Though no one was in attendance for the meeting at 10:15 a.m., Rieva Lester announced to the room at
10:15 a.m. that the meeting had been recessed until 1 p.m.
Public comment: None.
Lewis County Seniors water: BJ Kuykendall said the Twin City Senior Center does not have its own water
meter but that the county is able to track its water usage. BJ said the center has been paying roughly
$2,000 a year. He said he would like to charge the senior center for actual use.
Commissioner Pollock directed staff look into whether the senior center sits on a separate parcel. She
noted there may be RCWs or WACs that require it to have its own water meter.
Boundary Review Board (BRB): Preston Pinkston discussed the communication disconnect related to
the BRB due to having the Chief Clerk and Secretary in different departments. He said he is requesting
the secretary position and budget authority be moved to Community Development.
Commissioner Swope made a motion to move the Boundary Review Board (BRB) secretary position
and BRB budget authority away from the BOCC and to give oversight for both to Community
Development. Commissioner Pollock seconded. Motion passed 2-0.
Industrial land update: Long-Range Planner Mindy Brooks said she is spearheading an Industrial Lands
Update to update development regulations for the TransAlta and IPAT UGA zones to provide a
streamlined process and non-discretionary approval criteria to support redevelopment of the reclaimed
mining operations. She said the update will address the industrial uses category, not necessarily what
types of buildings will be allowed. Mindy asked the commissioners to recommend industry experts to
serve on a Technical Advisory Group that will provide guidance on the project.
Mindy said the periodic update must be complete by June 30, 2025. She reviewed a proposed timeline
for the periodic update.
