American Rescue Plan Act (ARPA) project updates: Becky Butler said the update will take place the
following month.
Procurement policy and process changes: Grace Jimenez, Graham Gowing and Becky
Employee picnic: Rieva Lester reminded the group that the employee picnic will take place Sept. 14.
Electeds' roundtable / new business: No updates.
DIRECTORS’ UPDATE
Meja Handlen and Justia Madrigal discussed a resolution to approve Emergency Housing Fund (EHF)
Contract #24-4619D-114 between the Washington State Department of Commerce Housing Division,
Homelessness Assistance Unit (HAU) and Lewis County.
John Abplanalp discussed a resolution to approve Consolidated Contract #CLH31017 Amendment #13
between the Washington State Department of Health (DOH) and Lewis County.
Commissioner Pollock left at 9:30 a.m.
Grace Jimenez discussed a resolution to establish a Small Public Works Roster process to award Public
Works contracts; a Consulting Services Roster for architectural, engineering and other professional
services; and a Vendor Roster for goods and services not related to Public Works contracts.
Grace Jimenez discussed a resolution to establish the Lewis County Procurement Policy.
Matt Jaeger discussed a resolution regarding the declaration of surplus personal property.
Jenn Libby-Jones discussed a resolution to submit an authorizing proposition to the voters of Lewis
County to fix and impose a Sales and Use tax of two-tenths of 1 percent pursuant to RCW 82.14.420 to
be used solely for the purpose of providing funds for costs associated with the operations of 911
emergency communications systems and facilities.
Becky Butler discussed the hearing for the Lewis County 2023 budget, emergency and supplemental
appropriations to and transfers within current expense and other funds.
Commissioner Brummer made a motion to move two consent items, six deliberation items and one
hearing to the Tuesday, July 25, 2023, BOCC Business Meeting agenda. Commissioner Swope
seconded. Motion passed 2-0.
Late add: Rieva Lester, Grace, Graham and Becky discussed a resolution to provide appointed
department directors authority to execute certain contracts. The commissioners identified project
thresholds and approved signatories.

Wednesday Workshop
Foundation of Public Health and Social Services positions / request regarding preparedness
coordinator position: Commissioner Brummer made a motion to approve reclassifying the
preparedness coordinator position from a 121 to a 124 with funding not to include general fund
dollars. Commissioner Swope seconded. Motion passed 2-0.
