Subject: Lewis County Sheriff's Office 2024 Replacement Vehicles
This memo to the BOCC supports my request for approval to place an order for the six (6)
Lewis County Sheriff's Office 2024 replacement vehicles in 2023 and prior to completion
of the 2024-budget process.
Fleet Services Division develops internal service rates on a yearly basis as part of the
annual budget process. As part of the rate development process, Fleet Services meets
with the Sheriff and his team to discuss their vehicle replacement needs in order to define
the best fit for their operations. Currently, the vehicle replacement plan for the Sheriff's
Office includes replacement of a minimum of six (6) vehicles per year. This plan is based
on a goal of vehicle replacement every 8 years or 150,000 miles per pursuit vehicle. The
intent of this plan is to allow the Sheriff's Office to keep their fleet operating safely and
efficiently.
Historically, new vehicle purchases have procured through a competitive bid process or
utilizing the Washington State Department of Enterprises auto purchasing contract. Since
2020, we have experienced multiple challenges with our ability to procure vehicles and
have made necessary adjustments to fulfill our vehicle acquisition needs. We anticipate
similar challenges with vehicle availability this year. For example, there is no definitive
timeline for pricing availability. However, dealerships indicate pricing may be by available

by fall. There are no assurances on the availability of types of vehicles for purchase or
when they will be available to order.
The Fleet Services Division has completed some research to identify options to fulfill the
2024 vehicle needs. This research was done in an effort to better inform our 2024 budget
preparation process and ensure we have the best opportunity to procure the necessary
pursuit vehicles. We have an opportunity to order the necessary vehicles now. The unit
prices have been provided by local dealerships and are lower than the purchase price
available through the WA State DES contract. A breakdown of the estimated costs for the
2024 vehicle replacements along with a comparison of the last three years is attached for
reference.
