Late add: Commissioner Pollock made a motion to add to the agenda for the Sept. 19, 2023, BOCC Business Meeting Resolution 23-298: Notice of Public Hearing for the proposed amendment to the 2023 Annual Construction Program (ACP) and 2023-2028 Six-Year Transportation Improvement Program (TIP). Commissioner Brummer seconded. Motion passed 3-0. Night-by-night shelter policy regarding registered sex offenders: Commissioner Swope discussed the need for a policy regarding registered sex offenders. The commissioners directed staff to schedule a meeting with Sergeant McGinty, David Bailey and Meja Handlen to develop a policy. BOCC joint meeting with Planning Commission (6 p.m. Sept. 26): Mindy Brooks reminded the commissioners of the upcoming joint meeting with the Planning Commission to work on the Comprehensive Plan periodic update. Green River watershed protection: Commissioner Pollock said she has reached out to the Department of Natural Resources (DNR) regarding the Green River watershed. She asked if the county would want to shut all activity in the water shed or whether the county would prefer the state provide access to timber and minerals. The commissioners said they oppose a strip mine in the location but support logging in the area. Calendars: Commissioner Pollock said she will attend a timber caucus meeting Sept. 20. Commissioner Swope said he will attend a Washington State Association of Counties (WSAC) Legislative Steering Committee (LSC) meeting Sept. 21. Correspondence: Commissioner Pollock said trees can be ordered through the end of the day. Permitting for the homeless shelter: At 9:25 a.m., Commissioner Swope announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:30 a.m. to discuss permitting for the homeless shelter. At 9:30 a.m., Commissioner Swope extended executive session until 9:33 a.m. Executive session ended at 9:33 a.m. Commissioner Swope noted that no decisions had been made. Commissioner Brummer made a motion to appeal the City of Chehalis’s code interpretation to the hearings examiner. Commissioner Pollock seconded. Motion passed 3-0. Meeting ended at 9:34 a.m.
