Josh Metcalf discussed a request for proposals (RFP) for professional materials sampling, testing, and laboratory services for the Centralia Alpha Road Improvements Project (MP10.60-11.85), CRP 2084. Rieva Lester discussed a resolution to approve of Documentation Needed to Obtain Title Insurance for the Homeless Shelter at 2025 NE Kresky Ave. Commissioner Brummer discussed a resolution to list the bids received and contractor selected for the Community Development Plumbing Rough and Finish Project, 31-2102-Plumb. John Abplanalp discussed a resolution to approve Contract #C06-0202-23 between Community Action Council and Lewis County. John Abplanalp discussed a resolution to approve Contract #E02-0209-23 between Eugenia Center and Lewis County. Caroline Garibay discussed a resolution to approve Contract #C02-0210-23 between Cascade Community Healthcare and Lewis County. Caroline Garibay discussed a resolution to reappoint three individuals and appoint one new individual to regular-member positions on the Veterans’ Advisory Board (VAB). Rieva Lester discussed a resolution to approve 2024 “Lodging Tax” contracts with various organizations for funding from Tourism Promotion Fund No. 1980 for tourism-related activities. Rieva and Tammy Martin said the Lodging Tax Advisory Committee reconvened the previous week and set funding amounts for two additional projects: $48,000 for East Lewis County Chamber of Commerce and $15,000 for Lewis County Facilities for repairs of the museum roof. Mindy Brooks discussed a hearing to adopt Ordinance 1350 to amend the Lewis County Comprehensive Plan to include the Packwood Subarea Plan. Amber Smith discussed a hearing to adopt Ordinance 1352 to amend Chapter 2.40, Standards for Public Defense Services, of the Lewis County Code. Commissioner Pollock made a motion to move one notice item, two consent items, seven deliberation items and two hearings to the Tuesday, Jan. 2, 2024, BOCC agenda. Commissioner Brummer seconded. Motion passed 2-0. The commissioners approved a proposed schedule for weekly Legislative Updates. David Bailey joined at 9:35 a.m. At 9:36 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:41 a.m. to discuss Arthur West v. Economic Alliance, Brummer, Lewis County, et al. Commissioner Swope joined executive session by phone. Executive session ended at 9:41 a.m. Commissioner Brummer noted that no decisions had been made. Commissioner Pollock made a motion to indemnify and defend Commissioner Brummer in the Arthur West v. Economic Alliance, Brummer, Lewis County, et al., litigation. Commissioner Swope seconded. Motion passed 2-0, with Commissioner Pollock and Brummer voting in favor and Commissioner Brummer abstaining. Meeting adjourned at 9:44 a.m.
