Public comment: Frank Corbin discussed the Broadband Action Team’s work and praised the efforts of
Eric Eisenberg.
Proposed resolutions
Rieva Lester discussed a resolution to ratify a professional services agreement between PPC Solutions
and Lewis County for the 2024 Law and Justice Center Security Services. The commissioners said they’d
like to postpone the proposal to allow time to gather financial information.
Eric Eisenberg discussed a resolution to approve a Fiscal Sponsorship Agreement with the Lewis County
Broadband Action Team.
Geoff Soderquist discussed a resolution to approve a contract with HDR and a Project Partnership
Agreement with the City of Centralia for work related to the Westside Connector Corridor project.
Rieva Lester discussed a resolution to appoint members to the Distressed Counties (.09) Fund / Rural
Economic Development Public Facilities Advisory Committee. Commissioner Pollock said she’d like to
see representation from the southern portion of the county. The commissioners agreed to delay the
resolution to allow for further outreach regarding the at-large position.
Rieva Lester discussed a resolution to appoint Lilian Hale as temporary successor to 19th Legislative
District State Representative Joel McEntire as provided under RCW 73.16.041.
Commissioner Pollock made a motion to move two consent items and three deliberation items –
excluding the security officer resolution and the .09 committee resolution -- to the Tuesday, Feb. 20,
2023, BOCC agenda. Commissioner Brummer seconded. Motion passed 2-0.
Wednesday Workshop
Food Safety Program Software presentation: Kirsten Wecker discussed the paper process the county
currently uses for permits and inspections. She said Public Health is requesting a move to a digital
platform for permits and inspections.
Tyler Stanchina and Matthew Hopkins of Accela provided an overview of services their company offers.
Commissioner Brummer expressed concerns regarding the weaponization of inspection information.
Commissioner Pollock praised the efficiency of digitalized records.
Roundtable: Directors and other participants provided updates on projects, including:
• Repair of the hearing room leak
• Ceres Hill Road
• UGA expansion meetings
• Phone system integration
Commissioner Pollock made a motion to add to the agenda a discussion about an administrative
support position at the fair. Commissioner Brummer seconded. Motion passed 2-0.
Commissioner Pollock made a motion to hire Violet Barboza at a grade 115, step 11 for the
administrative support position. Commissioner Brummer seconded. Motion passed 2-0.
BJ Kuykendall said he would make the position effective for the next payroll.
RAISE grant letter of support: The commissioners agreed to sign a letter of support regarding Lewis
County Transit’s RAISE grant application.
