The commissioners said they would like to acknowledge the efforts the county’s lobbyists and state lawmakers made to secure funding for county projects. Business Meeting agenda: Commissioner Brummer made a motion to add to the April 25, 2023, Business Meeting Resolution 23-142: Appoint Ryan Southard to the Lodging Tax Advisory Committee (LTAC). Commissioner Pollock seconded. Motion passed 3-0. Chamber request to use county parking lots in August: Citing the condition of the parking lots, the commissioners said the county cannot host the basketball event in August. Great Rivers Behavioral Health and Recovery Navigator Program: Kylie Sexsmith shared her experience with Chad Holmes and Cole Meckle of Gather Church as she sought to secure services for her mother, who was battling drug addiction and homelessness. She said Gather Church failed to follow up on countless promises to secure services for her mom. She said her mom nearly died before she was able to finally get her the help she needed. Commissioner Pollock noted that Gather Church’s one-year Recovery Navigator contract is with Great Rivers and that Great Rivers is in the process of reviewing complaints regarding the work Gather is doing. Fire District 6 update: Commissioner Swope said there appears to be progress being made regarding concurrency. He said the topic no longer needs to be listed as an agenda placeholder. Email signature policy: Commissioner Swope said he would like a countywide standard for email signatures. He directed HR to work on a policy. Homeless services: Commissioner Pollock said Centralia Mayor Kelly Smith Johnston has expressed concerns about the homeless population in Centralia. She and Commissioner Brummer discussed the need for well-run programs to provide meaningful support across the entire county. Mileage stipend: Daleyn Coleman said it appears the impact of a mileage stipend would be minimal. Steve Wohld recommended requiring justification memos for any stipends. The commissioner agreed to move the proposal forward to the upcoming Directors’ Update. Budget amendment: Becky Butler provided a recap of the budget amendment on the agenda for the April 25 Business Meeting. David Bailey joined at 9:43 a.m. Procurement software: Becky Butler, Josh Metcalf and Meja Handlen discussed the improvements moving to a uniform procurement software would provide. The commissioners agreed to use unallocated American Rescue Plan Act lost revenue funds to cover the first three years. Commissioner Pollock made a motion to procure procurement software. Commissioner Brummer seconded. Motion passed 3-0. Planning Commission weekly update: Mindy Brooks said the Planning Commission will meet April 25. She said the public hearing for the population estimates will be 6 p.m. May 9. Economic Alliance request for letter of support re: Rural Tourism Support program application: Mindy Brooks said Discovery Lewis County has requested a letter of support regarding its application for the Rural Tourism Support Program. Lenee Langdon said the grant is for $30,000. The commissioners agreed to sign the letter of support. Minute folder: Commissioner Brummer made a motion to approve the minute folder for the week of March 27, 2023. Commissioner Pollock seconded. Motion passed 3-0. Correspondence: Eric Eisenberg said Commerce has asked the county to identify a point of contact for the grant for the county’s Drug Court house. The commissioners agreed to have Eric Eisenberg serve as the county’s point of contact. Code enforcement violation: At 10:06 a.m., Commissioner Swope announced that the Board would be going into executive session under RCW 42.30.110(1)(i) for 15 minutes to discuss a code enforcement violation. Executive session started at 10:07 a.m. • At 10:22 a.m., the Board extended executive session for 5 minutes. • At 10:27 a.m., the Board extended executive session for 3 minutes. Executive session ended at 10:30 a.m. Commissioner Swope noted that no decisions had been made. Commissioner Brummer made a motion to approve a civil action against Isaac West regarding a public nuisance at 256 Swigert Road in Mossyrock. Commissioner Pollock seconded. Motion passed 3-0. Meeting ended at 10:32 a.m.
