Executive session: At 9:01 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:16 a.m. to discuss two topics: Data / information request and Grievance. • At 9:16 a.m., Commissioner Brummer extended executive session until 9:26 a.m. • At 9:26 a.m., Commissioner Brummer extended executive session until 9:31 a.m. Executive session ended at 9:31 a.m. Commissioner Brummer noted that no decisions had been made. Commissioner Pollock made a motion to delegate to County Manager Ryan Barrett the resolving of the level II grievance. Commissioner Swope seconded. Motion passed 3-0. Legislative update: Josh Weiss and Troy Nichols provided legislative updates. The commissioners directed them to sign in support of legislation that would require the availability of water to be determined prior to a project being presented to the Energy Facility Site Evaluation Council (EFSEC) for permitting. The commissioners said they would like to draft a letter of support regarding the EFSEC legislation and a letter in opposition of raising the cap on property taxes. The commissioners also supported having Mindy Brooks testify in support of Senate Bill 6150 to extend the Comp Plan revision schedule. Flood Control District 2 vacancies: Rieva Lester discussed vacancies on Flood Control District 2 and the boundaries / requirements for the district representatives. Agenda changes: Commissioner Swope made a motion to add to the Jan. 23, 2024, Business Meeting agenda the following: • Resolution 24-027: Lewis County 2023 budget emergency and supplemental appropriations to and transfers within current expense and various funds, a notice of hearing thereon. • Resolution 24-036: Approve an interlocal agreement between Lewis County and Northwest Open Access Network (“NOANET”) regarding technical oversight for the broadband project in the Winlock area. Commissioner Pollock seconded. Motion passed 3-0. Calendars: Commissioner Swope discussed an upcoming Lewis-Mason-Thurston Area Agency on Aging (AAA) Executive Board. He said AAA wants to provide a one-time retention bonus on top of cost-of-living adjustments (COLAs) but that the group doesn’t plan to increase contributions for food. Commissioner Swope said the group has a $13 million budget but is providing only $1 million to $1.5 million toward nutrition for area senior centers. Meeting ended at 10:11 a.m.
