revert back to the county within the next year and this will become new revenue for the County. Josh said there will need to be restructuring due to new stormwater requirements. There will be fees associated with the new program. Centralia is considered phase II and based on land use, county population, and city population. Josh said there would be a fee schedule to pay for the costs of the FTEs required for the new program. Josh said there will be a new policy in place for the South Lewis County Airport. He anticipates this being approved by the board within the month. He said there will also be code updates with the Middlefork water/sewer systems to address sanitary requirements. Josh would like to establish a quarterly update. This would provide status updates for all of Public Works. Josh said price associated with the box culverts have almost doubled. Oil prices increased nearly 30% and Josh said this was offset by reducing 20 miles of chip sealing. Josh’s goal is to utilize grant funding specific to roads to mitigate any missed maintenance.
