Public comment: None.
Josh Metcalf said there is an emergency closure of the southbound lane on Shorey Rd. The bank has
eroded and undermined the guardrail. Public Works will continue to monitor it closely.
Josh Metcalf discussed a notice for the RFQ to provide cultural resource services for Berwick Creek.
Josh Metcalf discussed the approval of bids for two chemical roadside sprayer systems.
Alex Murray discussed the call for bids for ready-to-assemble (RTA) cabinetry kits for the Community
Development project.
Tammy Martin discussed the call for bids for official newspaper to publish all of Lewis County's legal and
other official notices for one year beginning July 1, 2024.
Grace Jimenez discussed the dissolving of the petty cash fund established for Public Works.
Eric Eisenberg discussed joining the South Chehalis / UGA Design Master Interlocal. This is for resource
sharing.
John Abplanalp discussed the approval of Consolidated Contract #CLH31017 Amendment #16 between
the Washington State Department of Health (DOH) and Lewis County.
Doug Carey discussed the approval of three change orders with Washington State Department of
Enterprise Services with work performed by Millig, LLC, for the jail HVAC and energy upgrade project,
31-2211.
Doug Carey discussed the need to ratify the signature of the capital facilities manager on the sheet rock
and finishing contract for the new community development and environmental health building.

insulation contract for the new Community Development and Environmental Health building.
Josh Metcalf discussed the extended closure of Centralia Alpha Road to all through traffic between
Milepost 10.80 to Milepost 12.25.
Josh Metcalf discussed the bids received and contractor selected for the Berwick Creek at Logan Hill Fish
Passage MP 0.103 Barrier Removal, CMP 1805, Federal Aid Project No. PROTECT-2021(076).
Josh Metcalf discussed the appointment of the Lewis County Local Emergency Planning Committee
(LEPC) and its members.
Josh Metcalf discussed accepting a bid on tax title property off of Elkhorn Drive, Packwood.
Becky Butler discussed Lewis County 2023 budget, emergency, and supplemental appropriations to and
transfers within current expense and other funds. Becky said this impacts the indigent defense fund.
Commissioner Swope made a motion to move four notice items, two consent items, 10 deliberation
items and one hearing to the Tuesday, Feb. 6, 2024, BOCC agenda. Commissioner Pollock seconded.
Motion passed 2-0.
Roundtable
Lee Napier recognized staff for weighing in on Legislative activities and to Preston Pinkston for Boundary
Review Board input.
Eric Eisenberg discussed the results from the Hearings Examiner. Eric said Lewis County won the hearing.
Eric said work is ongoing within the scope of work allowed and is progressing well.
Josh Metcalf said Public Works is coordinating on bill and legislation on apprenticeship. Josh said there is
a transportation study being done for the entire state. He is helping to voice concerns with the
consultant. Josh recognized his maintenance staff for no injuries or incidents and asked to recognize the
water crew for customer service.
Ryan attended the Area 1 shop meeting last week. Ryan thanked Josh and Geoff for maintaining Lewis
County’s interests. Ryan was also appreciative of the work being done to move the homeless shelter
forward.
Doug Carey said the counteroffer was accepted on the Masonic Building.
Amber Smith said there was a site-inspection from the Dept of public defense. Amber said she enjoyed
the crockpot wars. Amber said Casey Mauermann will be working remote and intermittently for the
month of February. Amber said there is a free concert in Longview at the Columbia Theater by the
Southwest Washington Symphony.
Meja Handlen wanted to update about the recent Homeless Connect event. Meja said at least 250
people came and that the majority were at risk at becoming homeless due to price increases in the
housing market. Meja said there was help for services. Meja would like to focus on employment and
hygiene. Meja said the opening of the Morton office went well.
Erika Katt said exit 77 is closed for several hours due to an accident involving a fuel spill. Erika said there
was an event yesterday to discuss the I-5 corridor detour plan. The biggest factor is to decide on the
closure and communication of such an event. Ross said there is an active action report to discuss items
that worked and items that didn’t work.
Becky Butler said she is watching the 2023 budget closely. Becky said NoaNet started work on the
project earlier in the week. She said ARPA reporting closes January 31. There will be no extensions. The
second bid for the remainder of the project will go out soon. Adna Robotics will be competing.
Alex Murray said his crew is working hard to complete projects.
Josh Metcalf authorized the County engineer to close Shorey Rd until a temporary signal can be placed.
Wednesday Workshop
Commissioner Swope said SWCAA would like to present to the Board.
The group discussed an upcoming Recovery Navigator update with Robin Cozad of Destination Hope and
Recovery.
