ESC Procurement system: Becky Butler discussed the county’s successful implementation of new procurement software. She discussed the additional contractors, etc., that have signed up on the site. 2024 budget planning: Becky reminded the group of the budget timelines and urged offices and departments to review their current and proposed budgets carefully. Employee Picnic: Rieva Lester thanked coworkers and others for their help with the Employee Picnic. DIRECTORS’ UPDATE Rieva Lester discussed a resolution to approve Interlocal Agreements between Lewis County and the City of Winlock and the City of Toledo for support of radio communications equipment and systems. Josh Metcalf discussed a resolution regarding the declaration of surplus vehicles and equipment. Doug Carey discussed a resolution to list the bids received and contractor selected for the IT Emergency Generator. Josh Metcalf discussed a hearing regarding a franchise renewal to McDaniel Telephone Company for the installation, construction, operation, and maintenance of telecommunication facilities within the rights- of-way of unincorporated Lewis County. Commissioner Brummer made a motion to move two consent items, four deliberation items and one hearing to the Tuesday, Sept. 26, 2023, BOCC agenda. Commissioner Pollock seconded. Motion passed 3-0. Wednesday Workshop Cascade Mental Health Care medication assisted treatment (MAT) grant: Mindy Greenwood and Erika Marshall discussed an MAT grant Cascade Mental Health Care recently received. Pe Ell .09 (Distressed Counties) grant application: The commissioners agreed to move the proposed .09 grant to Pe Ell forward to the Oct. 3 Business Meeting. Letter regarding North Lewis County Industrial Access funding: The commissioners agreed to send a letter regarding NLCIA funding to state legislators. 2023 Legislative Roundtable: The commissioners said they would like to target Dec. 1 for the 2023 Legislative Roundtable. Announcements / new business Josh Metcalf said crews continue to battle wildfires outside of the Packwood area. He noted that the water district in Packwood has issued a stop order for water collection, hampering firefighting efforts. Meja Handlen invited the public to the Veterans Stand Down planned for Sept. 23. Mountain View Cemetery: At 9:51 a.m., Commissioner Swope announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 10:06 a.m. to discuss the Mountain View Cemetery. At 10:06 a.m., Commissioner Swope extended executive session until 10:11 a.m. At 10:11 a.m., Commissioner Swope extended executive session until 10:16 a.m. Executive session ended at 10:16 a.m. Commissioner Swope noted that no decisions had been made.
