Public comment: None.
Inclement weather update: Ross McDowell, Erika Katt and Josh Metcalf provided updates regarding
river levels and local flooding. Ross noted that Highway 12 and a handful of other area roads remains
closed.
DIRECTORS’ UPDATE ITEMS
Becky Butler discussed a notice regarding Lewis County 2023 budget emergency and supplemental
appropriations to and transfers within current expense and various funds.
Doug Carey discussed a notice ratification of Signature for the purchase of furniture for the Community
Development/Environmental Building.
Matt Jaeger discussed a resolution to authorize the Director of Information Technology Services to
execute a purchase order with Motorola Solutions.
BJ Kuykendall said he may need to delay the proposed resolution to accept a grant from the Washington
State Department of Agriculture Fairs Program toward a remodel of the 4H Barn area on the Southwest
Washington Fairgrounds.
Eric Eisenberg discussed a resolution to adopt Lewis County’s 2024 State Legislative Agenda.
Josh Metcalf discussed a resolution to authorize the Chair of the Board of County Commissioners (BOCC)
to sign a Local Agency Agreement and Federal Aid Project Prospectus with WSDOT for the Berwick Creek
at Labree Fish Passage (MP 0.459), County Maintenance Project (CMP) 2001.
Josh Metcalf discussed a resolution to approve Josh Metcalf, Public Works Director, as Applicant Agent
and Robin Saline, Public Works Contract Administrator, as the Alternate Applicant Agent/Contact for
open, federally declared disasters and any future disasters that may occur between December 1, 2023,
and December 31, 2024.
Josh Metcalf discussed a resolution to approve a Salmon Recovery Funding Board (SRFB) Grant
Agreement, No 22-1133C, between Recreation and Conservation Office (RCO) and Lewis County for the
Berwick Creek at Logan Fish Passage Construction project, CMP 1805, in the amount of $387,006.00.
Josh Metcalf discussed a resolution to approve a Consultant Contract with KPFF, Inc. for Engineering
Services for the Davison Road Bridge MP 0.01 Project, CRP 2198, Federal Aid #BHOS-2021(075).
Charles Edmonson discussed a resolution to approve Stewardship Agreement No. 17-SA-11060300-020
Modification 5 with Gifford Pinchot National Forest.
Charles Edmonson discussed a resolution to appoint Valarie Eckloff to the Lewis County Noxious Weed
Control Board as the representative for Weed District 4.
Mindy Brooks discussed a hearing to adopt Ordinance 1350 to amend the Lewis County Comprehensive
Plan to include the Packwood Subarea Plan.
Commissioner Pollock made a motion to move one notice item, two consent items, nine deliberation
items – excluding the Parks item – and one hearing to the Tuesday, Dec. 12, 2023, BOCC agenda.
Commissioner Brummer seconded. Motion passed 3-0.
Announcements / roundtable
Lee Napier discussed the upcoming Festival of Lights competition.
Matt Jaeger provided updates on phones as well as video monitoring.
Commissioner Pollock said she would participate in a call with Jenn Libby-Jones regarding community
policing timeline extensions.
At 9:42 a.m., Commissioner Swope announced the board would take a 5-minute break, returning at 9:47
a.m.
The meeting resumed at 9:51 a.m.

Ordinance 1350 - Packwood Subarea Plan: Mindy Brooks, Lee Napier and Preston Pinkston reviewed
the Packwood Subarea Plan.
